I am a small business owner, and have been for 36 years. Raising .com fees would have a significant impact on my bottom line. The internet has been a boon for small business, for community connection, and for general awareness (current fake news practices notwithstanding). Two companies making a secret agreement to the detriment of users and the economy is only in the interest of those two companies, no one else. This feels like a Republican-inspired let’s-screw-users-and-pretend-we are-helping-the-economy move. ICANN needs to be transparent, respoinsive to us 70% of users, and withdraw from this agreement. The COM TLD is one of the foundations of the Internet for small businesses that rely on com to promote, support and maintain their daily operations. The proposed price increases will most certainly shave quite a bit of the already razor thin profits of a lot of etailers. Hello, I oppose Amendment 3 to the .COM Registry Agreement. I believe that allowing wholesale prices for .com domains to rise 72% over 12 years, which is far more than the rate of inflation and also far more than Verisign's underlying costs of maintaining the registry could possibly increase by, will dramatically hurt the internet ecosystem. It will especially hurt small website operators, like myself, and will discourage internet users from creating blogs and personal pages, with the end result of reducing democratization of the internet. Verisign reported a 69.4% operating margin in Q1 2019, so they clearly do not need the extra revenue from this price hike. ICANN has granted a monopoly over .com to Verisign and ICANN has a duty to every internet user on the planet to carefully regulate this monopoly to prevent abuse by Verisign. The only conscionable thing to do right now is to freeze wholesale .com prices and re-evaluate 5-10 years from now. A policy that allows price increases tracking the rate of inflation (but no higher) may make sense in the future, but right now Verisign is already collecting far more from their .com monopoly than any company would be able to in a competitive market [1]. It's simply not right to allow them to raise prices at this time. -- Oleg [1] For example, Alphabet, a highly successful player in a very high-margin industry, has an operating margin of around 25%. Verisign's operating margin is over 2.75 times that.

Regarding the recent Verisign controversy: This type of dealing is unethical and, regardless of the intentions of those making this move, ICANN needs to back out of this deal. This isn’t behavior consistent with the massive amount of responsibility that lies in ICANN’s hands. Don’t ruin the Internet. You won’t be able to — it’ll come back — but in the meantime it’ll just get a lot of good people killed in countries where data privacy is the difference between life and death.

As an online developer for 25 years, I strongly oppose the price increases that we as programmers and developers have no say in implimentation or payoff. The real work is in writing and upkeep of the code, NOT in developing and upkeep in the URL of the site(s). Naming and keeping of websites should stay affordable and stable for the artists who develop sites.

