Just one comment : fifth paragraph beginning with 'Throughout' the second sentence goes : While the ccNSO Council agrees with many of the principles stated by the GAC, it holds concerns about the way in which a finalised GAC position would impact upon ICANN’s ongoing multi-stakeholder processes. For me, 'agrees' sounds very strong considering that we haven't had a discussion among us as a step of PDP, just as GAC is also at the start of PDP. It doesn't look like a letter but looks like an original GAC paper with some blue/red-lined changes on it.
