The proposed annual increases are more than double the rate of inflation and income increases. Therefore the proposed rate increases are opportunistic and motived by something other than market forces. If Verisign cannot maintain .COM rates that follow in lockstep with the rest of the economy, provision of these services should be put out for bid so that competition can work for the consumer. Estimates say that the cost to manage the .com domain registry does not exceed $3.50 per domain, per year, and the number might really be significantly lower. Furthermore, other qualified registrars/managers have proven the ability to operate other domain registries for less than $1.00 per year. Based on this information, there does not seem to be any legitimate reason to raise .com domain rates to the proposed levels when the price is already $7.85 per domain. If Verasign and ICANN can articulate a valid and evidence-based reason for needing to raise the price of each .com domain, then I could understand the request. HOWEVER, I read the proposed amendment and the only reasons listed for raising the rates are (1) imposition of any new Consensus Policy, or (2) documented extraordinary expense resulting from an attack or threat of attack on the security/stability of DNS. I have not seen any explanation of what these would cost and how that would compare to the proposed annual increase. However, based on Verasign's estimate of 144 million .com domain names currently registered, we know factually that just in the first 7% annual increase, Verasign would earn an additional $79.2 million. If an increase in price is inevitable, I ask that ICANN consider a much lower increase, such as 10 cents ($0.10) per year over the next four years. Thank you. Patrick Sullivan

Thus, competition between extensions helps to keep them all fair. *Regarding DOMAIN RENEWALS, however, this logic absolutely does not apply. * The individual registrants have put years of work into increasing the value of their domains -- leaving us virtually hostage to any RENEWAL increases. As domain registrants, we are not able to just switch to a different extension if we can find a better deal. If anything, it may be best to strip Verisign of the . com management monopoly and allow multiple registrars access to . com management. *How bad could things get if Amendment 35 passes?* When I began as a web developer in the 1990s, Network Solutions (a Verisign company) was the only available registrar for . com domain registrations. The domain registration/renewal price was $35/year and our agency would often have to call Network Solutions for tech support. The 'on-hold' time was typically around 8 hours! So, the first person to the office every morning would call Network Solutions only to be put on hold. We would put it on speaker phone and go on with our work. That way, we could batch our questions together throughout the day and ask them all at once when Network Solutions would finally pick up by the end of the business day. As soon as Network Solutions lost that registrar monopoly and other registrars began competing, domain registrations immediately dropped to $6/year, if I recall correctly. And the new registrars answered phone calls promptly. In my experience Verisign, left unbridled, will destroy the . com extension and the internet as we know it. *Please do not approve Amendment 35!*

