Nigel, You are, of course, right! And the question is not stupid at all. However, the answer is not simple. The Council established a group to review the election process and to identify issues related to the current voting scheme. I am chairing the group. During our discussions we also identified several related issues (which are not directly relevant to the main task of our group but which we thought are worth exploring). One of the issues concerns the current quorum rule. In Beijing we presented our finding to the Council and the Council agreed that the quorum rule should be discussed by a larger group.
