I oppose the .COM wholesale domain prices can that are proposed to grow by more than 70% over and above current prices over the next decade. The contract also allows for other price increases, which could drive prices up further, ultimately making .COM domains less accessible and more expensive for everybody. The proposed amendment is an attack on the accessibility of the Internet. I strongly urge the ICANN Board of Directors to reconsider increasing the price of .COM registration.

Dear [NOAD: adjective, “expensive”] ICANN, 1. I have been using the Internet for 35 years, and have been registering domains for our own use continuously since the monopoly days of NSI (Network Solutions, Inc.). That monopoly got pulled because of the company’s arrogance towards its customers. When it became possible to switch to other registrars, I attempted to do so exactly per the regulations. This was declined, and nobody I could reach at NSI had the slightest interest in resolving it. Their thinking seemed to be, “We are still a monopoly, and you are our prisoner for life!” I had to write a half page letter on letterhead and fax it to the company in-house legal counsel. In this fax, I outlined the exact steps I would take if they didn’t release our domain registration. Twenty minutes later, NSI’s legal counsel called me personally to apologize and say that the transfer had been handled immediately. I heard that after this, their legal counsel had to read the CEO chapter and verse of the applicable regulations, and that was the end of that. 2. I never thought that I would have to go through this again, but the way ICANN has been acting in secret multiple times recently, I suspect I may have to call in my global connections. You are overplaying your hand, and that never ends well. Monopolies are burned down and replaced with something completely new where the first qualification for hiring is having no connection with the old monopoly. The proposed agreement with Verisign, where they would pay you $20M to spend on anything you feel like without accountability, in return for letting them extract more money from domain registration wholesalers, would generate a lot of energy to replace ICANN with a completely new structure. You have already seen movement on this, but this agreement with unjustified rate changes would really pour gasoline on the fire. If you want ICANN to continue its existence, you need to a) become more open about what you are doing, and b) avoid blatant conflict-of-interest arrangements that would immediately be classified as corruption. To whom it may concern: I object to the amendment proposed for the .COM Registry agreement with Verisign and as a small business owner, the biggest complaint I have is with the cost increases. The overall financial impact of this amendment is too generous to the businesses and does not accommodate the increasing requirement for businesses to be online; or another way to put it, this is a forced cost increase on an ever-increasingly vital and required business component. They are tantamount to a 131% increase in cost over 6 years. That is a very aggressive estimate of the economic growth for all .COM business owners to meet. While the registration cost is small, the impact is not. If all cost inputs rose by 131%, we would see a much larger impact on the consumer / customer side of things. If Verisign wants to be the steward of the .COM TLD, they need to operate it in the best interests of the Internet community not in the interests of their corporate executives. If they cannot do it, we should find another company who will, and there will be willing participants. One other aspect I am concerned with is the apparent quid-pro-quo (very apropos to current political topics) from the Verisign payment of $20M. I would like to see a better accounting for what is expected to come from that money. I understand the specifics of DNS research cannot be determined 6 years in advance but how much is earmarked for the various security, research and other components listed in the amendment. For $20M, I would expect a better listing than one sentence of vague topics. Lastly, I do not agree that Verisign should be allowed to be both *THE* operator and a registrar, too. This again feels like a hand-out to Verisign, who is not entitled to special treatment despite being *THE* long-time operator of the .COM domain. It is important to maintain a system of checks and balances both as a demonstration of the effectiveness of a distributively managed system that DNS is and to preserve the integrity of it, as well. I urge you to reject this amendment and request a better one that is just for both the .COM consumers (virtually all businesses these days) and providers. If Verisign cannot truly act as the steward of one of the original and probably most important TLD, then they should step aside and they, too, can participate as a registrar and let someone else take up that mantle. I strongly object the increase in the fees for the .COM space. We already have enough of this horrible domain monopoly going on. dot COM is one of our base and most popular (and pretty rare nowadays) domain name space. Whatever deal you Verisign is between you and must not impact us. You are a non-profit organization who should figure out how not to hurt the internet community and humanity in general. Instead work on ways to improve it.
