Costs for running a registry through advancing technology and volume are decreasing, yet ICANN is allowing Verisign to increase prices without putting the contract for running the .com registry out to competitive tender. This is a monopoly. This strategy is designed to limit the degree of competition inside a market and reinforce the monopoly power of established business to command excess profits. I am opposed to this contract change and price increases.

One of the great things about the Internet is that a person can go to a registrar, grab a name and have their own corner of the largest collaborative effort in human history. The low prices of DNS names have spurred innovation by ensuring that no one is priced out of access to the DNS system. I am deeply concerned by the proposal for ICANN to collaborate with a for-profit organization. I fear that the profit motives of Verisign will override the goals of ICANN and result in another business entity that exists solely to make money, at the expense of the Internet and the DNS system as a whole. I am also concerned with the focus on "attacks on the security and stability of DNS" being used for potential price increases. This same language has been used to erode civil liberties in the US over the past two decades. I am worried that the same tactic will be used here to increase prices on DNS names past the easily accessible levels we have now, and create another system where only large corporations and the wealthy can participate. To Whom It May Concern, I am concerned about the proposed changes to domain pricing. Particularly given the freedom to raise them significantly and the lack of transparency in the process. While I only personally own a few domains, the cost of these will not only add up, but likely prevent me from trying out new ones. And, let's be honest, as an American, paying $10-15 per year per domain isn't really a huge burden. So going to $15-20 wouldn't really seem like a heavy lift. In practical terms, I would certainly be willing to see fair changes in the system. What I really don't want to see is a radical lack of transparency and agencies feeling free to jack up their prices without real oversight. The current pricing is more than sufficient considering the volume you must do. Increasing the costs will all but guarantee that only the most resource-flush companies and people will be able to register domain names, which will stifle innovation and cause harm to young companies. I am a registrant of multiple .com domain names for my small business and non-profit. I am against the proposed price increase to .com domains. There is not a clear benefit to the users other than Verisign making much more money and continuing to profit for an unknown reason. We need to keep prices fair and reasonable for the small businesses and families they support. You are to be operating in the publics best interest so I urge you to do so and not on the financial gains that Verisign would obtain. I find it very suspicious that Verisign wants the increase while so many other registrants of other domain extensions are managing those just fine. We need to avoid yet another high priced monopoly that hurts the small business and individual. Show us EXACTLY where the monies would benefit the consumer? If its security than you need to show us the issues, how the money would be spend and provide true accountability and transparency. Hello. I'm using my domain in .com for personal purpose, I have no money income from selling ad or products/services, nonetheless I paid for it. Last time I paid near 90$ for domain renewal for 5 years, most likely your changes will lead to domain cost increase by 21% every 5 years. It's really hard to understand for why I pay near 20$ per year now and why I need to pay more. Why most other domains cost cheaper than domain in .com. zone and which expenses do you have that should costs more. ICANN doesn't support domains on ns servers and did nothing for me. If that changes be accepted I will just change zone for my domain. Your future income from me: (20$ - registrar_fee)*0 =0$ Not a big deal, but I sure I'm not only one who will made same decision. -- Ivan

Of course a limited resource will be more expensive than one that is less so. And, of course, the price will ultimately fluctuate with demand. And, the cost of producing the resource will be factored into the total cost. All this said, however, I'd like to see the justification for the proposed change. How is it that the cost of maintaining a database of unique strings is suddenly going to spike over the next few years? It seems pretty unlikely. How is it in the public interest to make the .com namespace more expensive? There's no way the price increase will impact the bottom line of large or even medium commercial enterprises. Even if the yearly cost of a domain increases 100% overnight, that won't even register on the balance sheet for, say, Netflix, Amazon, Microsoft, or Wells Fargo. The only people who will notice this are those on the margins. This will shut down the voices of those who can just barely afford to participate. This seems like a play to grab a bunch of cash while screwing over the people who have the least power. If Verisign needs the money that badly, then we should be paying a lot more attention to their situation. Maybe they need help -- help that might look like lightening their responsibilities, or overseeing their finances. Don't do this. It's not good for anyone who isn't Verisign.

