Even today I have many websites that are non-commercial, they help people. I believe, today many people can start their small business via the internet, they can buy .com domain names and buy some cheap hosts and start to earn money or educate society. Dear Madam, or Sir, I am concerned about this amendment to the Registry Agreement because it will affect, not just me, buy any individual who would like their own domain name. I am 100% sure that no corporation will object to the 28% cost increase every six years as they earn money off their domain name and paying almost any amount would be acceptable to them. However, there are a great deal of small businesses that would see this as a burden as well as individual users out there that have purchased their own domain name and are using it for personal use, not commercial use. Several of us have multiple domain names, if for no other reason than to protect our own names from being used to run a website. 20 year Cost analysis: $ 7.85 / year 2018 $10.29 / year 2023 (31% increase over 2018) $13.49 / year 2029 (72% increase over 2018) $17.68 / year 2035 (125% increase over 2018) $23.17 / year 2041 (195% increase over 2018) I am aware that the 7% is a maximum per year for each of the four years and, theoretically, there could be no increase or a sub 7% increase some years, however, I have little faith on this being the norm and, most certainly, CANNOT plan on it being any less than the full 7% in any fiscal plans made. I understand it would be extremely difficult for you to create a regulation that would charge businesses more and individuals less, however, that may be what is required at this time. This would leave a loophole for businesses to have an individual register their domain name, however, no corporation of any size will be willing to leave their domain names in private hands. This would also allow fledgling businesses (aka startups) to keep their costs low at first. Remember, many businesses have been started in individual's garages. You may also assume that all ".com" domain names are used for, or are supposed to be used for commercial purposes, however, this is not the case today. If this had been defined and enforced from the beginning of the internet, this would be a non-issue, however, to start enforcing it today would cause many individuals to lose their domains. Yes, there are other top level domains they can move to, however, that doesn't alleviate the fact that they would be losing an asset they had invested much time, money, and resources acquiring. Please keep the annual fee very low or consider a more flexible charging system for the .COM top level domain that will keep it accessible to individuals and small businesses. In that time, I have helped many organizations reach a larger audience than they had with older traditional media. While I understand price increases are a part of life, the proposed changes could potentially hurt my clients who watch every dollar spent on their business. Potentially raising .com prices by 70% or more over the next ten years sounds like adding an unreasonable burden to small businesses. Prices for domain name registrations and renewals should be controlled to allow businesses of all sizes to remain competitive in the market that is increasingly being controlled by larger corporations. Despite there clearly being potential financial gains to be had by raising the registration fee on .com domains, the global DNS registration system should be run primarily as a public concern. The only entities that stand to benefit from the proposed arrangement are verisign itself, at the expense of the public. While price hikes such as this likely won't mean much to the larger business concerns that buy in bulk, it will impact the millions of small, independent businesses and developers that rely on the system as is to make their livelihood. At worst, this could prove yet another point of pressure that convinces a small business to make their online presence exclusively in the Facebook walled garden and eschew the web itself. The web, and global DNS, were envisioned to be run for the public good, and they SHOULD be run for the public good. I want to protest at the behavior of ICANN in setting up .COM domains for extensive price hikes for the foreseeable future. The fact that this was done in secret indicates that you were well aware of the protests it would elicit, and for good reason. You have a monopoly on .COM domains, similarly to your appalling behavior with .ORG domains being sold off to ex-employees to exploit as they wish (made worse by the fact that .ORG is usually owned by charitable or political organizations), there is no other provider for them which would lead users to expect a level of responsibility to your clients that goes well beyond allowing projected price rices to registrars for .COM domains of 7% each year in 2020, 2021, 2022, and 2023. Strong price capping is vital to maintaining equatable access, preventing runaway trading and sharp practice and keeping prices affordable for the vast number of users who are already opted into using a .COM domain WITH THE UNDERSTANDING that they had always been carefully capped and responsibly managed for the good of internet users and website owners, not given free reign to keep increasing prices willy-nilly to bleed users for more and more money year after year. In my view ICANN has made itself appear like a fly-by-night, cheap and untrustworthy domain trader with these moves, done undercover and designed to increases prices to users over and over and over in subsequent years, not the responsible guardian of the most well-known domain name in the world. My confidence and trust in ICANN is rapidly decreasing and if