Dear Paul Thank you for the option to provide early input on the GNSO DNS Abuse Mitigation (DNSAM) Policy Development Process (PDP) sent on 18 February. At its meetings in December 2025 and January 2026 the ccNSO Council extensively discussed whether to participate in the aforementioned PDP, and if so, under which conditions. The ccNSO Council decided that “[...] the ccNSO does not have a view, nor holds a position on the matter addressed through the PDP, nor do the members represent a view or position of ccTLDs in general.” (see: ccNSO Council Resolution 225-01). In light of this decision, the ccNSO appointees will contribute in their individual capacities, sharing their respective views, knowledge, and experience with the intention of constructively enriching the process. Dear SO/AC Chairs,
We are writing to you on behalf of the GNSO DNS Abuse Mitigation (DNSAM) Policy Development Process (PDP) Working Group (WG). This WG is tasked with developing policy recommendations for a framework requiring registrars to proactively pivot to investigate domains linked to malicious actors, particularly in cases of domain registrations used for DNS Abuse campaigns.
In accordance with GNSO’s PDP requirements, we are seeking early written input on the topic from each Supporting Organization, Advisory Committee, and GNSO’s Stakeholder Group / Constituency. Each group has been invited to participate in the PDP. Kindly note that the written input is completely voluntary.
In order to ensure that the WG receives your input in a timely manner and that your input is incorporated into a summary document for the WG’s consideration, we are requesting a response *no later than 20 March 2026* *.* Input received after this date may be introduced into the discussion separately by your representatives, by ICANN support staff, or by me as the relevant topic is discussed.
The WG’s scope of work is defined through a series of questions presented in the WG’s Charter. The list of questions and key issues to consider soliciting community input are attached for your convenience. To the extent possible, you are requested to write your responses to the individual questions in the attached document and return via email to the GNSO Secretariat *gnso-secs@icann.org* <gnso-secs@icann.org>. *It is not necessary to answer every question*, and you are also welcome to provide any other input and/or background information that you deem helpful to the deliberations.
As with all GNSO PDPs, there will be additional opportunities for community input as the work progresses.
