Our freedoms are under attach constantly in the world today. The internet is one of the few places where anyone can go to cheaply and effectively communicate opinions, uplift people in need, and create lasting change. By raising prices on these domains, it makes it that much harder for people to express themselves. It says “this is a freedom you can enjoy, as long as you can afford 100% increase.” This serves only to continue segmenting freedoms, putting them only in the hands of those who can afford them. I know that ICANN has had an advisory committee reviewing the plan and that they have expressed very strong concerns about it as well. The fact that ICANN is ignoring the advisory committee's concerns, as well as disregarding significant consumer protection issues with the plan is not only concerning but also alarming given your role. I am a domain name registrant and a small business owner. I own several .BIZ domain names that I use for my non-profit IT based business. As such, I am very much opposed to removing the yearly price increase cap. Removing the cap would create unneeded financial stress for small businesses and create an unneeded barrier to entry to retain or acquire something that does not physically exist anywhere. Additionally, removing the cap serves no purpose other than to generate revenue as it does not increase quality, security, availability, or trust. Given this list; do not remove the cap.

It is our understanding that there’s a discussion regarding the removal of price caps on .org, .info, .biz top level domains. We have all our domains registered with Namecheap. We have a .org domain ourselves. If you remove the price caps, here’s what will happen. People like ourselves who have trouble feeding ourselves, much less maintaining a domain name will have to close up shop. In our case, our domain bipolaradvocacy.org <http://bipolaradvocacy.org/> warns against the practices of a very unscrupulous psychiatric institution in Colorado. We just renewed the domain, but may not be able to keep it aloft if a price cap were removed. There are many other charitable and business organizations whose brand and very existence are tied to their top level domain. If you remove price caps, you will be responsible for their demise. I am a registrant of both .com and .org domains. ICANN should retain price caps on on all .org, .info, and .biz top level domains. Removing caps would significantly increase wholesale prices and contribute to price creep across the board. This is unfair for organizations that are out here serving the public good. This is wrong and inconsistent with ICANN’s mission. ICANN policy making is supposed to be a ‘bottom up, multi-stakeholder model’. I believe that legacy gTLDs are fundamentally different from for-profit new gTLDs. Legacy TLDs are essentially a public trust, unlike new gTLDs which were created, bought and paid for by private interests. Registrants of legacy TLDs are entitled to price stability and predictability, and should not be subject to price increases with no maximums. Unlike new gTLDs, registrants of legacy TLDs registered their names and made their online presence on legacy TLDs on the basis that price caps would continue to exist. Unrestrained price increases on the millions of .org registrants who are not-for-profits or non-profits would be unfair to them. Unchecked price increases have the potential to result in hundreds of millions of dollars being transferred from these organizations to one non-profit, the Internet Society, with .org registrants receiving no benefit in return. ICANN should not allow one non-profit nearly unlimited access to the funds of other non-profits. ICANN appears to be entirely catering to registries by removing price caps. As a small business owner I am against the price cap changes proposed. The price cap increases that are allowed are already much higher than the average rate of inflation and there is no reason I can see to remove or change this pricing cap. Further more small business like me may not be able to afford the increased prices and at this time there have been a great many new barriers to the ability of new internet companies to succeed adding these increases to the costs of startups will further hurt small and startup businesses and decrease innovation. This will be particularly damaging to non-profits and bloggers who already have a great deal of trouble with their limited budgets. This proposal will damage the diversity and inclusivity of the internet particularly in regard to those in smaller more niche areas where the internet is most important for innovation and allowing those that are often forgotten to be heard.

