I'd just add that grant agencies usually also get involved in Outreach about their programs, e.g. Informative sessions explaining the scoping of the calls, the operational application procedures, the dead-lines, the evaluation criteria, etc. These activities have costs and therefore ICANN will have to look at the details of their implementation (e.g. in terms of intended coverage, audience, etc).

which is the part dealing with things such as: - picking a particular area for a given call, - providing templates and online application systems in various languages, - dealing with dead-lines for calls (start and beginning), and follow-up
