Heads up: RSS GWG Public Comment proceeding
Dear fellow Councillors, the RSS GWG (Root Server System Governance Working Group) has submitted its document "The Root Server System Governance Structure" for public comment: <https://www.icann.org/en/public-comment/proceeding/functional-model-for-root...> As one of the two ccNSO appointees to the GWG, I would like to suggest that the council review, discuss and provide a comment to this draft output. I would like to draw everybody's attention, in particular, to o the overall governance structure o the proposed implementation phases (page 19) o the 'balance of power' in the proposed Council o the topic of financing (both for the governance structure and the RSS as a whole) This is an important piece of work in the overall Internet Governance discussion, given that it deals with the governance of a technical function that has, from time to time, a significant political exposure. The amount of detail might suggest an extra working session dedicated to the topic. Best regards Peter

Hi all, May I suggest that as a follow-up to Peter's note, the Council convenes a drafting team for a ccNSO Council comment, with Peter and Luis advising the drafting team? The draft needs to be ready by the September Council meeting (18 September). First, let me please clarify that the RSS GWG is _not_ an RSSAC working group but a cross community WG convened by the Board. Syncing with the RySG would be helpful.

All RSOs (not: RSSAC) participate, no "representation"
o the proposed implementation phases (page 19) o the 'balance of power' in the proposed Council

o the topic of financing (both for the governance structure and the RSS as a whole)
One interesting aspect is the historic independence of the RSOs (almost no contracts with ICANN) that, as CCs, we should have a lot of sympathy for, while at the same time the function is much more technically focused and constratined. That said, the function of 'designation and removal' is politically overloaded to degrees (of varying perception). Looking forward to setting up the drafting team later today! Best Peter
