The ccNSO appoints various liaison (and similar) positions into other ICANN structures and cross community committees and groups. Some of those are other SOs, some are more leaned to the governance of technical funtions. The latter are
CSC [regular appointments] RZERC [regular appointments] IANA Functions Review (reocurring 1-2 yrs after every 5 yrs) (Root Server System Governance Structure Council, TBD)
The liaisons/appointees report back to the Council formally, by written reports or, occasionally, by ad hoc calls or invitations to a Council session. This is lightweight and has worked reasonably well, but the feedback and interaction could be improved.
Inspired by, but not copying the ICANN Board's Board Technical Committee (BTC), it is proposed to the Council to form a structure (name TBD), comprised of a subset of Councillors (3-6, details TBD) to act as a 'sounding board' for appointees to share observations, raise issues or ask for guidance. It is meant as an offer to the appointees and is supposed to enhance the communication between the appointees and the council and, optionally, also between the appointees. It should remain lightweight and as informal as possible with the focus on facilitating the communication. The need for staff support should be minimal accordingly.
As a potential add on, the group of councillors could have a leading role in identifying and assessing future appointees.
