Dear Madam, or Sir, I am concerned about this amendment to the Registry Agreement because it will affect, not just me, but any individual who would like their own domain name. I am 100% sure that no corporation will object to the 28% cost increase every six years as they earn money off their domain name and paying almost any amount would be acceptable to them. However, there are a great deal of small businesses that would see this as a burden as well as individual users out there that have purchased their own domain name and are using it for personal use, not commercial use. Several of us have multiple domain names, if for no other reason than to protect our own names from being used to run a website. 20 year Cost analysis: $ 7.85 / year 2018 $10.29 / year 2023 (31% increase over 2018) $13.49 / year 2029 (72% increase over 2018) $17.68 / year 2035 (125% increase over 2018) $23.17 / year 2041 (195% increase over 2018) I am aware that the 7% is a maximum per year for each of the four years and, theoretically, there could be no increase or a sub 7% increase some years, however, I have little faith on this being the norm and, most certainly, CANNOT plan on it being any less than the full 7% in any fiscal plans made. I understand it would be extremely difficult for you to create a regulation that would charge businesses more and individuals less, however, that may be what is required at this time. This would leave a loophole for businesses to have an individual register their domain name, however, no corporation of any size will be willing to leave their domain names in private hands. You may also assume that all ".com" domain names are used for, or are supposed to be used for commercial purposes, however, this is not the case today. If this had been defined and enforced from the beginning of the internet, this would be a non-issue, however, to start enforcing it today would cause many many individuals to lose their domains. Yes, there are other top level domains they can move to, however, that doesn't alleviate the fact that they would be losing an asset they had invested much time, money, and resources acquiring. Please keep the annual fee very low or consider a more flexible charging system for the .COM top level domain that will keep it accessible to individuals and small businesses. Thank you, Joel Duke

I am writing to comment about the Proposed Amendment 3 to the .COM Registry Agreement, as my domain provider (NameCheap.com) gave me notice of the upcoming possible changes. I believe it is outrageous and not appropriate for an organization to require and probably charge increases (according to my provider - NameCheap.com) of up to 70% and over the next decade. Why? Because the current system is basically a one entity monopoly and for various reasons I understand, am fine with that. HOWEVER, for ICCAN to request large amounts of money ($20MM) without a formulated budget and projection for what and where this money is spent to ensure a sufficient and profitable business for ICCAN is unacceptable. I understand that ICANN needs money to operate, needs money to grow, needs money for software or hardware changes, and am fine with it all. But to ask for this type of increase WITHOUT stating or showing where, how and why this money is needed or planned to be used is unacceptable. ICCAN should be run like a business not a quasi-governmental operation where it can spend money like a drunken sailor and not be accountable to at LEAST a justifiable review process. This is why I object to this proposed amendment as it stands. Modify it for a budget / review / projection of needs process (by an INDEPENDENT review body) and I am totally fine with whatever money ICCAN will need to continue to deliver their business proposition with excellence. I appreciate this opportunity to provide comments to the proposed amendment to the .COM registry agreement. I am the registrant of .COM domains and expect to be affected by this decision. Considering the origin of the price increases that have made their way into many registry agreements, I'm opposing any potential price increases in this proposal. I do not see any reason to permit price increases. Declining costs for most of the associated technology and the rising number of registrations actually argues for a lower per-registration cost, rather than a higher one. Other potential operators have made credible statements (and bids) that show that the registry can be run at a lower price. As a public company, Verisign's biggest obligation is to their shareholders, which means they need to increase their profit as much as possible. This does not align with the interest of the community and stakeholders in the ICANN process. Personally, I wish .com domains cost a minimum of $120 ($10/mo) per year to keep registered. Domain tasting, squatting and warehousing have made it nearly impossible for legitimate businesses to own a memorable .com name without being gouged by third parties.

When a 20 million dollar payment includes no clear plan for the use of the funds and no oversight, it sounds less like a payment and more like a bribe. I am a registrant of over 100 .com domain names. I am against the proposed price increase to .COM domains. This would have a negative effect on my business and STRONGLY oppose this move. No one other than Verisign want increases in .COM prices. Other GTLDS have been able to lower costs. The current rate of $7.85 is already far more than justified. Verisign is merely your manager of the .COM Registry - it has no business dictating the price. ICANN is supposed to govern the domain name system in the public interest. I don’t understand why ICANN can be in charge of .com domain names where they can keep increasing prices when they can’t do the job of regulating the domain names ? To whom it may concern, Reading over Amendment 3, it has become evident that its sole purpose is to make more money. With the internet being an absolute necessity for first world living in this day and age, increasing prices does nothing but line corporate pockets with more money and limiting access to new and innovative ideas and messages. Amendment 3 is a tax on freedom. The internet belongs to the world now. Any attempt to increase pricing and limit people’s ability to create new content and share new ideas in any way is an affront on the human race. I vehemently disagree with this amendment and hope that you can see fit to continue freezing .COM pricing into the foreseeable future. At the very LEAST, you should be including registrars in the conversation. If I have misread this amendment and it in fact does NOT allow for .COM pricing to be increased, I apologize and retract this comment. Thank you, Rick Vale