these outrageous changes go ahead I will certainly decrease the number .COMs I own and will eventually turn to using alternative domains. We're a web developer for mostly small businesses. As of now, many of them buy extra domains for protection from competitors making a competitive website. It's already a major investment for some of these clients to keep up those extra domains. If the prices were to rise significantly (more than a dollar or two) I would bet they would just drop their ownership of these extra domains. Despite there clearly being potential financial gains to be had by raising the registration fee on .com domains, the global DNS registration system should be run primarily as a public concern. The only entities that stand to benefit from the proposed arrangement are verisign itself, at the expense of the public. While price hikes such as this likely won't mean much to the larger business concerns that buy in bulk, it will impact the millions of small, independent businesses and developers that rely on the system as is to make their livelihood. At worst, this could prove yet another point of pressure that convinces a small business to make their online presence exclusively in the Facebook walled garden and eschew the web itself. The web, and global DNS, were envisioned to be run for the public good, and they SHOULD be run for the public good. To whom it may concern, Last month, you announced significant changes to the contract it has with Verisign, Inc. who operate the .COM top-level-domain (TLD). You made these changes in secret, without consulting or incorporating feedback from the ICANN community or Internet users. You have a history of making similar deals behind closed doors, and also of ignoring unified opposition against such action. Wholesale registries charge Namecheap a set fee per domain name per year. According to this new agreement, Verisign will be allowed to increase the wholesale price to registrars for .COM domains every year for 8 out of the next 10 years, and the increases don’t stop there. This will mean that .COM wholesale domain prices can grow by more than 70% over and above current prices over the next decade. The contract also allows for other price increases, which could drive prices up further, ultimately making .COM domains less accessible and more expensive for everybody. Alongside these contract changes, Verisign agreed to pay you an additional $20 million dollars over five years to support ICANN's domain name system initiatives, without any clarity about how ICANN will spend the money, or who will ensure that the funds are properly spent on domain infrastructure. These changes will have significant impact on the Internet for years to come, and only ICANN and Verisign have participated in this decision. This is a greedy and unnecessary action that will continue and increase discrimination against small companies and start-ups trying to get a foothold in competitive industries. It is being done in bad faith. In so-doing, you are contributing to a less fair and a less equitable world in which those who have money can make much more money, while those who don't have money have a much more difficult time staying afloat and surviving. Good morning, I’m writing in opposition to the "Proposed Amendment 3 to the .COM Registry Agreement.” I understand the need to adjust one’s pricing from timer to time. It is not only reasonable, but expected. I also appreciate that an argument could be made that current prices have not kept up with costs or inflation. However, the potential increases outlined in this new agreement far exceed any semblance of reasonable increases. I know the temptation is always to “get what the market will bear” and raise prices as much as possible. That said, internet domains are not like regular, consumer products and services. While they may not be the kind of public good one first thinks of, I would argue that they are and I believe most of the internet would agree. As an entrepreneur I have a vested interest in this price increase and am opposed to it as outlined in Amendment 3. While I am not against price changes in general, I know a bad deal when I see one. - David Hudson

Good day, As a marketing professional, I believe there is great value in having a short, memorable, brand-consistent .com domain name. However, search engines are focusing more and more on content and user intent. These days, it seems that the "address bar" is becoming something understood by only the techno-elite. That's not an understatement. Most people have no idea what a URL is or where they should enter it to go to a specific location. Why does this matter to the question at hand? As much as I value the .com, it's a mere detail. It has to be priced as such. If the rates for .com go up significantly, the market will respond and abandon it in favor of other TLDs that don't cost as much. I urge you to keep .com cost competitive and therefore relevant. I read about the proposed changes to the .COM fees and allowing Verisign to act as a domain registrar. I object to the magnitude of the fee increase. I register about 70 domain names, most of which are .COM. 7%/year for the wholesale price is way too high. Given the current rate of inflation, I suggest 1% is more reasonable. The end-user price will be even higher. It may be trivial if you only register 1 or 2 domain names, but for those of use who have a large number of domain names, the increase in cost will be significant. Allowing Verisign to compete with other domain registrars is unfair on the face of it. Verisign should not be the operator of the .COM TLD and a registrar. The recent changes to your Verisign contract without any feedback is a sad state of affairs. Allowing