Dear fellow Councillors, the RSS GWG (Root Server System Governance Working Group) has submitted its document "The Root Server System Governance Structure" for public comment: <https://www.icann.org/en/public-comment/proceeding/functional-model-for-root...> As one of the two ccNSO appointees to the GWG, I would like to suggest that the council review, discuss and provide a comment to this draft output. I would like to draw everybody's attention, in particular, to o the overall governance structure o the proposed implementation phases (page 19) o the 'balance of power' in the proposed Council o the topic of financing (both for the governance structure and the RSS as a whole) This is an important piece of work in the overall Internet Governance discussion, given that it deals with the governance of a technical function that has, from time to time, a significant political exposure. The amount of detail might suggest an extra working session dedicated to the topic. Best regards Peter