My first domain I ever acquired for my business was in 2001, and I still have it today. It helps single my profession out from the sea of individuals on social media. So it has a huge impact on my day to day and always has. I’ve recently added 2 domains to my small business this past year, Updated my website for my business from the ground up and I hope that I get to keep all of the domains in the future. I would hate to have to choose which one I would keep while dropping the others to leave open for competitors. I suppose I could just drop all of them and do it the old fashioned way. It's been brought to my attention by Richard of Namecheap that there are proposed changes that may result in increased prices for the .com domain name. The lack of transparency for the additional funding and the proposed price increases without any valid benefits to the end user is not something that as a customer, I would endorse. I find the upcoming changes in the new deal between Verisign and ICANN is wrong. Important big decisions like this wich will affect millions of internet users should not be down to only two companies to decide. The internet consumers, both users and the industry as a whole should be listened to in big important deals like this. In many countries there are competion rules that wouldnt allow near monopolies like this being created. Please listen and respect the rest of us users and keep important deals like this transparent and open for inputs from all users of the net. We are one world. Lets work together and. I am completely opposed to ICAAN's proposed changes to the rules. ICAAN should not allow Verisign to unfairly compete as an independent domain registrar with the ability to increase the fees other registrars must pay. This $20M agreement is clearly a payoff to allow Verisign complete control of the market which will essentially damage fair competition in the domain market. To whom it may concern, I am really worried about and oppose the proposed Amendment 3. I am an individual who owns five .com addresses. I use two of them for direct business and the other three are for personal use. I recognize that the .com was intended for commerce. It has not played out that way over the years, however. The proposed amendment may be targeted at those using .com for commerce, but it is going to affect many more than just business owners and corporations. Please consider all of the affected parties and focus on the intent and goals of ICANN. I recognize ICANN needs funding to function. I worry, however, that the proposed amendment is not in the best interest of the public...and not a very transparent way to seek for additional funding. Given that about 40% of all registered domains are .com, the amendment is a significant proposal. Not one that can be privately negotiated between a for-profit company and ICANN. Please do not let the sparkling and shiny prospects of big increases in funding cloud good decision-making and sound judgement. Thank you, Adam R. West Kentucky, United States of America

I have owned a multitude of domains throughout the last two decades, many of which have been .com domains. I currently own a number of .com domains that I use for personal, small art and craft related businesses as well as personal projects. As a small business owner, domain registration and renewal already costs a great deal. If these prices were to increase as much as proposed in upcoming years, this will seriously become detrimental to people like me. Higher costs may not be as much of an issue for those who own large businesses. We already have a large problem with the internet being taken over by businesses and the corporate world. Rather, relegating the average person to social media. These price increases will only continue to hurt people like me and keep more of us away from domain ownership as well as hobbyist website design. Of course, we can always purchase another extension. However, this is often detrimental to our customers and visitors as .com is often the assumed and commonly-used extension, causing greater difficulty for our customers or visitors to find our websites. ICANN, Domain name services are vital to the not only the digital economy but the global economy in general. Domain names are at the heart of all Internet-based communication and commerce. While I understand there is a cost of managing and maintaining domain names, the price for purchasing domain names should remain as close to cost as possible. ICANN has a monopoly over domain names and needs to remain transparent in their actions and intentions with the general public. ICANN's purpose should be to serve the interests of the Internet community at large and not the interests of specific businesses such as Verisign. If we consider the analogy of domain names to telephone numbers, telephone companies charge for telephone numbers. While certain toll free numbers are sold at a premium, every other number is essentially free. Government oversight of the telephone companies has insured that company transactions and policies that effect a consumer's ability to purchase basic telephone service are fair and transparent. Please do not give the Verisign the right to raise .com domain prices without justification and full transparency. In addition, allowing Verisign to be a potential reseller of .com domains is a conflict of interest providing an unfair competitive advantage. If a free and open Internet has taught us anything, it is that transparency is the best practice and the freedom of information empowers all individuals to join a cause they believe is worth fighting for.