wholesale price increases in 8 out of 10 years is way too aggressive. This will hurt small business's such as myself as one more overhead cost that will impede risk and growth. If new ideas cost hundreds of dollars more just to set up the middle class will be squeezed out of the online marketplace. This is a bad idea and should be re-examined with actual input from users. Volumes of domain sales are up, services benefit hugely from economies of scale, yet somehow you think it's ok to increase prices and quite dramatically so. Well, it's not ok! Firstly, since you are running a de-facto monopoly for .com domains, you must be fully transparent in all you actions. There is no tolerance for underhanded secret deals, so man up and share all the details. Secondly, because domain users are pretty much bound by the addresses they use, it is imperative that you show respect and do not engage in abuse of your clients' situation. No one is denying you an income, but becoming greedy will be the downfall of any organisation that engages in such practice. Hi, The url that we associate with our online presence, whether it is a personal website or a business website, represents a significant investment of time and money to develop brand recognition. In many ways it is like a phone number on steroids. While we expect there to be costs increases over time as services change, these changes should be controlled and modest, justified by an increase in expenses incurred by the service provider. The proposed changes to allow Verisign to increase the wholesale price to registrars for .COM domains by 7% each year in 2020, 2021, 2022, and 2023, does not seem to be supported by an increase in expenses, but by a desire for a corporation to take advantage of the fact that many people and business are locked into a specific domain name as it represent their online identity. The fact that ICANN will receive an additional $20 million as a result of this deal which was done in secret does not help the situation. All appearances are both groups plan to take advantage of the users in their market. It's not as if we have an alternate vendor we can go to. Hello, I'm writing to you today to express my dissatisfaction with the recent proposed changes to .com rates in the coming years in exchange for funds from Verisign. I think that this will only serve to further social inequities. I do believe that widespread perceptions are more "sticky" than prices, and as much as it is tempting to believe that hiking the prices of .com domains up to nearly double will simply and solely result in them becoming half as popular and desirable, I do not believe this to be the case. Most ppl are unaware of how much domain names cost, they are unaware of how these prices are determined, and they do not know that the most popular TLD is owned by Verisign. So, I think ppl will continue to view websites with a .com domain with higher legitimacy and yet, it will become a larger barrier to entry for new upstarts and, for the vast majority of domain possessors, represents another way in which wealth is transferred from those who have less of it to those who have much of it. I strongly discourage you from moving forward with this "deal," and I hope that you ultimately choose to serve the public interest. To whom it may concern, Last month, you announced significant changes to the contract you have with Verisign, Inc. who operate the .COM top-level-domain (TLD). These changes were made in secret, without consulting or incorporating feedback from the ICANN community or Internet users. It appears these changes will harm our consumers given that .COM domains make up 40% of all registered domain names online. Allowing Verisign to increase the wholesale price to registrars for .COM domains every year for 8 out of the next 10 years means that .COM wholesale domain prices can grow by more than 70% over and above current prices over the next decade. These costs will have to be borne by consumers in the end. That means me. And for what? The contract also allows for other price increases, which could drive prices up further, ultimately making .COM domains less accessible and more expensive for everybody. It is alarming that alongside these contract changes, Verisign will pay ICANN an additional $20 million dollars over five years to support ICANN's domain name system initiatives, without any clarity about how ICANN will spend the money, or who will ensure that the funds are properly spent on domain infrastructure. These changes will have significant impact on the Internet and my small business for years to come. You have not consulted your .COM customers at all prior to making this deal, which will have a huge, negative impact on numerous businesses. Please reconsider this deal, the price increases that are bound to be passed to consumers, and do the right thing for the Internet community by striking a balance between profit and service. Don't be greedy and don't allow Verisign to be either. Don't go ahead!* I agree with all of the points Namecheap have highlighted in their article: There are four main concerns with ICANN’s decision: 1. Price Increases Verisign will be allowed to increase the wholesale price to registrars for .COM domains by 7% each year in 2020, 2021, 2022, and 2023. After a two year “freeze”, Verisign can increase prices by 7% annually during 2026-2029, then another two year “freeze”. This cycle will continue, meaning that within 10 years, .COM domains could cost approximately 70% more than the current wholesale price of $7.85 — and the sky is the limit. It is not clear how much of these price increases registrars will pass along to consumers, but it is likely that most of these increases will be paid by domain name registrants. The contract does allow for other price increases for certain extraordinary situations, so it is possible prices could increase more than anticipated. 