Decisions like this, which will affect millions of internet users, should not be made behind closed doors, with little transparency to or regard for the public. If the proposed changes are approved, I will give up my .com domain names in favor of other TLDs, and will advocate my clients do the same.

I am a registrant of multiple domain names (including several .COMs), and I am writing to voice my strong opposition to the proposed price increases for .COM domains as outlined in Amendment 3. No case is made in the Amendment for why the price increase is justified (beyond noting that there hasn't been one since 2012). However, given that over 144 million .COM domains were registered just last quarter (https://blog.verisign.com/domain-names/verisign-q3-2019-domain-name-industr…) coupled with the ever-decreasing costs of hardware and storage, I believe that the current rate of $7.85 / year / domain is already far more than should be necessary. If Verisign feels that they can't afford to manage said registry at the current price, then I would suggest that they be replaced with a company or organization that can. ICANN is supposed to govern the domain name system in the interest of the public, not Verisign. Thank you for your time. - Eric Woodward

Hello, I am writing as a small business owner, and a consultant that helps to get many startups and nonprofits a digital presence. In today's world, a website is synonymous with legitimacy for many of these enterprises/endeavors. I work with many socioeconomically disadvantaged, immigrant, and women founders that are making their bet, working their asses off to hit the ground running to make lives for themselves, their communities and their families better. Many of these projects involve multiple domains to avoid competitors squatting on similar web addresses, or separate domains for individuals funds/projects. Raising the expense of these business necessities and threatening the financial bottom-line of these courageous ventures seems truly unfair, and like your organization is leading from a place of greed than a place of understanding. I do hope that ICANN rethinks this price raise in the interest of the fabric that makes up the web eco-system, it's not large multi-nationals - it's a lot of small businesses and dreams that pay that price to have a fighting chance at running. They far outstrip normal inflation rates and the rates should, if anything go down due to large scale efficiencies as more customers share the operational costs among themselves. This does not happen, instead a private entity is allowed to profit and there is no open competition for a more cost-effective replacement. These changes will only exacerbate the problem. To whom it may concern, I wish to voice my opinion in opposition to the proposed amendment 3 to the .COM registry agreement. It appears that the proposed amendment is designed solely to price smaller companies out of the .COM TLD market. The .COM TLD should not be reserved for multinationals or the rich and famous. Given that it's the globally recognised TLD it's unfair to make it financially unreachable to smaller companies and non-profit organisations. We personally register annually over 20 .COM TLD's. If the proposed amendments causes prices increases of 70% or more that would be a huge hit to our already dwindling income from hosting and registration. You are going to force companies out of business by doing so - and to what end? What is the proposed increase in registration cost supposed to do for the internet? To whom it may concern, I oppose Amendment 3 to the .COM Registry Agreement. I believe that allowing wholesale prices for .com domains to rise 72% over 12 years, which is far more than the rate of inflation and also far more than Verisign's underlying costs of maintaining the registry could possibly increase by, will dramatically hurt the internet ecosystem. It will especially hurt small website operators, like myself, and will discourage internet users from creating blogs and personal pages, with the end result of reducing democratization of the internet. Verisign reported a 69.4% operating margin in Q1 2019, so they clearly do not need the extra revenue from this price hike. ICANN has granted a monopoly over .com to Verisign and ICANN has a duty to every internet user on the planet to carefully regulate this monopoly to prevent abuse by Verisign. The only conscionable thing to do right now is to freeze wholesale .com prices and re-evaluate 5-10 years from now. A policy that allows price increases tracking the rate of inflation (but no higher) may make sense in the future, but right now Verisign is already collecting far more from their .com monopoly than any company would be able to in a competitive market. Hello, I am also against this proposal and increase in .COM domain name pricing. My clients are mainly small business owners and currently don't see a justification in the increase of the domain pricing in the next 10 years. Most business owners I worked with have shared with me their thoughts on the many expenses required just to keep their website or application platform running. Having an increase to the .COM domain name will just increase their burden and will not help in the long run. If cost becomes too prohibitive for some small businesses, they may just forego having their own website and online presence which is a shame. I‘m operating a a dozen .com domains for myself and clients. I consider annual subscriptions of USD 5.- to 15.- as reasonable. Where .com, .org., .net, .biz should linger at 8.- to 12.- a year. I am opposed to the increase in price of particular domains. If ICANN needs more founding, burden should be distributed over all domains - if? In order to have a url, common sense dictates that you purchase the same url in all the categories - .com, .org,.net and ones with similar spelling. It is my view that the increasing of .COM domain pricing should not be done for two reasons: 1. Technology costs are going down. If anything, prices should be slashed. 