Dear All, I feel like I have lost the plot. Further, I feel like I am making the same points over repeatedly. I believe that we have repeatedly discussed and agreed through the process that the preferred approach was: * have the review and decisions on awards made by members of the community sitting in a group (how this is selected is tbd). * not have staff perform this function. This will be, to my recollection, the third time I have raised this as at odds with a written report. Every time I raise this issue in a meeting there is broad agreement and no one on the other side. If feels to me like the report reads: * staff will perform this function with an external organization as a partner. Did something dramatic happen in Marrakech that overturned nearly two years of discussions? Again, I feel lost. Please help. EN

Hi Elliot, Thanks for your message and your review. The following text is included on page 21 in response to charter question 3: “Regardless of which mechanism is chosen, an independent evaluation panel would be established and responsible for the review and evaluation of applications. Neither the Board nor staff will be taking decisions on individual applications but will instead focus its consideration of the slate on whether the rules of the process were followed by the independent panel. However, due care will need to be given during the implementation phase that safeguards are in place to ensure the independence of the members of the independent evaluation panel.” Erika and Alan are working on some additional proposed text in that same section to provide additional detail on the role of the community. There is currently a placeholder on page 21 for that text. If you would like to contribute to that work, I’m sure they would welcome your input, noting that there will be an opportunity for the full CCWG to “fine tune” that text once they have circulated it. Hi Elliot, Thanks for this response. If you have suggestions for specific edits to the text to make it more clear that an independent panel will be used for application evaluation regardless of the mechanism chosen, we would really appreciate if you could share these on list by Friday so that they can be discussed on the upcoming call. Regarding the recommended mechanism(s), note that there was discussion in Marrakech (transcript here<https://65.schedule.icann.org/meetings/1058268>) that it might be useful to develop a proposal to narrow the list of recommended mechanism(s). Several members volunteered for a small group to put together a proposal with a focus on two options – mechanism A (ICANN Org department) and mechanism c (ICANN Foundation). That work is still underway, and it is not too late to join the effort. Please let staff know and we can loop you in. Dear Elliot - I understand your point but, please keep in mind, we’re at the end of the process. We have to make up our mind about: A) do want to recommend a single mechanism or, B) do we want to recommend a hierarchy of mechanisms and let others then take the final decision. I feel like I have lost the plot. Further, I feel like I am making the same points over repeatedly.
I believe that we have repeatedly discussed and agreed through the process that the preferred approach was:
* have the review and decisions on awards made by members of the community sitting in a group (how this is selected is tbd).
* not have staff perform this function.
This will be, to my recollection, the third time I have raised this as at odds with a written report. Every time I raise this issue in a meeting there is broad agreement and no one on the other side. If feels to me like the report reads:
* staff will perform this function with an external organization as a partner.
Did something dramatic happen in Marrakech that overturned nearly two years of discussions? Again, I feel lost. Please help.

I believe that we have repeatedly discussed and agreed through the process that the preferred approach was:
* have the review and decisions on awards made by members of the community sitting in a group (how this is selected is tbd).
* not have staff perform this function.
This will be, to my recollection, the third time I have raised this as at odds with a written report. Every time I raise this issue in a meeting there is broad agreement and no one on the other side. If feels to me like the report reads:
* staff will perform this function with an external organization as a partner.
Did something dramatic happen in Marrakech that overturned nearly two years of discussions? Again, I feel lost. Please help.

I do not agree that we had reached a decision to recommend only one mechanism. There were several who preferred two, and if you recall, community input led to C being re-reviewed. I feel like I have lost the plot. Further, I feel like I am making the same points over repeatedly.
I believe that we have repeatedly discussed and agreed through the process that the preferred approach was:
* have the review and decisions on awards made by members of the community sitting in a group (how this is selected is tbd).
* not have staff perform this function.
This will be, to my recollection, the third time I have raised this as at odds with a written report. Every time I raise this issue in a meeting there is broad agreement and no one on the other side. If feels to me like the report reads:
* staff will perform this function with an external organization as a partner.
Did something dramatic happen in Marrakech that overturned nearly two years of discussions? Again, I feel lost. Please help.

If you would like to contribute to that work, I’m sure they would welcome your input, noting that there will be an opportunity for the full CCWG to “fine tune” that text once they have circulated it.

I feel like I have lost the plot. Further, I feel like I am making the same points over repeatedly.
I believe that we have repeatedly discussed and agreed through the process that the preferred approach was:
* have the review and decisions on awards made by members of the community sitting in a group (how this is selected is tbd).
* not have staff perform this function.
This will be, to my recollection, the third time I have raised this as at odds with a written report. Every time I raise this issue in a meeting there is broad agreement and no one on the other side. If feels to me like the report reads:
* staff will perform this function with an external organization as a partner.
Did something dramatic happen in Marrakech that overturned nearly two years of discussions? Again, I feel lost. Please help.