2. ICANN Will Receive an Extra $20 Million With the contract changes, Verisign agreed to pay ICANN an additional $20 million dollars over five years to support ICANN’s initiatives regarding the security and stability of the domain name system. There is no explanation why Verisign did this, how ICANN will spend the money, or who will ensure that the funds are properly spent. 3. Verisign Can Operate as a Domain Registrar ICANN also had rules that the operator of a TLD could not operate a domain name registrar. Although in 2012 ICANN allowed operators of new gTLDs to have domain name registrars, it did not apply to Verisign. The new contract will allow Verisign to operate its own registrar, except for selling .COM domain names itself. To circumvent this, it is also possible that Verisign could act as a reseller of .COM domains, through another registrar. This result is that the company that controls almost 80% of the registrar pricing for domain names will compete directly with all domain registrars, maximizing its control of domain name pricing to the detriment of other competing registrars. While this might result in lower prices to consumers, fewer registrars will harm competition, choice, and domain name services. Verisign’s registrar could also use its dominant position to charge higher prices to consumers, while at the same time raising registrar prices. 4. ICANN Ignored Previous Comments As detailed on Standing Up to ICANN to Keep Domain Prices in Check and pricecaps.org, over 3,500 comments were submitted in support of price controls for the .ORG, .INFO, and .BIZ TLDs. Only six comments supported removing price controls. ICANN discounted the comments that were in favor of maintaining price caps. A number of the comments were submitted using an online tool, which caused the comments to be discounted as “spam” by the ICANN Ombudsman. ICANN removed the price caps, primarily relying upon a biased preliminary analysis from 2009 by an economics professor that did not reference any data. Cheers Joe

I am not a big business; I have a few small business that make me a nice supplementary amount each year, and even as it is, the domain prices are difficult sometimes. My income isn't stable because of my profession, so keeping an online presence for my side businesses is absolutely key. They just made things possible with the internet community always involved. Community has huge input in every decisions made. I thought internet can be compared to how inspiring International Space Station was made. If this. Com registry pursues, it might change the way I look at it. Or maybe other people too.

To Whom It May Concern: The behind closed doors deal that has apparently been made is unfair, which I’m sure is the reason that it was made behind closed doors. Unfortunately, my understand of this will mean that .COM wholesale domain prices are now able to grow by more than 70% over and above current prices over the next decade. I’m sure that unknown to the little ones like us this contract also allows for other price increases, which could drive prices up further, ultimately making .COM domains less accessible and more expensive for everybody. With the way that people are realizing that the regular 9 to 5 system that is in place is crumbling around their feet, there is already an avalance of people looking to purchase .COM domains. I believe it is unfair for this amendment to be put into place especially at such a high cost to the public. Shame on those who have done this! I’m asking to please reconsider that decision. I've already been forced to let several of my domains expire. Please, think of the struggling entrepreneurs like me who can't afford this - you'll be taking away their business fronts. Hello, It was recently brought to my attention that Amendment 3 is being proposed. On a close reading of this amendment, I am truly alarmed. While I understand that ICANN and VeriSign are coming together expressly to address security threats and the resiliency of DNS, none of the information provided to the public has reassured me that ICANN will appropriately spend the $4,000,000 annual payments from VeriSign. Furthermore, the allowances for price increases for .COM Registry Services set a dangerous precedent. While it is true that the price increase is capped annually, the maximum "cap" for the period covered by this amendment -- that is to say, while ICANN is still receiving its payments from VeriSign -- is a whopping 30%. As an independent artist who uses a custom domain to manage my brand, a 30% increase in costs across the board would put me out of business. Additionally, since this amendment explicitly *allows* a price increase past the stated $10.26 "cap" as early as 2027, which conveniently coincides with the end of ICANN's receiving payments from VeriSign, I am extremely worried about the effect this price increase will have on small business owners such as myself who rely on .COM Registry Services as a core part of our marketing. As such, I strongly reject the amendment as proposed, which includes no protections for consumers such as myself and clearly targets the support large corporations for whom the $2.41 difference in the cost of .COM Registry Services is negligible. I'm very concerned that proposed amendment 3 includes language that could lead to sharp price increases for domain registration. My husband and I both own the .com domains for our names. I would hate to see the cost of keeping those names rise beyond our ability to pay. We are not all corporations or investors (squatters).
