During the last Council call, Ondrej pointed out that the Tech WG had written a paper on DNSSEC, which wasn't mentioned in the DNSSEC briefing paper.
Are you sure that Ondrej pointed this like this ? The paper you are forwarding is not mentioned in the DNSSEC briefing paper because it was not communicated outside of the tech group until now (despite multiple demands formulated within the tech group as well as proposals to mutualize efforts with IANA WG on this BTW) : Difficult to mention in a public document a paper which is not public.