I concur completely with this statement and submit this excerpt as my opinion on the subject: I write to oppose the removal of price caps on any of the “legacy” TLDs as doing so will only create a free-for-all on limitless price increases across the well-established board. The new GTLDs are already accepted as alternative options with price expectations that vary greatly based on the registry; however, current registrants of older well established extensions are expected to maintain some level of stability. These legacy domain names, some of which have been registered for many years, are unlike the new mess being created and owners of these legacy names have a reasonable expectation of affordability and stability. The old manta goes ‘if it is not broken, you do not try and fix it.’ The vast majority of domain owners will remain unaffected so long as the fluctuating and exorbitant prices remain in the newer name space; there will be plenty of years ahead for ICANN to benefit from those while allowing stability within the legacy name space. Leave well enough alone and move forward without effecting millions and millions of current and well established registrants who expect their domain expenses to remain reasonable, affordable and stable. I have a number of Domains ending .biz, however, I am also aware of a number of small businesses,?? support clubs and associations with little or no spare funds use these. In my opinion to convert what has thus far been a reasonable cost service provision into the sort of 'wild west' which would be caused by allowing Public Interest Registry (PIR), to ramp up charges without restraint is a shocking betrayal of those domain owners who rely on such fees remaining affordable. Such an action will be a deplorable disservice to millions of small business owners and institutions, myself included who would be the ones picking up the bill, and?? worse yet, a bill they would suddenly have no idea regarding how fast or high future costs might rise. I am frankly shocked that an organisation such as ICANN would even?? consider such a change in trading terms as being in any way fair to the billions of domain owners. I am in the fortunate position of not relying solely on .biz domains so will simply cancel the registration but probably millions will not be in such a position so to increase costs without say a five year transition to enable them to reduce their reliance on .biz TLD's would be wrong. This will make is prohibitive for smaller businesses and entrepreneurs to enter the Fields of their choice. Also, the manner in which these fees are charged are not as transparent as they need to be. This should be regulated fee and not subject to any increase, ever. A flat fee into perpetuity. Also, to hold domain names for fee is out of control too. If a name is locked up with a broker And they are auctioning it for a ridiculous fee,… this creates an environment of inequality. I am an independent publisher on the web. I have multiple domain names, including ones in .biz and .org, which I use for sharing my work with the internet at large. I create for the love of creation and make almost no money at it. I have the luxury of being able to pay for my domains out of pocket. If my domains were to suddenly increase in price, however, I would not be able to continue with this, and would have to constantly move to domains I can afford, disrupting all incoming links and destroying my audience. The legacy gTLDs were created as a common trust, not as a profit center, and their registration price is already grossly inflated compared to the infrastructure cost of making them available. I urge you to consider independent content creators like myself when setting domain pricing policy. Thank you.

This section concerns me: "but also takes into consideration the maturation of the domain name market and the goal of treating the Registry Operator equitably with registry operators of new gTLDs and other legacy gTLDs utilizing the base registry agreement" I understand that the rise of new TLDs has made room for inequity between registrar's, but there should have been price caps on those to begin with. Opting to remove protections is not the solution. If anything it opens the door for irresponsible price setting. To whom it may concern: I am a .biz registrant. ICANN does not seem to recognize the difference between a legacy extension created with the support of the US government, that predates the existence of ICANN and that has millions of existing users and the brand new extensions that started off with a new set of rules, in particular no price controls, and no existing registrants. They have completely different characteristics, history, and ownership structure. It is not acceptable for ICANN to ignore these differences and to propose that they be treated the same. Removing price caps is not fair to .biz domain owners. Many of them have websites that they have used for years. If price caps are removed, the cost to renew their domain names may become too expensive, and they could be forced to give up websites that are important to them. The Uniform Rapid Suspension policy is too new and untested to apply on domain names that may be 20 years old or more. With the URS, the domain names could be taken down in a matter of days with little notice. ICANN should be doing more to protect owners of .biz domain names. ICANN should not allow the renewing of a contract without any pricing restrictions in place. Such a loophole shouldn’t need to exist and fair prices should be charged. Anything else will hinder businesses getting started. Unlimited price increases on these TLDs will harm nonprofits and libraries working for the public. I manage .org and .info domains on behalf of public libraries in Wisconsin's South Central Library System. Access to affordably-priced domains remains important to being able to effectively provide library services. It is not realistic to go back to using the old .lib.wi.us domain names, which are clunky, error-prone, and hated by both librarians and the public. Library users know and trust libraries' .org and .info domain names. Higher prices and price fluctuation on .org and .info