I am profoundly concerned about the news around contract terms in relation to Verisign's management of the .com TLD. A potentially 70% increase in wholesale costs seems entirely unreasonable, especially once that cost has been adjusted for retail. The lack of transparency surrounding this and other ICANN decisions, make it seem as though the organization is quickly becoming corrupt. Should ICANN wish to make a public argument for why these changes should proceed, then they could begin a grassroots explanatory campaign, and resubmit the request in modified form at a future date. But this looks like an arbitrary cash grab, multiplied by Verisign's financial interests, with no clear plan set out. I have been using the Internet for 35 years, and have been registering domains for our own use continuously since the monopoly days of NSI (Network Solutions, Inc.). That monopoly got pulled because of the company’s arrogance towards its customers. When it became possible to switch to other registrars, I attempted to do so exactly per the regulations. This was declined, and nobody I could reach at NSI had the slightest interest in resolving it. Their thinking seemed to be, “We are still a monopoly, and you are our prisoner for life!” I had to write a half page letter on letterhead and fax it to the company in-house legal counsel. In this fax, I outlined the exact steps I would take if they didn’t release our domain registration. Twenty minutes later, NSI’s legal counsel called me personally to apologize and say that the transfer had been handled immediately. I heard that after this, their legal counsel had to read the CEO chapter and verse of the applicable regulations, and that was the end of that. 2. I never thought that I would have to go through this again, but the way ICANN has been acting in secret multiple times recently, I suspect I may have to call in my global connections. You are overplaying your hand, and that never ends well. Monopolies are burned down and replaced with something completely new where the first qualification for hiring is having no connection with the old monopoly. The proposed agreement with Verisign, where they would pay you $20M to spend on anything you feel like without accountability, in return for letting them extract more money from domain registration wholesalers, would generate a lot of energy to replace ICANN with a completely new structure. You have already seen movement on this, but this agreement with unjustified rate changes would really pour gasoline on the fire. If you want ICANN to continue its existence, you need to a) become more open about what you are doing, and b) avoid blatant conflict-of-interest arrangements that would immediately be classified as corruption. To whom it may concern: I object to the amendment proposed for the .COM Registry agreement with Verisign and as a small business owner, the biggest complaint I have is with the cost increases. The overall financial impact of this amendment is too generous to the businesses and does not accommodate the increasing requirement for businesses to be online; or another way to put it, this is a forced cost increase on an ever-increasingly vital and required business component. They are tantamount to a 131% increase in cost over 6 years. That is a very aggressive estimate of the economic growth for all .COM business owners to meet. While the registration cost is small, the impact is not. If all cost inputs rose by 131%, we would see a much larger impact on the consumer / customer side of things. If Verisign wants to be the steward of the .COM TLD, they need to operate it in the best interests of the Internet community not in the interests of their corporate executives. If they cannot do it, we should find another company who will, and there will be willing participants. One other aspect I am concerned with is the apparent quid-pro-quo (very apropos to current political topics) from the Verisign payment of $20M. I would like to see a better accounting for what is expected to come from that money. I understand the specifics of DNS research cannot be determined 6 years in advance but how much is earmarked for the various security, research and other components listed in the amendment. For $20M, I would expect a better listing than one sentence of vague topics. Lastly, I do not agree that Verisign should be allowed to be both *THE* operator and a registrar, too. This again feels like a hand-out to Verisign, who is not entitled to special treatment despite being *THE* long-time operator of the .COM domain. It is important to maintain a system of checks and balances both as a demonstration of the effectiveness of a distributively managed system that DNS is and to preserve the integrity of it, as well. I urge you to reject this amendment and request a better one that is just for both the .COM consumers (virtually all businesses these days) and providers. If Verisign cannot truly act as the steward of one of the original and probably most important TLD, then they should step aside and they, too, can participate as a registrar and let someone else take up that mantle. Your profits are already rising based on your falling costs. Please reconsider this greedy, unnecessary decision. Keep in mind that although .com is currently the "normal" internet domain suffix, a move like this will certainly cause more people to start using alternate suffixes, causing your profits to fall, and other suffixes to become more normalized. I protest the secret deal made by ICANN with VERISIGN. Both organizations do very little with regards to registering domain names and yet they want to raise prices. The monopolistic hold over TLDs is the only reason this can happen. One cure for monopolies is government regulation, a necessary evil that may be appropriate in this case. Hello, I am writing today to voice my strong opposition to Proposed Amendment 3. An incredible amount of websites make use of .com domains, not just commercial sites. Raising prices on such an ubiquitous domain will not hurt large corporations, but individual people. The web is first and foremost a place for people to share. This is what makes the web great. An enthusiastic 12 year-old can have their own domain these days, and share what they love with an accessible domain. Raising prices adds barriers for each and every one of us that would like to share with others on the internet. With an arbitrary price increase, it is not an Internet for the people that I foresee, but for businesses with large amounts of money to spare. I think before this amendment can be accepted we should get some clarity on how ICANN will spend the money. I think we also need to get some sort of third party or someone to make sure that ICANN spends the funds properly on infrastructure. Some oversight from an independent third party with something that affects so many people I think is very important. I think that ICANN making these changes without consulting or incorporating feedback from the ICANN community or internet users should be reevaluated for future deals that ICANN does. Generally I think that transparency is beneficial for all involved. Thanks.

