I find the upcoming changes in the new deal between Verisign and ICANN is wrong. Important big decisions like this which will affect millions of internet users should not be down to only two companies to decide. The internet consumers, both users and the industry as a whole should be listened to in big important deals like this. In many countries there are competition rules that wouldn't allow near monopolies like this being created. Please listen and respect the rest of us users and keep important deals like this transparent and open for inputs from all users of the net. We are one world. Lets work together and. Lets not let greed rule.

If you really have to, kindly consider so ONLY FOR new domains that are to be registered AFTER a particular date, say 29th Feb 2020. Existing domain owners shall still renew at existing prices. Dear ICANN staff, The amendment to section 7.3(d) of the agreement is not reasonable or in the public interest because: * .com is the largest TLD by volume, and plays a key role in the dissemination of information on the Internet and in commerce. It is such a well established TLD that many people and companies have no reasonable alternative to 'vote with their feet', and so ICANN plays a key role in ensuring that Verisign does not abuse its position as registry. * When similar changes have been made to other registries, for example to .org, this has been rapidly exploited by registries for profit (for example, by selling of the registry to a company that undoubtedly intends to maximise profit unfairly at the expense of registrants). * New section 7.3(d)(ii) allows for 8 price increases of 7% in the next 10 years due to the backdated start date, even in the absence of any legitimate increase in expenses. This amounts to a maximum increase of a massive 71.8% ((1.07^8 - 1)*100%) even in the absence of any increase in costs. For comparison, inflation in the US over the last 10 years was 22.3%. Allowing for completely discretionary increases on the part of Verisign significantly above inflation is not reasonable, nor is it fair to registrants or the broader Internet community. Dear Sirs / Madams, I have read today that you are proposing to change your contract with Verisign to allow them to increase wholesale prices on .com domains, as well as allow Verisign to compete as a domain name registrar. These proposed changes are extremely troubling to me. My role today as a senior member of McCann’s technology team makes me acutely aware of the impact this may have on business costs, but that isn’t my primary opposition here – I remember being a young developer, creating numerous projects to further my skills and reputation, to try things out and experiment. Allowing wholesale price increases (which will inevitably be passed on to consumers - in this case those buying the domains) will impact the young developers and entrepreneurs of today and tomorrow the most. It is absolutely essential to foster an environment of creativity and entrepreneurship on the internet if we are to keep things open and moving forward. Easy access to .com domains is a key part in a great many plans and side-projects started by young individuals looking to start a business, or simply to make a name for themselves. By allowing these price hikes you put at risk the very spirit at the core of what the internet is meant to be. Increasing prices makes things less equal – It puts more of the buying power in the hands of corporations and less in the hands of individuals and, considering the current trends back towards walled gardens and away from a free and open internet, this isn’t a direction that you, as stewards of 40% of registered domain names, should be heading in. I urge you, emplore you, to reconsider this rash course of action. The internet should be for everyone, and that includes access to purchase domain names. We shouldn’t discriminate based on economic power, and that is what this move enables. Hi, My name is David. I will express my oppinion about the possible new changes regarding .COM domains. I understood from a certain source that ICANN wants to open a contract that will permit price increases for .COM domains in the following years. I'm almost 26 years now and a professional freelancer. Even if the price is doubled or tripled, asside from a discomfort I would be able to pay. Still, when I was 16 years old, buying a domain wasn't easy for me even then, I'm from Romania. They didn't even allow teenagers under 18 to own a debit card so I borrowed my father's card. The money needed to buy a domain name then would've kept me entertained for 2 weeks but I still woul've opted for a domain name. Thanks to those beautiful experiences, the dozens of sites that I built then made me who I am today. I now buy domaims every month for the sites that I build for my clients. If the prices would've been too high then there would't be a freelancer named David that buys almost 100 domains every year. So please, from the bottom of my heart, find another avenue that will also benefit people if money is your goal and let domains, especially .COMs be accesible to everyone. Hello, As far as domain registration goes, I would expect that the domain registrars are doing the heavy lifting to customer service and app development. It was always my impression that 80% of the registration costs go to the domain registrars, and not the other way around. It is surprising to me today to find out that $7.85 out of $10 which I spend per domain actually goes to the DNS maintenance, which is infrastructure with less complexity and no customer support. In an industry where a domain registrar manages to survive with $2.15, how can the DNS maintainer have such high overhead costs? Many questions are raised about the management and governance of ICANN as a whole, which given its current inefficient use of funds, opens new questions on the morality of the company and the integrity of its management, as their actions are against the interest of their end users and the prosperity of the Internet community. I myself would cast a vote of no confidence in the decisions of ICANN on the matter, and would request that the decision is reconsidered. ICANN does not seem to need any more money to operate the DNS infrastructure, and can certainly solve their internal financial matters through better management decisions. I can understand how Verisign’s $20 million extra worth of “encouragement" has likely "greased the skids", but it looks very sleazy to me, and I