domains will siphon public libraries' and nonprofits' limited budget dollars away from providing materials and services to the public. Library service to the public should never be reduced simply to increase profits for the Public Interest Registry. This renewal proposal does not include the 10% maximum year over year increase in registration fees found in previous registry agreements. This limit should remain in effect. Small businesses depend on the Internet for their new customers, and typically can’t afford large increases in their costs of maintaining their online presence. Allowing the domain renewal cost to increase uncontrolled would put some small businesses out of business. Others may have to drop the over priced domains and risk losing control of their brand name to unscrupulous competitors looking to sabotage them. ICANN is ultimately accountable to the Internet community and has a moral obligation to place that community above domain registrars. ICANN is therefore duty-bound to oppose rent-seeking by the domain registrars. Although this TLD has not had the expected success, I find it abnormal that a holder of such a domain name experiences an incomprehensible increase. The increase of this TLD, reserved for the commercial sector, risks sending a bad signal to the business world. Historical gTLDs benefit from a certain framework, which encourages registrars to promote this type of extension. Deregulating these gTLDs so that they become like ngTLDs will not benefit anyone except registry managers for one or two years. The outstanding results of.COM over other extensions, see Verisign DNIB, is a weak signal that the community must accept and interpret. The lack of a framework for gTLD pricing policies has led to some disappointments, as evidenced by the reactions of registrars when Uniregistry significantly increased its prices on its extensions. Similarly, the « Dot Chinese Online » has increased its prices by 25 since 15 March 2019. The market is not ready for significant price fluctuations on underutilized TLDs. The .BIZ, used by many companies and individuals, is also not ready for such developments. An entrepreneur who has registered his domain name cannot tomorrow see a multiplication per cent of the selling price of his .BIZ. I see the continuing raise of domain pricing extremely unfair in two respects: 1. Nearly all domain registrations occur without human intervention. There is no further labor charge to purchase a domain name. 2. As domain sales (quantities sold) continue to increase with no end in sight and because of #1 above, the profits will only continue to grow. I'm concerned, It is unnecessary to increase prices of domain name registration. You haven't even PROVEN a need to do so and people close to the issue have confirmed that ICAAN makes too much money already. If you want to do something meaningful, stop registrars from having the ability to purchase domain names to resell. GoDaddy for example purchases the domains you search for if you don't immediately buy them. When you revisit their site hours later because you decided to buy it, GoDaddy now owns it and you have to pay a premium for it. This is a completely unethical practice and if ICAAN has any ethics at all, and I seriously doubt they do, they would put an end to registrars having more than one domain only to operate from. NO MORE THAN ONE DOMAIN PER REGISTRAR! Do something meaningful and leave domain prices alone forever. There also needs to be an end to domain repurchasing companies that buy expiring domains. It completely eliminates the average consumer from being able to acquire an expired domain unless you pay these asshats to acquire an expired domain. Thank you for the opportunity to submit a comment. I am a domain name registrant. Legacy gTLDs are fundamentally different from for-profit new gTLDs and should be treated that way. Legacy TLDs are what the internet was built on. They are essentially a public trust. They are very different than new gTLDs which were created, bought and paid for by private parties. Registrants of these legacy extensions should be entitled to price predictability & stability. Advancements in technology should be driving the cost of operating a registry down, yet prices keep going up? Removing price caps is unfair to the millions of domain registrants. They will have no price protections. Every registrant will be at the complete mercy and whims of the registry. This could result in a transfer of funds from millions of non-profits to one non-profit, with no benefits to the domain registrants. ICANN is supposed to represent a "bottom up, consensus-driven multistakeholder model". ICANN should not unilaterally impose URS in legacy TLDs when that issue is precisely what is being examined by the volunteer ICANN Working Group who has been mandated to review this issue. ICANN should be looking out for the .org registrants, in particular the non-profits. There is no "public benefit" justification to these changes. It is just a handout to business at the expense of registrants’ rights and protections. Where are the protections for the millions of domain registrants that this could effect in a negative way? Rather than a 10% increase to renew your domain next year, PIR could suddenly start charging registrars like 100 times as much. In turn, registrars would have no choice but to pass these charges on to customers. I don't need the shark-like competition in the domain name field too. It is enough that I have to pay around 3600 euros for 1024 IPv4s. In Romania, that amount is huge, compared to the national currency. And then there's the hardware that we have to buy to start a hosting business or whatever. The answer is NO! I understand that the new rate proposal will significantly increase fees to me as a buyer from the 10% increase to a no cap increase. What expenses are there that call for such a change? I’m requesting, since I don’t understand, does your company do towards this service. Why besides inflation should the cap go beyond 10% a year and why is there a 10% increase per year much less no cap for increases? I use over 30 domain names presently so would like some understanding. Thank you.