2. Decision to make price changes should not be lead by private entities like Verisign. If we allow this, where will we draw the line? Furthermore, as the maintenance of Internet and all its infrastructure has become a global interest, it should not be governed by entities within a single country. ICANN should be replaced by some organization under the United Nation's purview. To whom this may concern, I'm writing to express my frustration with the news of the new amendment of .com TLD which will allow significant price increases. It's particularly frustrating because the negotiations for this amendment seems to have been behind closed doors and seem to be pay-to-play (Verisign is offering 20 million!!). As an owner of a half a dozen .com domains, this increase will be costly for me. I'll have to reconsider holding on to so many domains and I'm sure many will do the same. This can cause the price increase benefits to backfire - similar to the gas tax price increase in NJ which saw declining revenue because out of state commuters stopped purchasing gas in NJ due to the increase. We live in a democracy with equal representation. Your actions to control pricing of public .com URL registration does not follow the essence of our culture. I am writing to voice disagreement with your recent decision to allow Verisign to increase pricing in exchange for them “donating” money to ICANN. While I support ICANN’s attempt to improve the system overall, this boils down to a bribe in exchange for making an incredible amount of money by jacking the prices up beyond the reach of the every day person. I remember when .COM domains were $70 a year and this made it unreasonable at that time to purchase a domain for my own personal and business uses. I also object to allowing Verisign to become a registrar. This operation blends the lines too much between operator and seller. The system we have now works and prevents anyone from becoming too powerful again. I also commented on your attempts to lift price controls on .ORG, .INFO and .BIZ and hope that this time you won’t just be wiping out my comment. I support price controls for domains to make the internet a fair and level playing field for starting a business or even just running a personal website. I am retired and live on a small pension and what other money I can earn from various internet marketing activities. It is hard enough to make a dollar or two against my competition and now the people who control my preferred domain extension are causing further drain on my financial resources. I am a registrant of many .com domains, and am against the proposed price increases to .COM domains. Verisign merely operate the .COM top-level-domain – it has NO business dictating prices. How do you justify increasing the .com domain names fees? What is this huge budget spent on? How was it possible to run the organization 10 years ago when the domain names were significantly lower amount—and now these huge increases? ICANN is supposed to govern the domain name system in the public interest. You are not supposed to be a corporation and push your profits to the maximum, but rather keep the internet safe and accessible place to all. Taking this step makes it accessible to a lot fewer people. The price should remain the same, and even decrease over time, with more people buying domains. If this goes through, I will definitely be dumping most of my .coms AND encouraging other online entrepreneurs, influencers and marketers to do the same. Hello I strongly OPPOSE Amendment 3 to the .COM Registry Agreement. I believe that allowing wholesale prices for .com domains to rise 72% over 12 years, which is far more than the rate of inflation and also far more than Verisign's underlying costs of maintaining the registry could possibly increase by, will dramatically hurt the internet ecosystem. It will especially hurt small website operators, like myself, and will discourage internet users from creating blogs and personal pages, with the end result of reducing democratization of the internet. Verisign reported a 69.4% operating margin in Q1 2019, so they clearly do not need the extra revenue from this price hike. ICANN has granted a monopoly over .com to Verisign and ICANN has a duty to every internet user on the planet to carefully regulate this monopoly to prevent abuse by Verisign. The only conscionable thing to do right now is to freeze wholesale .com prices and re-evaluate 5-10 years from now. A policy that allows price increases tracking the rate of inflation (but no higher) may make sense in the future, but right now Verisign is already collecting far more from their .com monopoly than any company would be able to in a competitive market. It's simply not right to allow them to raise prices at this time. --- Karan

Please know that proposed changes to domain registry is inherently unfair to small business and website owners. Allowing the cost of ".com" registry to increase in the manner that is stated will make websites less and less affordable. A potential cost increase of more than 50% may not seem much to a large corporation, but greatly affects small business. My small websites are more of a hobby than a business, but it makes it very possible that I won't be able to continue paying for website registration. The lack of openess in the process by which ICANN makes decisions that impact so many is concerning and appears to ignore the needs of the average individual or company and pander to those wealthy organizations that should not control smaller entities. Freedom of information is so important and should not be tied to having a large enough income to pay a constantly increasing price to maintain a presence on the web. I doubt my comments make much of a difference, but I do lose respect for an agency that should be putting fair practices above profits. Peggy Crippen

