I’m opposed to the lifting of price caps for .com TLDs. I believe that the internet is an open marketplace that should be as affordable as possible for everyone to use. By raising prices on domain registrations and making it difficult for smaller business and individuals to afford to maintain an online presence, you would effectively be hurting the global market, as well as many small business owners’ bottom line. It's my understanding that, along with a significant increase ($20 million over five years) in payment from Verisign to ICANN, the contract allows ongoing increases to the wholesale price for .COM domains. It's also my understanding that the payment increase comes without any restrictions or guidelines for how the money will be used by ICANN. As a small business owner relying on my website domain, I vehemently protest this agreement. It will unfairly penalize small businesses who are often operating on a tight budget and need their websites in order to stay afloat - and who will take the biggest hit, proportionate to their revenue and budget, to these price increases. As currently proposed the amendment is likely to force a raise in the costs of registration of .com addresses. As someone who has a small business which first registered its domain close to 20 years ago I have seen continued increases over this time but the current proposal is likely to raise costs more than in all that time combined. Gresstings, These price hikes you intend to implement over the next 10 years are at best a disaster. I own allot of .com domains and having to pay 70% or even more for them so to please Versign, is a bad play. I am not rich and I do not make money of my domains and there are allot of people in my position who cannot afford this price hike. I here by protest this injustice and ask that you rethink this decision, not everything is about money and these $20 million Verisign has promised you is not worth the .com community breaking down because of some greed. If this goes through, I will be forced to dump all of my domains in favor of cheaper domains and I will advice all my clients (as I am a web developer) to do the same. This is a monopolistic. The burden of a price increase will fall on business and private individuals. Verisign will line their already full pockets with the windfall. A lot of domain names are not available for legitimate businesses because domain name traders register these names and sit in them until they can sell for up to 10000X gain. I am deeply concerned that ICANn is considering significant changes to the contract it has with Verisign. It is unconscionable that such changes might occur without consulting or incorporating feedback from the ICANN community or Internet users. I sincerely hope that this amendment will be tabled if not abandoned at least until all affected members can provide appropriate input this is a worldwide decision and should not be made in secret or an isolation for the benefit of of a select few who stand to benefit financially with no regard to the public welfare. At this time, civilisation is polarising with wealth conversion controlling public assets to move money from losers to winners. It is called elite capture. Look it up. This never ends well, as history shows. There is no good reason to increase the price to register a domain name because it ends in .COM. Indeed, Moore's Law says that technology makes static costs cheaper, and this is the case with .COM registries. It stands to benefit no one or no entity except verisign. Additional services will not be provided. The cost of administration of domains is not rising with the very low cost of automation. The current rate of $7.85 is already far more than justified particularly on renewal which has very little if any human interaction or resources used aside from maintaining software systems. Verisign is merely your manager of the .COM Registry – it has no business influencing prices directly. ICANN is supposed to govern the domain name system in the public interest and I believe this to be a good example failing at that charter.

However, I also believe any such increase should be reasonable and are financially accessible to as many people as possible. The effective rise in prices coming to .COM owners over the next years will have a negative impact on the internet as a whole. Whilst I understand the nature of this agreement, I and a lot of others would strongly appreciate a change of mind in this regard. Domains should be affordable and available for the end customer and decisions about this huge change should not be discussed only between two parties. Many people are affected and while single customers may not have the necessary oversight over the industry, we are the ones affected most. These kinds of changes being made without the input of internet users is unacceptable. The price increases allegedly are being made to fund improvements to the domain name system, but there are no specifics given on what exactly the initiatives are, how they will be tracked, or how anyone will ensure the funds are spent appropriately. On top of that, VeriSign will reap the greatest reward from this price increase, since they will receive more revenue over the initial period without providing any value in return, and then will receive even greater revenues after the initial $20 million is paid out!

