Just one comment : fifth paragraph beginning with 'Throughout' the second sentence goes : While the ccNSO Council agrees with many of the principles stated by the GAC, it holds concerns about the way in which a finalised GAC position would impact upon ICANN’s ongoing multi-stakeholder processes. For me, 'agrees' sounds very strong considering that we haven't had a discussion among us as a step of PDP, just as GAC is also at the start of PDP. Perhaps we could say the following instead: While the ccNSO Council understands the need of the GAC to update its Principles to address the issues associated to IDN ccTLDs, it holds concerns about the way in which a finalised GAC position would impact upon ICANN's ongoing multi-stakeholder processes. I have two primary issues: 1. I think that the delegation of ccTLDs in the initial instance must be tied to some sort of authoritative list. (Note - I said "in the initial instance" because I don't think we will find a list with the IDN stuff, but at least we tie this back to the countries and territories on the ISO 3166-1 list.) Otherwise IANA/ICANN are in a horrible situation. 2. I am concerned that the GAC acknowledge that IANA/ICANN have the ability to act in the event that a ccTLD is acting in a way that threatens the stability or security of the DNS and/or the Internet. Admittedly, that's highly unlikely, but in the event, an important ability. Bill Dee stated in a recent meeting that in that situation ICANN/IANA should defer to the relevant government. Hi Chris, The letter feels a little on the aggressive side to me - particularly as the ccNSO has traditionally had a very supportive and constructive relationship with GAC members. Perhaps some of the language/key words could be toned down a little without losing the overall intent. On the way forward, I suggest that we might also invite the GAC to make a presentation to the ccNSO (or as part of our joint session), which we could use to identify the issues that will need further consideration. We could also offer a joint PDP perhaps. My point is that there must be several ways in which we develop a better (mutual) understanding of the issues and how best to resolve them. Hi Lesley, We're redrafting the letter 'toned down'. And picking up the 'developing a mutual understanding' point. We can't offer a joint PDP because such a beast does not exist under the by laws. We have endeavoured to involve them as much as possible in the current pdp and they have a number of representatives on the WG. New draft on its way later today.