The chilling and stultifying effects for the health of the internet business community, not to mention all the unknown and unintended consequences, will be widespread and devastating. The internet is a vibrant and diverse community: raising the barrier to entry for these top-level domains will give significant and unfair advantage to entities with a bunch of money, and keep those most important informational, countercultural, artistic, progressive, creative and activist voices from expression through our only truly egalitarian medium: the internet. I respectfully make the following comments. I am a domain name registrant of +2000 domains. I don't really think it's a good idea to change the old lasting rules. The domain owners of good .biz domains and good .org domains will be FORCED to pay for their good domains due to monopoly which will happen. It's not something we agreed for when we purchased the domains. We were always protected by ICANN and we would like it to keep it this way. ICANN does not seem to recognize the difference between a legacy extension created with the support of the US government, that predates the existence of ICANN and that has millions of existing users and the brand new extensions that started off with a new set of rules, in particular no price controls, and no existing registrants. They have completely different characteristics, history, and ownership structure. It is not acceptable for ICANN to ignore these differences and to propose that they be treated the same. Removing price caps is not fair to domain owners. Many of them have websites that they have used for years. If price caps are removed, the cost to renew their domain names may become too expensive, and they could be forced to give up websites that are important to them. The Uniform Rapid Suspension policy is too new and untested to apply on domain names that may be 20 years old or more. With the URS, the domain names could be taken down in a matter of days with little notice. ICANN should be doing more to protect owners of .org domain names. Obviously the market of consumers will suffer the most from this idea. And definitely not the .biz owner. A fair level marketplace is vital for success. This would be catastrophic for both the companies selling them, and companies like myself that create websites for their clients. Many small businesses would end up passing up having a website due to huge yearly costs, which are already high enough for them with hosting, the now required SSL for all sites and what they are paying for their domains as it is. I understand that prices go up periodically, but there should not be an open market on things like this where registrars would be able to charge whatever they feel like it for something that is world wide that does need some control over it. Increasing the price of a product that is already overpriced as the product doesn't really exist anyway, costs very little to maintain the registry, can only be seen as exploitation and must lead to business suicide. ICANN, I disagree with removing price caps for domains. It is important to maintain accessibility to new domain names by keeping the prices in check. Notice how the resale prices for domain auctions have become ridiculously high in many cases. This is explained by the supposed "popularity" of a given domain name. But in actuality, unfairly raising the price of domains is the easiest thing to do, since it requires no added value to do so! The effect of this is that only wealthy purchasers can obtain certain domains from unscrupulous sellers. Let's not have this happen with new domain names, too. Thanks, Laryn Mumm

I am a domain name registrant. ICANN staff should not unilaterally impose URS in legacy TLDs when that issue is precisely what is being examined by the volunteer ICANN Working Group who has been mandated to review this issue. ICANN policy making is supposed to be a 'bottom up, multi-stakeholder model'. I believe that legacy gTLDs are fundamentally different from for-profit new gTLDs. Legacy TLDs are essentially a public trust, unlike new gTLDs which were created, bought and paid for by private interests. Registrants of legacy TLDs are entitled to price stability and predictability, and should not be subject to price increases with no maximums. Unlike new gTLDs, registrants of legacy TLDs registered their names and made their online presence on legacy TLDs on the basis that price caps would continue to exist. Unrestrained price increases on the millions of .org registrants who are not-for-profits or non-profits would be unfair to them. Unchecked price increases have the potential to result in hundreds of millions of dollars being transferred from these organizations to one non-profit, the Internet Society, with .org registrants receiving no benefit in return. ICANN should not allow one non-profit nearly unlimited access to the funds of other non-profits. ICANN appears to be entirely catering to registries by removing price