CcNSO Council Draft Statement ICANN SSR remit (closure public comment 31 August)
Dear all, Please find included the draft ccNSO Council feedback and input on the ICANN Draft Statement of its role in Security, Stability, and Resiliency of the Internet’s Unique Identifier Systems. ICANN’s draft Statement was suggested by the SSRT (recommendation 1 and 3). The Security, Stability and Rsiliency review is part of ICANN’s commitments under the Affirmation of Commitments. The drafting team has just finished its work. At today’s call the draft will be introduced and explained. Council members are requested to provide feed-back and input on the draft this week ( until Thursday 30 August). Becky and I will consolidate the comments, if any, so it can be submitted by Friday 31 August. Please note that the Council initially intended this to be a ccNSO Statement. However due to time constraints consultation of the community is not feasible. As a result it is now submitted as a draft ccNSO Council Statement as foreseen in the guideline on ccNSO Statements and Position Papers (Section 3). Kind regards, Bart

Dear Bart, My primary remark is that recommendation 1 suggest ICANN to publish "a single, clear and consistent statement of its SSR remit and limited technical mission" while the draft that ICANN has published for comment (and that we are responding to) comes nowhere near fitting that description. The 5 1/2 page document has a 1 ½ page core that bears the title mentioned above, but that's about the only reference in my opinion. I suggest we include something along that line in our comment. Roelof, I have aded the following language at he end of the section on Recommendation 1. Reviewing the Draft Statement of ICANN’s Role and Remit in SSR, the ccNSO Council is of the view that such a Statement should be the outcome of a process and not the starting point. Taking into account the above and the comments made by others , defining (the scope and remit of) the SSR role and responsibilities of ICANN has to be related to that of others. This implies a common and shared understanding of all relevant roles and responsibilities involved in SSR of the Internet’s Unique Identifier Systems. As others have also already commented the Phase 1 Report of the joint SO/AC DNS Security and Stability Analysis Working Group (DSSA WG) could provide a starting point for such a process. The ccNSO Council agrees that a valuable tool in clarifying ICANN’s role and remit is a reference to what it does not do i.e what is not included. This kind of clarification could help to manage external expectations and pressures.