Hi, I have concerns about this amendment that are summarised below: 1. Arbitrary increases on wholesale price of .COM domains by up to 7% a year after two year freeze. There is a potential for prices to be 70% higher than they currently are in 10 years time. 2. There is no transparency and accountability of why Verisign are paying $20 million over to ICANN and what these funds will be used for. 3. ICANN seems to have disregarded an overwhelming opposition to these price hikes previous times (e.g. disregarding price caps for .org, .biz and .info TLDs) and it seems like history will be repeating itself here. A more fairer would be capping price increases to inflation which currently isn't at 7% (2.4% globally and lower in many developed nations). While I understand the need to periodically review the pricing of the .COM domain along with other domains, the current cost drives significant revenue for Versign and ICANN. The propose price increase is significantly higher than inflation and has no basis in any external benchmark to justify the price increase. I would recommend that the price increases of .COM domains follow the Consumer Price Index, or some other publicly available economic measure vs. an arbitrary and opaque process. I am a sole proprietors small business owner who has maintained two .com sites for nearly two decades. The proposal to start charging more for these sites is a hardship on all small businesses that purchased domains many years ago. It is not that my business has even kept up with inflation. In fact it has gone the opposite direction in the past five years. I can understand if you want to raise the prices of NEW .com registrations because of how limited they are. However, doing it wholesale for all registrations in eight of ten years is a simple money-grab. Of course, if you do this, you will force small businesses to change their websites at some point in the future because it it will no longer be affordable. Dear sirs, I just heard about this proposed amendent. I'm a minor domain name consumer (a Christian missionary in Japan), but I do a lot of web building, and as a result, I personally own four .COM domain names for missions activities and am involved in managing IT for other groups using three more .COMs (one of which I am writing from). All are small volunteer ministries with little or no income and no influence in the overall administration of the internet, so we trust groups like ICANN to administer wisely. (I also own or manage multiple .ORG and .NET domains in the same way - those are not under fire at the moment, but I can't help but wonder if they might be next, since .net is also operated by Verisign and PIR will soon become for-profit.) From what I understand, it sounds like Verisign agreed to give you money in exchange for a ruling change to allow them more freedom in pricing. Yes, I know it wasn't technically "in exchange", but it sure smells like a bribe to those of us on the outside. It also would allow Verisign to operate directly in the registration business (as a reseller), controlling the system much more than should be permitted. Yes, I'm aware that operators of new gTLDs started since 2012 have been able to do this (that doesn't seem proper either - I feel that gTLD operation and domain name sales should be completely separate to prevent conflict of interest, but that's water under the bridge now), but .COM is 42% of all domain names - no single company should have that much control over the internet. I would feel more comfortable if gTLD operation were not done by for-profit corporations at all, but that's clearly an unrealistic dream at this point. In addition, I'm concerned about the lack of transparency. The deliberations were apparently made privately with only Verisign, and many details about the agreement are still not publicly available. The internet affects everyone, and negotiations of this nature should be public, or at least involve additional affected parties, so that decisions are fair and open. Please preserve the integrity of domain name management by preventing conflicts of interest and keeping discussions transparent and open. Thank you. To it may concern, I'm a registrant of many .COM domain names and I'm totally AGAINST the proposed price increase to .COM domains. Seems to me that no one other than Verisign want increases to the .COM TLD prices. Considering Verisign is merely manager of the .COM Registry, it has no business dictating the price. ICANN is supposed to govern the domain name system in the public interest. NO TO THE INCREMENT! Regards,

To whom it may concern, I oppose the changes now under consideration to raise prices for domain names ending in .com. It could potentially raise prices more than 70% over the next decade. Many owners of . Com domain names registered them years ago and cannot easily change website urls without significant inconvenience to their site visitors. This price raise targets longtime websites adversely. For this reason I am requesting you maintain prices at current rates with raises equal only to inflation. Hi there, I would like to submit my comments regarding the price hike on .COM websites, comments are aimed at the decision makers. Given that myself and all businesses have gone to great lengths to get hold of a .COM site and given that these are regarded as the gold standard for a web address in the midst of all of these new web addresses popping up I do not believe that it is fair in anyway, to punish those that put in the work and effort to ensure the .COM was available. So many small business die each year due to increases in expenses and outgoings that are not in their hands and this is yet another one of those corporate bullying tactics forcing the public to bow down or die. This price hike is far too great and as a small business owner, I believe it is unfair to do this to the .COM holders of the world - it is an abuse of corporate power and a violation of the defenseless humans that utilse and pay for such services. Reconsider who you're hurting with these price hikes - mostly, people feeding families. The amendment three proposals are unacceptable. They were not negotiated transparently. The structure going forward is not financially justified and there is no set of enforceable guidelines going forward to ensure the money is spent wisely in a prudent manner.