caps. This is a joke, right? Legacy gTLDs are obviously and fundamentally different from for-profit new gTLDs and should be treated that way. Legacy TLDs are what the internet was built on. They are essentially a public trust. They are very different than new gTLDs which were created, bought and paid for by private parties. Registrants of these legacy extensions should be entitled to price predictability & stability. It's why I run .org, .biz, and .info domains rather than any of the new TLDs. This is nothing other than sheer, naked greed. Advancements in technology should be driving the cost of operating a registry down, yet prices keep going up? Removing price caps is unfair to the millions of domain registrants. They will have no price protections. Every registrant will be at the complete mercy and whims of the registry. This could result in a transfer of funds from millions of non-profits to one non-profit, with no benefits to the domain registrants. ICANN is supposed to represent a "bottom up, consensus-driven multistakeholder model". ICANN should not unilaterally impose URS in legacy TLDs when that issue is precisely what is being examined by the volunteer ICANN Working Group who has been mandated to review this issue. ICANN should be looking out for the .org registrants, in particular the non-profits. There is no "public benefit" justification to these changes. It is just a handout to business at the expense of registrants’ rights and protections. Where are the protections for the millions of domain registrants that this could effect in a negative way? These changes would give way too much power to the registry. This is not acceptable for a "public benefit" organization that exists to represent many stakeholders. By even proposing this ICANN has undermined its own legitimacy in my mind.

I do not understand how ICANN can achieve the above while allowing unrestrained price increases on millions of domain names, I am objecting the proposal of removing the price cap provisions in the current .biz agreement. Instead, ICANN should actively seeking new providers who can lower the cost of the .biz domain names and award the agreement to a winning bidder, for the public's benefit. An open, fair and competitive process should be taken to procure the .biz domain name operator before renewing any agreement.

Dear ICANN, The removal of the price cap provisions on the .biz gTLD is an egregious error. The only reasoning given is that it allows the Registry Operators to make more money, treating them equitably with newer gTLDs. Given that operating costs for gTLDs have gone down over time, and that there is nothing restricting an entity registering .org domains from also registering new gTLDs, this makes no sense. If anything the 10% per year price increase should be removed, and a permanent cap set, or one tied to global inflation. 10% is more than enough. The only people who will benefit are stakeholders in companies, while the people who actually create the internet that ICANN is a steward of will be hurt. It is a breach of trust and a failure of duty to do so. It also makes one wonder who ICANN is truly trying to help, and weakens the position that they should ever have been given control. This renewal proposal does not include the 10% maximum year over year increase in registration fees found in previous registry agreements. This limit should remain in effect. Inflation of the US dollar has been substantially less than 10% for 38 years and it is extremely unlikely for it to increase above 10% in any circumstance other than economic collapse. It would therefore be impossible to classify a price increase >10% as anything other than pure rent-seeking. ICANN is ultimately accountable to the Internet community and has a moral obligation to place that community above domain registrars. ICANN is therefore duty-bound to oppose rent-seeking by the domain registrars. This is absolutely critical to protect the creativity and innovation that the Internet contributes to our modern society.

I write to oppose the removal of price caps on any of the “legacy” TLDs as doing so will only create a free-for-all on limitless price increases across the well-established board. The new GTLDs are already accepted as alternative options with price expectations that vary greatly based on the registry; however, current registrants of older well established extensions are expected to maintain some level of stability. These legacy domain names, some of which have been registered for many years, are unlike the new mess being created and owners of these legacy names have a reasonable expectation of affordability and stability. The old manta goes ‘if it is not broken, you do not try and fix it.’ The vast majority of domain owners will remain unaffected so long as the fluctuating and exorbitant prices remain in the newer name space; there will be plenty of years ahead for ICANN to benefit from those while allowing stability within the legacy name space.