fail to see how this benefits anyone other than Verisign and ICANN. Last month, ICANN announced significant changes to the contract it has with Verisign, Inc. who operate the .COM top-level-domain (TLD). ICANN made these changes in secret, without consulting or incorporating feedback from the ICANN community or Internet users. ICANN has a history of making similar deals behind closed doors, and also of ignoring unified opposition against such action. However, this is a crucial time to raise our voices given that .COM domains make up 40% of all registered domain names online. Wholesale registries charge registrars a set fee per domain name per year. According to this new agreement, Verisign will be allowed to increase the wholesale price to registrars for .COM domains every year for 8 out of the next 10 years, and the increases don’t stop there. This will mean that .COM wholesale domain prices can grow by more than 70% over and above current prices over the next decade. The contract also allows for other price increases, which could drive prices up further, ultimately making .COM domains less accessible and more expensive for everybody. Alongside these contract changes, Verisign agreed to pay ICANN an additional $20 million dollars over five years to support ICANN's domain name system initiatives, without any clarity about how ICANN will spend the money, or who will ensure that the funds are properly spent on domain infrastructure. Despite there clearly being potential financial gains to be had by raising the registration fee on .com domains, the global DNS registration system should be run primarily as a public concern. The only entities that stand to benefit from the proposed arrangement are verisign itself, at the expense of the public. While price hikes such as this likely won't mean much to the larger business concerns that buy in bulk, it will impact the millions of small, independent businesses and developers that rely on the system as is to make their livelihood. At worst, this could prove yet another point of pressure that convinces a small business to make their online presence exclusively in the Facebook walled garden and eschew the web itself. The web, and global DNS, were envisioned to be run for the public good, and they SHOULD be run for the public good. Deals such as this are an abdication of that mandate; short sighted profit chasing at the expense of all else. Please do not adopt this proposal. I have a .com address registered through Namcheap and believe that the deal made between ICANN and Verisign has not included consultation with user and the ICANN comminity and not considerated their feedback. ICANN and its partners stand to make a lot of money through this proposal, but there is very little being said on how exactly those new funds will be spent. Also, there seems to be no cap on price increases due to take place over the next eight or ten years. The internet is a tool that affects the lives and livelihoods of many millions; one organisation should not have the power to financially punish people all over the world. If ICANN insists on going through with such price hikes, then I believe it only fair that they be completely transparent with exactly why such price hikes are necessary, and where and how these extra funds will be spent. These domains are the backbone of the internet and should be treated like a public resource rather than a private commodity. To Whom It May Concern. I am against the proposed price increase to .COM domains. ICANN and Verisign is supposed to govern the domain name system in the public interest and it should not be in the business of dictating the price. Looking at the computing cloud services industry (like Amazon, dropbox, etc) prices has not gone up or have stay steady and even in some cases the prices has dropped or stayed the same price but the service offering has grown to mega offerings. To which I am asking, how is ICANN or Verisign giving us more value? This is just another form of monopoly of big business and just another type of "tax" on the small businesses and individuals. The current rate of $7.85 is already far more than justified in the light of cloud services offerings out there. If you really consider it, it is essentially one transaction(work load) per year with cloud storage. It costs nearly to nothing to store that record for a year and to process once a year. While one appreciates that costs do rise over time and need to be passed on, down the line, the idea of a predermined series of annual inceases followed by a two year freeze does not ring true! I am against the proposed change that will allow the .COM domains to increase for those of us who purchase through resellers like NameCheap. Verisign will be allowed to increase the wholesale price to registrars for .COM domains by 7% each year in 2020, 2021, 2022, and 2023. After a two year “freeze”, Verisign can increase prices by 7% annually during 2026-2029, then another two year “freeze”. This cycle will continue, meaning that within 10 years, .COM domains could cost approximately 70% more than the current wholesale price of $7.85 — and the sky is the limit. This is a money-grab for ICANN since Verisign is agreeing to pay $20million over 5 years under this agreement. The control granted to Verisign over the .COM domain under the proposed agreement creates a near-monopoly on the .COM domain since Verisign will control 80% of the pricing for domains -- which allows Verisign to price-fix against consumers.

Hi, I’d like to state that I am opposed to this amendment particularly because of the costs that you are likely to impose on many small business owners in the long term. Please keep in mind that many individuals own domain names for personal/private use and do not make a fortune out of a registered domain. I as a developer and web designer. However small I contribute to the .com use on the internet, I don't support an increment since developing and web designing is part of my business. To some extent I'll be compromised and kicked out of business due to scarcity and fare Upraisals. I've always been fighting to. Convince my clients that the internet is a safe and trade place to be but how would I be the same person confronting them to pay a new generated sum since I won't have to pay it from my side. Hence to my perspective we are likely to bleach loose ends.. Where we are likely gonna have subscriptions for 1 year and clients abandon renewal due to the Unestimated stop on the infractions.

