From what I learned from two different people (Board and Staff) there are no facts, it was a sudden idea from Rod (in Spanish we call it "ocurrencia", not sure what the translation is)

I also agree with the suggestions made by the Council members and would like to add one more: I believe we need to ask for the underlying facts to be disclosed in a meeting with the ccNSO. If Rod has information that supports his statements (which I guess we should assume) I would find it incredibly careless/negligent not to share this with the potential targets of the attack.