To Whom It May Be Concerned: It has been called to my attention that ICANN and Versign have collaborated without any feedback from internet users like us to substantially increase the fees associated with .com domains over the next ten years. What you are proposing will result in a 70% increase in costs to us over that period of time. On behalf of our organization, which is small enough to be significantly impacted by such changes, I want to register my LOUD PROTEST to these changes and the multi-million dollar payoff agreed upon to ICANN behind closed doors. It is one thing to propose ‘reasonable’ price increases consistent with inflation, but 7% per year increases is both unreasonable and greedy. I urge you to reconsider this absurd price increase proposal and find a solution that will not gouge those you supposedly serve. Thank you for taking this objection seriously. Large companies and entities with high incomes may not feel the pinch, but the average user like us who use these domains to share information with little financial gain will feel it deeply. Cavin T. To Whom This Concerns, The proposed price increase and continued yearly increase is wholly unjustified. There are not the requirements of increased management, thereby increasing costs, to oversee this particular level of domain names. The (dot) coms are no more difficult to "manage" than any other domain name. Management falls upon the registrants and registrars. The cost increases are being proposed as a way to turn the most commonly used, most desirable, and most recognizable domain into a "cash cow". The proposal takes full advantage of forcing registrants to pay more and more at the cost of losing aspects of their business(es) and eliminating access to highly valuable resources. The proposed increase is unconscionable, unprecedented, and unnecessary. Thank you for your time.

The monopolization of .com domains is unacceptable and all TLD should not be able to operate a domain name registrar and also NOT be able to control and raise the prices .COM at the same time. The additional money that ICANN receives from Verisign with no transparency in terms of spending plans is also shady and questionable. Being 100% sure that no corporation will object to the 28% cost increase every six years as they earn money off their domain name and paying almost any amount would be acceptible to them. However, there are a great amount of small and startup businesses that would see this as a burden as well as individual users out there that have purchased their own domain name and are using it for personal use, not commercial use. Several of us have multiple domain names, if for no other reason than to protect our own names from being used to run a website. So I would consider it a greater gift during this Valentine period if you don't ammend the .com registry agreement.

Hi, I am writing to voice my opposition to Proposed Amendment 3. Despite there clearly being potential financial gains to be had by raising the registration fee on .com domains, the global DNS registration system should be run primarily as a public concern. The only entities that stand to benefit from the proposed arrangement are verisign itself, at the expense of the public. While price hikes such as this likely won't mean much to the larger business concerns that buy in bulk, it will impact the millions of small, independent businesses and developers that rely on the system as is to make their livelihood. At worst, this could prove yet another point of pressure that convinces a small business to make their online presence exclusively in the Facebook walled garden and eschew the web itself. The web, and global DNS, were envisioned to be run for the public good, and they SHOULD be run for the public good. More money is not necessarily good, without a solid plan. For now, it looks like an unjustified plan. I am the registrant of about a dozen .COM domain names, many of which are needed to redirect mistypes to my .ORG sites. There seems to be almost no technical or hosting costs for the domain names, and prices should remain stable or go down. I'm very much against the price increase.

Please don't increase domain prices. Domain names are not realestate. Anyone can and will set up an underground network causing www to fork. Then the value of domain names will drop. So that's a lose lose scenario. The internet becomes fragmented and verisign's investment is devalued. How is this beneficial to anyone?

ICANN made these changes in secret, without consulting or incorporating feedback from the ICANN community or Internet users. .COM domains make up 40% of all registered domain names online and needed input into these changes. According to this new agreement, Verisign will be allowed to increase the wholesale price to registrars for .COM domains every year for 8 out of the next 10 years, and the increases don’t stop there. This will mean that* .COM wholesale domain prices can grow by more than 70% over and above current prices over the next decade*. The contract also allows for other price increases, which could drive prices up further, ultimately making .COM domains less accessible and more expensive for everybody. Alongside these contract changes, *Verisign agreed to pay ICANN an additional $20 million dollars over five years to support* ICANN's domain name system initiatives, without any clarity about how ICANN will spend the money, or who will ensure that the funds are properly spent on domain infrastructure. This is unacceptable. As I participant with a .com domain I request you reverse course on these changes, go back to the negotiation table and invite .com participants to that table. This action will unfairly give advantage to wealthy domain owners and adversely affect diversity of voices and businesses on the internet, which has been our most egalitarian marketplace for goods, services and ideas. Additionally, we need rules in place which dictate how these fees are to be spent, to ensure funds are devoted to supporting domain infrastructure.