As a reminder, you are expected to review the draft Final Report as well as the questions for input by Friday, 19 July at the latest. By that date, you are expected to:
• Have identified any issues that require further CCWG consideration or discussion that were not already been flagged in the questions document; • Have reviewed the issues and questions identified in the questions document that were not considered during Wednesday’s meeting and flag which ones of these do need further consideration and/or provide responses to these questions that the CCWG should consider further; • Have provided any edits to the draft Final Report (minor edits like grammar corrections can be sent directly to staff, any substantive edits should be shared with the list).
As a reminder, the next new gTLD Auction Proceeds CCWG meeting will be scheduled for 31 July at 14.00 UTC.

Apologies for the long radio silence and thank you for the work done so far on the final report. I continue to follow the discussions and documents shared on the list, but as the call have unfortunately clash consistently with the IGF MAG ones, I had no chance to join for quite a long time. I strongly support the report’s recommendations to focus on one mechanism (A), as indicated below as well as the recommendations for a community advisory board and an independent evaluation panel that will bring community input to the process. As the other mechanisms are part of the report, are analysed and discussed their pros and cons and the support they received is also shown there, I think is really important for the CCWG to recommend one, so the actual process to apply and allocate funds gets started. One thing that you may have discussed already is if the CCWG will include on the report the basis (or the basics) for the charters of those two groups (the community advisory board and the independent evaluation panel? It will be really important that they can get started as soon as possible, without re-opening the full lot of discussions about scope, CoI, etc? It will be good to consider the possible tensions between the two as well, so some guidelines about how those will operate together might be needed. I was wondering if there will be an additional chance to review the final report for consistency, once it includes all the agreements and all comments are cleared/resolved? I’ve picked up a few things that are a bit off, but I am guessing those will be corrected when the final version is ready, so I’ve rather wait to make those comments. The parts of the document were DAFs are mentioned have comments asking if it is or not necessary to include it, so I think it will be good to remove most of its mentions replacing the DAF for partner or external organization and leaving it once just a note (or a footnote) indicating that “if a DAF is considered as how an external organization and ICANN manages the funds, further research into the existing DAFs or the opportunities to establish a new one should be reviewed as the scope for the CCWG deliberations didn’t include the identification of a specific DAF that ICANN can give to”. There are other mechanisms -besides DAFs- to engage external organizations that have more experience on grants management and are sector agnostic such as Tides (which I had mentioned many times before) that support organizations such as ICANN to manage their own grants programs without the massive overhead load that setting up everything from scratch will require, but leaving control to the donor organization, after clear processes are laid out). Of course, as that is not the mechanism to be recommended, this is less important, but I think it will be good not to focus it only on DAFs but without removing them completely from the report. Hope I’ve made myself clear, happy to help review changes to how that is expressed in the report. I feel like I have lost the plot. Further, I feel like I am making the same points over repeatedly.
I believe that we have repeatedly discussed and agreed through the process that the preferred approach was:
* have the review and decisions on awards made by members of the community sitting in a group (how this is selected is tbd).
* not have staff perform this function.
This will be, to my recollection, the third time I have raised this as at odds with a written report. Every time I raise this issue in a meeting there is broad agreement and no one on the other side. If feels to me like the report reads:
* staff will perform this function with an external organization as a partner.
Did something dramatic happen in Marrakech that overturned nearly two years of discussions? Again, I feel lost. Please help.

The parts of the document were DAFs are mentioned have comments asking if it is or not necessary to include it, so I think it will be good to remove most of its mentions replacing the DAF for partner or external organization and leaving it once just a note (or a footnote) indicating that “if a DAF is considered as how an external organization and ICANN manages the funds, further research into the existing DAFs or the opportunities to establish a new one should be reviewed as the scope for the CCWG deliberations didn’t include the identification of a specific DAF that ICANN can give to”. There are other mechanisms -besides DAFs- to engage external organizations that have more experience on grants management and are sector agnostic such as Tides (which I had mentioned many times before) that support organizations such as ICANN to manage their own grants programs without the massive overhead load that setting up everything from scratch will require, but leaving control to the donor organization, after clear processes are laid out). Of course, as that is not the mechanism to be recommended, this is less important, but I think it will be good not to focus it only on DAFs but without removing them completely from the report. I feel like I have lost the plot. Further, I feel like I am making the same points over repeatedly.
I believe that we have repeatedly discussed and agreed through the process that the preferred approach was:
* have the review and decisions on awards made by members of the community sitting in a group (how this is selected is tbd).
* not have staff perform this function.
This will be, to my recollection, the third time I have raised this as at odds with a written report. Every time I raise this issue in a meeting there is broad agreement and no one on the other side. If feels to me like the report reads:
* staff will perform this function with an external organization as a partner.
Did something dramatic happen in Marrakech that overturned nearly two years of discussions? Again, I feel lost. Please help.

Access and all these other challenges might not be an issue for business and government but academia and other non-commercial users like end-users might benefit from projects meeting their priority needs, before meaningful participation in the PDP and in servicing the unique identifier system or to smoothen their participation, thanks.
