Dear All Yesterday the gNSO ECA representative reacted to my community forum consultation and he proposed to consider the virtual alternative. Today I explained the tight time constraint for a virtual setup and took the opportunity to inform the ECA about our willingness to have a Community Forum, preferably at ICANN 78 (potentially on Monday, Wednesday or Thursday at 8:00am). It’s always easier to have a challenging conversation when you’re used to having regular conversations. The more ‘practice’ of this format, and the more relationship building between the decisional participants that forms part of that work, the more likely it is that we will have the relationships and knowledge of each other we would need- if we ever have to deal with a more difficult situation.
It also reminds me of the overall transition itself. If we had not taken the time through the process to build our inter-community and intra-community relationships, we would never have been able to come to the agreements that allowed the transition to happen.
So I suggest when making the pitch for this forum, we include this logic in it.

As I’ve said, I’m happy to support a community forum.
My slight worry is that, given the lack of engagement in the process elsewhere, by driving for a forum on changes which are clearly benign we undermine our ability to coalesce the icann community around a forum when it does actually matter.

When Alejandra assumed the Council Chair from Katrina, she took over as the ccNSO’s ECA representative as well, so I have emeritus status with respect to the ECA.
Now that the Board is fiddling about with Bylaw changes, there will be some necessary paperwork from the ECA back to ICANN, and the ECA itself will have to sort out who is going to produce it. I did all of it whilst I was the ccNSO ECA representative, as no one from the other SO/AC’s had any interest in the process.

The public forum can be scheduled outside of the regular schedule –an hour before the daily schedule formally starts. That’s what I did. I fought the battle to get the inaugural Approval Community Forum as part of the regular schedule time wise, but lost that battle.
In retrospect, I think that was a good thing as it put ICANN Org in a position going forward of NOT being able to claim “Oh, so sorry, there is no room on the schedule for the Community Forum”, as they found a way to do it “out of band” then, and they thus can find a way to do it “out of band” going forward.

On yesterday’s call I shared with you Stephen’s views as he was traveling. I will use this opportunity to share his view again. As background, please note that Stephen is currently the approval action process manager and was the ccNSO rep on the ECA.

All need to be taken seriously and shown due respect or else erosion will begin to occurr.*
*On behalf of the ECA, I managed the first ever Approval Action Community Forum where Chris came and led the dance with the Community on behalf of the Board. It was completely non-controversial, as I suspect these changes are as well, although I do confess, I have not studied them in depth. Although held “out of band” early in the morning, that first forum had really solid attendance, which was heartening.”*

Under the ICANN Bylaws, delivery of the Secretary’s Notices on 15 September:
(1) requires Decisional Participants to “promptly inform their constituents” of the delivery of such notices; and
(2) triggers an Approval Action Community Forum Period, to convene a Community Forum, which ends on the 30th day after the Approval Action Board Notification Date *(15 October 2023*) .
If the community (read ECA) intends to convene virtual Forum it needs to be convened and concluded during the period beginning upon the Approval Action Board Notification Date (15 September 2023) and ending on 15 October 2023.
If the ECA intends to convene an in-person session, it has to be convened during ICANN78
EIther way, if the ECA intends to convene a Community Forum, support staff reuested to be informed by Wednesday 27 September 2023.