Hello, Registry consolidation and technical improvements should have dramatically reduced the cost of domain registry administration, not increased them. Rewarding the risk to the investor and public of the leveraging used for registrar consolidation with guaranteed high rates of return, with no guarantee of improvement to services (an aspiration to secure DNS is not a promise, and the registrars have been dragging on this already), is irresponsible and against the interest that the ICANN is meant to serve. You will just as likely see a decrease in registration revenue when the speculative registrations decrease as a result of higher registration fees. This proposal and the similar .ORG TLD changes create a general suspicion and ill-will toward the ICANN, and demand further scrutiny of the management and structure of this public trust. A 2% annual increase is the most that should ever be proposed, or a better case for any higher increase, with effective oversight of such uses and real consequences for failures or breaches. Price increases always demand justification. Wages and hardware prices indeed increase every year. However, the cost per byte to operate and maintain a registry server always goes down every year and the total domain name registered overall also increased. If some registrars are unable to meet their operational costs with the current pricing, that means their way of doing business sucks and they need to change it, not asking to increase the price. I am strongly opposed to the proposed price increase to .COM domains. The following entry is from ICANN's website- "ICANN is a not-for-profit public-benefit corporation with participants from all over the world dedicated to keeping the Internet secure, stable and interoperable." ICANN is supposed to operate for the public benefit. I don't believe this policy would fall under "public benefit". There is no financial justification to raise the price. It is simply because they can. Advancements in technology are driving the cost of operating a registry down, yet domain prices keep going up for registrants. Verisign is merely the manager, not the owner, of the .COM Registry. It is allowed to operate the extension by contract and should have no role in setting the price. There is no "public benefit" justification to these changes. It is simply a handout to a company with a de facto monopoly at the expense of registrants. This is on the heels of the .ORG contract debacle where ICANN ignored the overwhelming public sentiment against it, and moved forward in removing price caps. Now we also have the pending .ORG sale to a private equity company which involves several former ICANN leaders and connected parties. It is an injustice passing this bill that allows annual increases on domains. This basic service is a necessity to conduct business. Find another avenue of making money off of a business necessity. The small business owner has enough on their plate without you justifying an increase in cost to something that should be kept at a minimal cost. The thoughts of annual increase is robbery. Sirs / Ma'ams, I write in opposition to the proposed increases in pricing for .com domains, for the following reasons: I don't particularly like the idea of paying $1 per month for my website to a multi-billion dollar company so they can make their wealthy investors a little richer. Verisign, Inc. is a commercial for profit publicly traded company, whose motives are driven by a desire to increase profits for investors, not to serve the public interest. Verisign had a gross profit of over 1,000 million dollars (1 billion) in 2019. Considering there are about 200,000,000 active websites of all kinds world wide, and only a small portion of them are profit making dot com websites. Verisign already makes a massive amount of profit from their relationships with governments and organizations like ICANN. This is an unrealistic expectation for small businesses and especially for individuals who use .COM domains. Up until very recently .COM has been the most widely used TLD for the average person, and, on top of that, the costs of other TLDs, including the more newly released ones, have begun at higher rates and usually are intended for more niche industries/sectors, or just simply too expensive for the average person to commit to the yearly cost increases. Additionally, the idea that if a person or business cannot afford these proposed increases, there is an expectation that they will just... change their domain? What about those of us who have had these domains for over 5-10 years and have built a brand or lots of other materials all with these specific domains? We're supposed to let the domain go and let a larger company who can afford the increases take the domain and benefit from the traffic/audience that has already been established? This seems really backwards, and certainly with all these new TLDs at much higher costs, those profits surely can offset the costs of infrastructure changes as ICANN works to improve security and the like. At the very least there needs to be some sort of waiver program for those of us who are individuals/small businesses that cannot expect to be able to afford constant increases, and especially if we use them for non-commercial purposes.

I don't understand the reason of why it should be increased. The technology cost couldn't have increased over the years. If the cost of .com cannot be decreased, then it shouldn't be increased too. It will totally block accessibility of domains for newbies, nonprofits or start-ups. Back in 2010, I started my blog and the only thing I had to pay for was the domain name. At that time, it was something around $8.9. It might sound nothing to me right now, but at that point, being a student, I had to loan that from my parents. Are you saying people will have more blocker to buying a domain after a decade? This is very bad and I am pretty sure it profits only a handful of companies.

In fact, monopolies are illegal most places. Why do you allow them to get away with this? The current rate of $7.85 is already far more than justified. In fact, it should be much cheaper. Dear Sir, or Madam, I am a domain investor and I. T. technician working currently in China. I have lots of experiences on registering and selling .com and other extensions. Nowadays, .com registering fees are quite high to most domainer. But, with the traditional status of .com, it has a high value of a premium name of .com, this is the advantage and why .com could stand the first in all extensions of all these years. I think cheap and meaningful and good-looking new TLD has more attractive than limited and old ( tradition ) .com TLD, as most of the best and good-looking .com has been registered in all these years, which beginner or business could not get the domain name the symbolize themselves, they and I started to use and put attention on new and creative TLD. For some new and creative TLD, it could have up to million of combination of name which are creative, such as who.is, fan.cy and more than those mentioned. The .com status in Domain Market Place has get lower and lower then before due to the rise of new and creative TLD coming up these years. In this case, .com should lower it register price, provides more opportunity for domainer to register .com and make great and excellent deal / trade of the .com, more and more people would try to register more .com to try to make a great deal or for their use, and the renewal fee of .com is also expensive, as I have more than 1000+ .com extension to renew every year. And, In personally, I would try to give up most of the invest on .com but turn to more on new and creative TLD if .com keep on rising its renewal and register price, which most of more domainer friends would do so.