Dear ICANN, I am concerned about the amendments to the Registry Agreement because it will affect, not just me, buy any individual who would like their own domain name. I am 100% sure that no corporation will object to the 28% cost increase every six years as they earn money off their domain name and paying almost any amount would be acceptable to them. However, there are a great deal of small businesses, such as mine, that would see this as an increased burden. Further there are many individual users that have purchased their own domain name and are using it for personal use, not commercial use. Some of us have multiple domain names, if for no other reason than to protect our own names from being used to run a website. The .com TLD should remain affordable and available to a wide range of users. Those responsible for the creation of the internet as we know it valued it as Open Source, Public Sharing of Knowledge and Freedom of Information. They saw the potential in how the world could be connected. They didn't charge for this connection although they could have and would have been the richest men on the planet had they done so. For Robert Kahn and Vinton Cerf who Created TCP/IP and for Tim Berners-Lee who created the world wide web, please continue in their tradition and allow the internet as we now know it to remain as a source of open communication for the world and not a profit generating conglomerate for a few very select companies to manipulate in secret. To ICANN, I’m reaching out to show my disappointment in the recent decision to strike a new deal between ICANN and Verisign. The increase in wholesale prices for .COM domains will negatively impact small business owners like myself and in particular the price increases year on year for 8 out of the next 10 years. Wholesale registries charge Namecheap a set fee per domain name per year. According to this new agreement, Verisign will be allowed to increase the wholesale price to registrars for .COM domains. Dear sir/madam, I am writing in light of the recently Proposed Amendment 3 to the .COM Registry Agreement. I have several concerns regarding this proposal, as I believe the proposal has been made in secret without little transparency. I believe the deal between ICANN and Verisign will also lead to further monopolisation of the internet space, and lead to increased costs for all. If ICANN requires further funding to support its initiatives, then I suggest it receive this funding via increased ICANN fees on domain name purchases/renewals, as opposed to collecting fees via a third party. This will lead to greater transparency and accountability. I also ask you to clarify the following details before any action is taken to approve the proposal: 1. Provide transparency and information on the negotiations between ICANN and Verisign regarding the deal. Please provide detail meeting minutes and/or email exchanges between ICANN and Verisign showing the negotiation process for this deal. This is in order to better understand what we as internet users can expect to happen over the next 10 years, and also the advantages and disadvantages for ICANN of this deal. 2. Explain in further detail what ICANN will do with the extra $20 million in funding it will receive from Verisign. I wish to express my objection to agreements between ICANN and private sector corporations that seek to monetize a public resource as a profit center. In this case the Agreement with Verisign which seeks to raise prices for .com domains. The fact a *secret* agreement with Verisign is in progress, indicates there is potential for illegal activity, including corruption. Without public disclosure, there is no trust. A private corporation (Verisign in this case) must not be allowed to define and manage pricing for what is a public resource. If Verisign is unable to manage the .com domain, among other TLDs, then another company must be sought through a competitive process. I've regarded ICANN to be a defender of affordable domain access to the Internet, but this trust will be eroded in the event this agreement or others like it are negotiated in secret, without public influence. ICANN has a responsiblity to perform it's functions with the public interest in mind, and not the corporate interest.

Why risk buyin a top level domain and build a brand on it when it can be expected that prices can rise consideraly without warning or consultation? This will drive individuals, businesses and organizations to social media and/or subdonains where they can get a presence cheaply or for free, that will become the norm. Besides, there is nothing stopping entrepreneurs or governments of e.g. China in building a second internet with its own nameservers, its own 'icann,' for people to put up their domains, and they will if its cheaper. To Whom It May Concern I am both a customer of the .COM domain system and a seller as a wholesaler through my Hosting Business. The .COM domain name enjoys a de facto "default" status that encourages most new domain names to flow through to the .COM registrar, even after the introduction of the new gTLDs and country-specific TLDs. In the same way that the .ORG domain name should be managed and reserved for the enrichment of public organisations, .COM domain name should be made freely available to all people at a relatively cheap price. As we see an ever increase in entrepreneurship at the same levels we see a massive decrease in the cost of compute, if anything we should see the wholesale prices for domain names lower. This should be done to make the internet more free and open, and encourage everyone to get domain names. I love domain names, and for me I would love it if domain names proliferated to the same extent as domain names. I make a note of ICANN's vision which is "To be a champion of the single, open, and globally interoperable Internet". I do not see how increasing the price of Domain Names, which will only increase the operating costs of small business and individuals and not affect incumbent players in all markets (which the price increase will not even be noticeable). This action is completely in opposition of this vision. Please also refer to one of ICANN's Strategic Goals: "Sustain and improve openness, inclusivity, accountability, and transparency". How are you making the system more inclusive if the cost of a .COM domain name is about eight times more than what one third of the world's population makes per day? If anything, ICANN should be focusing on reducing the wholesale .COM domain price to make it more open and available. I wholeheartedly disagree with this move to make obtaining .COM domains harder. I read the proposed changes and see nothing about preventing the practice of domain registrars “sniping” domains, such that if a consumer looks up a domain it may be listed for a reasonable low price - but once you refresh the search for the domain, or come back the next day, the domain searched for has been taken and is now for sale at an extremely high price. With an average cost of living increase around 2%, and a ten year peak of 3.78%, 70% is simply unjustifiable. I’ve been lucky to have minimal fees to keep these domains and pay for the required security for them each year, in addition to the monthly hosting fees and website updates. Why would you want to make the price of .com domains more expensive? Most mom and pop shops use .com domains to get customers.
