I'm concerned that the proposal will allow many price increases that will hurt small and medium size online marketing and e-commerce businesses financially with too many increases in .com yearly costs. Please rethink this whole proposal. You are only thinking about yourself ( organization) and verisign not "the little guy". As usual the little guy will be hurt if this proposal is allowed to go forward. Thanks Wally Velishek

Hello, I recently learned about the future price increase allowance structure. 8 out of the next 10 years are allowed to include domain name price increases with no information on why or where the money will go? The internet is about accessibility and this system is actively working against that mission. Please reconsider these increases and proposed structure to keep the internet accessible to both consumers and creators. Adrian

To ICANN members: As a holder of several .com domains and a citizen of the Internet, I oppose the proposed amendment to the .COM Registry Agreement. I oppose the substance and implementation of the proposed changes, but more than that I am very deeply concerned about the closed-door negotiations that produced the proposal. The Internet has created enormous wealth and opportunity precisely because of its open structure and transparent communal management. From your own mission description: "At the heart of ICANN's policy-making is what is called a "multistakeholder model". This is a community-based consensus-driven approach to policy-making. The idea is that Internet governance should mimic the structure of the Internet itself- borderless and open to all." A consensus-driven approach requires open discussion among ALL stakeholders and unanimous support for major changes. Until you have engaged in an open, honest discussion with all affected parties, including end customers as well as domain-name wholesalers, you cannot claim consensus. This proposal should not go forward. M. Moser

These proposed increases to .com domains will do nothing but put the web further out of reach to common people. The beauty and success of the web is rooted in how accessible and democratic it is for everyone. Regular people need to be able to participate, publish, start businesses and otherwise contribute to the web. Gouging everyday folks flies in the face of everything that the web stands for. Don’t give the web to the rich. Leave it in the hands of people who are also creative, but don’t have the same deep pockets. That would be a huge mistake. Andy Griffin

While I understand the financial incentives to raise prices, raising .com prices will destroy the nature of the internet. Right now, someone with a good idea and some knowledge can make something that has millions of users tomorrow with a very little amount of money. Raising the price of .com domains will just make it harder for people to share what they have to say online. I think we all agree that censorship and the internet aren't compatible.

I oppose Amendment 3 to the .COM Registry Agreement. I believe that allowing wholesale prices for .com domains to rise 72% over 12 years, which is far more than the rate of inflation and also far more than Verisign's underlying costs of maintaining the registry could possibly increase by, will *dramatically hurt the internet ecosystem*. It will especially hurt small website operators, like myself, and will discourage internet users from creating blogs and personal pages, with the end result of reducing democratization of the internet. Verisign reported a 69.4% operating margin in Q1 2019, so they clearly do not need the extra revenue from this price hike. ICANN has granted a monopoly over .com to Verisign and *ICANN has a duty to every internet user on the planet* to carefully regulate this monopoly to prevent abuse by Verisign. The only conscionable thing to do right now is to *freeze wholesale .com prices* and re-evaluate 5-10 years from now. A policy that allows price increases tracking the rate of inflation (but no higher) may make sense in the future, but right now Verisign is already collecting far more from their .com monopoly than any company would be able to in a competitive market [1]. It's simply not right to allow them to raise prices at this time. - Kerrick [1] For example, Alphabet, a highly successful player in a very high-margin industry, has an operating margin of around 25%. Verisign's operating margin is over 2.75 times that.

There needs to be a return on investment to justify any price increase - instead merely raising revenue to cover budget shortfalls. What is driving the price increase and how is it justified? Are there other ways to solve this without raising prices?