I am concerned with the unilateral decision taken by ICANN and Verisign to increase domain prices which, in my opinion, will distort the very nature of the internet by discriminating against the small business owner and user in of powerful corporations. The diversity of the internet is at stake by keeping domains accessible to everyone. I just learned that ICAAN has secretly negotiated with Verisign a deal that would allow them to increase .com registration fees each year for the next right years. This deal would only benefit Verisign and, of course ICAAN to the tune of up to fifteen million dollars. Consumers of .com domains, most of whom are small businesses, including startups and very small operators from overseas, would bear the brunt of this sweetheart deal for you and Verisign. I urge you in the strongest terms possible to reconsider moving forward with this deal, and provide a legitimate chance for a true public discussion before deciding the way, if any, forward. Costs go up over time and revenues must rise to cover them or a business will go under. But most businesses have to deal with an open market and make the pricing decisions based on what the market will bear. With this amendment, ICANN effectively wields its monopoly power to demand more money with no opportunity for the market to respond. This is an unfair practice and must be stopped. If ICANN needs to raise revenues, let them deal with their customers in an open an fair fashion rather than simply demanding the price they want.

I am a very small user of .com domains but require several .com domain names to point to my main website. As, I am sure, many users such as me do not earn a living with our sites, we do require an internet presence. If the cost of a .com domain can not be predicted, and the price continues to increase without restraint, it will put a huge strain on our finances. My belief since the onset of ICANN was that this organization was created to assure a controlled internet connectivity where the interests of ALL involved would be addressed. To protect the interests of the domain name buyers, I feel that the TLD operators should not be allowed to adjust (increase) domain prices without a publicly-fielded justification. I oppose Amendment 3 to the .COM Registry Agreement. I believe that allowing wholesale prices for .com domains to rise 72% over 12 years, which is far more than the rate of inflation and also far more than Verisign's underlying costs of maintaining the registry could possibly increase by, will dramatically hurt the internet ecosystem. It will especially hurt small website operators, like myself, and will discourage internet users from creating blogs and personal pages, with the end result of reducing democratization of the internet. Verisign reported a 69.4% operating margin in Q1 2019, so they clearly do not need the extra revenue from this price hike. ICANN has granted a monopoly over .com to Verisign and ICANN has a duty to every internet user on the planet to carefully regulate this monopoly to prevent abuse by Verisign. The only conscionable thing to do right now is to freeze wholesale .com prices and re-evaluate 5-10 years from now. A policy that allows price increases tracking the rate of inflation (but no higher) may make sense in the future, but right now Verisign is already collecting far more from their .com monopoly than any company would be able to in a competitive market [1]. It's simply not right to allow them to raise prices at this time.

Please limit the increase in fees per year. If a domain is already paid for, fees should be kept as it until renewal. A better explanation of the purpose for the upgraded fees should be posted along with a plan for how they will be used. Expenses go up with time and perhaps its time to increase again, however, the sheer number and increase in said number of registered domains should allow cost growth to be limited in nature. Perhaps heavy fees could be added to the cost of third party domain sales, meaning one company is buying a domain from another company(and/or party), meaning any sales not involving domain registrars like godaddy and namecheap. Hello, I've been made aware of two rule changes recently made concerning the ".com" TLD. One would allow or impose a yearly increase schedule for wholesale domain pricing. As in any other industry, price increases are required from time to time to keep pace with inflation and business requirements. But the schedule seems particularly aggressive here - moreso considering the etherial nature of the product. Have rates been stagnant for so long that such a steep increase schedule is truly warranted? This will accumulate to a 72% increase over ten years on a product with over a hundred million units - what costs of operation is the additional $300 million+ in revenue intended to fund? Second is the rule change that would allow the ".com" TLD holder to participate in the domain registrar business. Not directly, but as a registrar with the ability to purchase generic TLD domain names from a partner this would open another revenue stream that profits from both sides of the sale of the product. This is not the type of arrangement any regulated industry player should be involved in, and not one that the regulator should take lightly given the market position of VeriSign operating the largest Certificate Authority and the wholesaler of 3/4 of generic domain names. So I got this email from Namecheap, pointing out all the metrics as to what ICANN and Verisign are about to do to the world of domain owners, particularly .com owners. This seems so greedy and ruthless to remove caps on prices just cause there could be more money. If the prices keep going up on .com domains I think there are tons of people who blog that will have to rethink the value of what they have at their websites and I would have to remove all my sites because of the rising costs. It is just a shame that the freedom of choosing a domain name under .com is about to turn into an expensive undertaking, many many websites will cease to exist and those customers will be lost forever. Where you would get the rich to remain, tons of websites may shut down and you may loose huge numbers of paying customers, don't see the wisdom in that. As I am trying to learn to grow my eCommerce website into a nice eBay alternative where I could just sell from my own, I never even gave it any thought when buying the theme and plugins needed, that one day we won't believe how much it is going cost yearly for the name. This just saddens me, I have been writing to www.jonpfox.com for several years now and enjoy not a ton but some pretty good visitors, I would have to take years of work down because everything offered there is free. Now after reading about this information from Namecheap I am saddened, so sick of greediness in this world, just makes it harder and harder for an average site owner to want to continue.