Dear Madam, or Sir, I am concerned about this amendment to the Registry Agreement because it will affect, not just me, buy any individual who would like their own domain name. I am 100% sure that no corporation will object to the 28% cost increase every six years as they earn money off their domain name and paying almost any amount would be acceptible to them. However, there are a great deal of small businesses that would see this as a burden as well as individual users out there that have purchased their own domain name and are using it for personal use, not commercial use. Several of us have multiple domain names, if for no other reason than to protect our own names from being used to run a website. I personally have about 6 that I use to protect myself and my family while also allowing my children to be able to have a domain name that is exclusively theirs. 20 year Cost analysis: $ 7.85 / year 2018 $10.29 / year 2023 (31% increase over 2018) $13.49 / year 2029 (72% increase over 2018) $17.68 / year 2035 (125% increase over 2018) $23.17 / year 2041 (195% increase over 2018) I am aware that the 7% is a maximum per year for each of the four years and, theoretically, there could be no increase or a sub 7% increase some years, however, I have little faith on this being the norm and, most certainly, CANNOT plan on it being any less than the full 7% in any fiscal plans made. I understand it would be extremely difficult for you to create a regulation that would charge businesses more and individuals less, however, that may be what is required at this time. This would leave a loophole for businesses to have an individual register their domain name, however, no corporation of any size will be willing to leave their domain names in private hands. This would also allow fledgling businesses (aka startups) to keep their costs low at first. Remember, many businesses have been started in individual's garages. You may also assume that all ".com" domain names are used for, or are supposed to be used for commercial purposes, however, this is not the case today. If this had been defined and enforced from the beginning of the internet, this would be a non-issue, however, to start enforcing it today would cause many many individuals to lose their domains. Yes, there are other top level domains they can move to, however, that doesn't alleviate the fact that they would be losing an asset they had invested much time, money, and resources acquiring. Please keep the annual fee very low or consider a more flexible charging system for the .COM top level domain that will keep it accessible to individuals and small businesses. Hi, I am a domainer (I invest in domain names as a business). I am against the proposed price increase to .COM domains. No one other than Verisign want increases in .COM prices. The current rate of $7.85 is already far more than justified. Verisign is merely your manager of the .COM Registry – it has no business dictating the price. ICANN is supposed to govern the domain name system in the public interest. I am fully against the proposed price increase. Hi there, I was recently made aware that ICANN announced significant changes to its contract with Verisign to be able to increase the price of .com domains by up to 70% over the current price over the next 10 years. This is absolutely ridiculous on multiple levels. One, there was NO transparency into the nature of this deal, and the high price tag ($20 million over 5 years??) is way too high to sit well with regular consumers. There is no explanation why Verisign did this, how ICANN will spend the money, or who will ensure that the funds are properly spent. It seems like the parties involved proceeded in this deal not to help consumers or to help the internet as a whole, but purely to make a profit. There seems to be something really shady going on here, and I do hope that the deal does not go through and if it does, both parties are thoroughly investigated by governments worldwide. .com domains make up over 40% of the internet, and to make arbitary price increases would not only be absurd, but harmful to businesses. I am an independent web designer and developer who helps clients build their websites, including the purchasing and management of domain names and DNS services. It’s already hard enough to sell my services to small businesses as don’t always have the money to invest in design or development services. Medium and large businesses are cognizant of costs, and though they see the value of the service I provide, more price increases leave a bad taste in their mouth. To increase prices in a world where SaaS and subscriptions reign could potentially stifle not only my business, but small and growing businesses as well. The internet is supposed to be a democratic arena where anyone can build a website if they have a couple bucks and the desire to learn to code. The more that price increases happen, whether on the domain level or hosting, the more power gets taken away from the layman and into the hands of the few powerful corporations. This deal will affect millions of people worldwide, and I strongly urge both parties to drop these plans purely for the sake of greed and profit. Request ICANN to avoid allowing rent-seeking verisign to price gouge us by allowing them to raise prices higher than inflation. This is harmful to budding internet entrepreneurs like me and against the spirit of the internet.
