If a lot of people cannot afford education, they only find the internet as the cheapest accessible place. What would happen if that is taken away too? A lot of websites wouldn’t be able to sustain their content and in the end, shut down. I hope you consider this. I wish to state my absolute opposition to Proposed Amendment 3 and to any agreement that allows an increase in registration fees of any top level domain that exceeds inflation. According to the Memorandum of Understanding, mid 1998, between the U.S. Department of Commerce and ICANN, ICANN was to be a non-profit entity with a primary focus to maintain the DNS system in the public's best interest and "promote ... development ... of mechanisms to solicit public input..." I am having difficulty understanding how the deal quietly negotiated between ICANN and Verisign, which allows .com registration costs to increase 70% in the next ten years, is consistent with this mandate? Or how the exchange of $20 million from an entity with such a vested interest to that with oversight of that interest avoids a strong taint of impropriety. Chuck Gustafson

Hello, It is sad to see that the very organization in charge of overseeing domain names is making decisions without informing the public, behind closed doors. Domain names are essential to businesses trying to start up, sometimes with so little money that they can barely afford hosting to go along with the domain names. Increasing the price, or even ALLOWING the increase of price of .com domain names 8 out of 10 years is plain ludicrous considering .coms are already at the top of the list as far as pricing is concerned. While I do understand the need to make money and the spam associated with having domain names for cheap, that is just the cost of doing business. What I don't understand is why can we not make some of the hundreds of new TLDs released over the last few years equivalent in price to the .com domains. This would solve a lot, and I mean A LOT of spam issues that people are facing, and you would still see an increase in profits if that is what your ultimate goal is. You should be here to protect your users, not your sellers. This isn't about YOU, this is about US. The dreamers and every day believers that are trying to make something of our lives and start a business in this already tough business landscape filled with regulations and dream crushing corporations. Of all things to worry about, we should not be worried about paying more just to keep our website address. If you'd like to see additional profits, why don't we fix the "premium domain parking," increasing only new TLD pricing, or focus on creating a new way to measure/issue domain authority to good, law-abiding users. There's PLENTY of other things you can be focusing on. In no way is this warranted or fair to the every day user. The internet is not something that should be controlled by agencies like yours in the first place... this abuse of power in charging more and more is an example of how money hungry, inconsiderate corporations operate and think only for their own selfish benefit now today. I truly hope you read this and consider other alternatives. Something like allowing price increases serves no benefit to the consumers you serve. The proposed changes will allow prices to double in 15 years from 2026. With the clause that major DNS attacks can allow a price increase even in years that it was not going to raise, you only need to hire a firm at 7% cost of next year’s price increase to break even and not get caught. This seems like it is written for businesses and no longer considers those that could barely afford to own a single domain name to start a business or communicate about the world around them in an environment that is theirs to control and not owned by a business with 50 page privacy policy. How many small businesses or people in poorer countries will be restricted from ever compete in the .com domain? You should not allow exceptions to years that there will not be a price increase, especially terms where business could take the short term loss to create in order to have higher profits moving forward. The terms in should be more like 1% every 3 years or something similarly low so that you are not creating a domain extension that is economically out of reach for 1/2 the world. Sent from my iPhone

ICANN is supposed to govern the domain name system in the public interest. An increase in .com prices would detrimentally hurt my business. -Ben

To whom it may concern: I am writing to express my concern to the amendment of the Registry Agreement. I understand that this change may not affect large companies so much as they have the wherewithal to weather such changes. However, I am new female startup. I believe this change will affect women going into entrepreneurship and hamper new women owned businesses. A fellow signee posted an analysis: 20 year Cost analysis: $ 7.85 / year 2018 $10.29 / year 2023 (31% increase over 2018) $13.49 / year 2029 (72% increase over 2018) $17.68 / year 2035 (125% increase over 2018) $23.17 / year 2041 (195% increase over 2018) The current prices are more than fair and no one is interested in an increase except for Verisign. In addition to affecting businesses, this will hamper people who invest in domain names for their own personal reasons – perhaps to blog, journal their adventures, or even protect themselves from someone else getting it and hurting their reputation. I would hope that you wouldn’t want the domain names to become another thing that divides those who have the resources and those that don’t. I’m not saying to not make money, but it would be great if we could enable as much access as possible. Thanks for the consideration of keeping the annual fee as is. If the prices are increased than the ordinary businessmen that are regularly coming online to host their websites will deviate from doing this and the income of ICANN will be decreased and it will also effect the developing economies and under privileged regions.

Dear ICANN, as a consumer the main issue with the amendment is the 7% price increase for 4 out of 6 years (coincidentally the upcoming 8 years), this seems so far above any type of inflation rate. Combined that there is no detailed explanation on the necessity or allocated spending on infrastructure upgrades that warrants such increases. Not only does this seem bad for a consumer like myself, but all in all for the overal market I am unsure if this is the way to go, the internet is still upcoming in many parts of the world and keeping the accessibility as best as possible can only mean good things overal. Anyway, you do you, but if there are many worried reaction I hope you would reconsider and go over all amendment points very critically. Regards, Arno Bos

Do not increase .com price. Buy back .com from Verisign. They are not capable of running.com and free internet with its true ethics. Kindly do not sell your dignity and integrity for money. How come we trusted you guys? This shows board members of ICANN cannot be trusted. Soon you will be focusing only on money making and nothing else. Shame on you. Sincerely opposing, Davis Chandy.

Furthermore, I question what the $20M payment from Verisign to ICANN will be used for and how that will be monitored and made public.