The Amendment 35 of "the Cooperative Agreement" was to lay the groundwork. Turning TLD registration into a money-making scheme, especially .COM which has a long history of neutrality online (being one of the earliest and clearly the most recognizable) is extremely anti-consumer. The reasoning given for this change: *"In recognition that ccTLDs, new gTLDs, and the use of social **media have created a more dynamic DNS marketplace"* is plain and simple completely ridiculous and disingenuous. Yes, more people are buying domains these days, which is great because more people are sharing their projects with the world - but to now decide to capitalize on that, being an organisation that is supposed to provide these services with neutrality and transparency - is a dangerous precedent to set. The fact that more domains are being sold should be enough, as I'm sure there is plenty of additional capital being generated from that, far exceeding the server costs required to provide that service. Domain names are already an unfortunate required step for small businesses and individuals to share their projects with the world- it often involves much deliberation and time because of squatters and now an additional risk of extortionate pricing based on literally no value add! The bottom line: You are trying to turn a *vital global service* which should be *neutral, transparent and provided in good-will to the public* into a source of capitalistic greed. Please do not go forward with this amendment. Show us that you are an organisation with integrity and one we can trust to provide us with such a vital public service in a fair and open manner. Dear Madam, or Sir, I am concerned about this amendment to the Registry Agreement because it will affect me, as a individual who has their own domain name. (allready for over 2 decades ) I am 100% sure that no corporation will object to the 28% cost increase every six years as they earn money off their domain name and paying almost any amount would be acceptible to them. However, there are a great deal of small businesses that would see this as a burden as well as individual users like me that have purchased their own domain name and are using it for personal use, not commercial use. many may have multiple domain names, if for no other reason than to protect their own names from being used to run a website. I personally have 1 that i use for mail purposes and domics at home 20 year Cost analysis: $ 7.85 / year 2018 $10.29 / year 2023 (31% increase over 2018) $13.49 / year 2029 (72% increase over 2018) $17.68 / year 2035 (125% increase over 2018) $23.17 / year 2041 (195% increase over 2018) I am aware that the 7% is a maximum per year for each of the four years and, theoretically, there could be no increase or a sub 7% increase some years, however, I have little faith on this being the norm and, most certainly, CANNOT plan on it being any less than the full 7% in any fiscal plans made. I understand it would be extremely difficult for you to create a regulation that would charge businesses more and individuals less, however, that may be what is required at this time. This would leave a loophole for businesses to have an individual register their domain name, however, no corporation of any size will be willing to leave their domain names in private hands. This would also allow fledgling businesses (aka startups) to keep their costs low at first. Remember, many businesses have been started in individual's garages. You may also assume that all ".com" domain names are used for, or are supposed to be used for commercial purposes, however, this is not the case today. If this had been defined and enforced from the beginning of the internet, this would be a non-issue, however, to start enforcing it today would cause many many individuals to lose their domains. Yes, there are other top level domains they can move to, however, that doesn't alleviate the fact that they would be losing an asset they had invested much time, money, and resources acquiring. Please keep the annual fee very low or consider a more flexible charging system for the .COM top level domain that will keep it accessible to individuals and small businesses. As a small business owner, I strongly disagree with the proposed amendment, and am quite frankly shocked and disgraced that ICANN’s behaviour over the past few years. It seems that corporate greed has taken hold over what was once a bastion of independent governance. I'm opposed to the amendment. Reasons: * Verisign in 2010 has demonstrated that it cannot handle security breaches of scale and covered up wrong doings during that period * Verisign in this agreement comes out extremely well off with possibly $1bn to be made * I cannot see Verisign putting 100% of these $1bn profits into their efforts to improve the system (unless they can explicitly prove with financials they will be doing so) so why should domain owners foot this bill? * If there is a payment from Verisign -> ICANN, I believe companies should have the chance to bid if the contract is open to such changes, hold a proper open RFP * Are there any clauses in this agreement which stipulate non-performance from verisign and what penalties they will face if propose mechanisms are not in place? * If .com continue to rise I'll take my business to one of the other gTLDs This all doesn't sit well with me, to me it sounds like benefit shareholders and members of ICANN over those users of the dot coms. Verisign already has too much control and influence for a for-profit organization to have in their space. The lack of transparency allows for quite damning statements like this one: https://www.namecheap.com/blog/icann-allows-com-price-increases-gets-more-m… ICANN must increase the transparency of these all of its processes. Please publish recordings or at least minutes of meetings. I am writing this email with a concern in increase in the .com prices. .com are primary domains that are accessed by most of the users; increase in such level domains are going to hamper each and every one of us who are trying to work with it. There are many small companies as well as freelancers, business house who are using it; Please reconsider it and try to keep up with previous price.
