I am the president of a small nonprofit with a .org domain. I am writing to object to the proposed .org renewal that would allow Public Interest Registry to charge arbitrary prices for .org domains. Monopolies must be regulated in order to avoid abuse. If one organization has the sole right to register .org domains, the prices must be regulated to prevent the organization from charging wherever it wishes. The situation is not analogous to new top-level domains that were created by commercial entities that may compete with each other. The .org domain is a long-standing top-level domain used by nonprofits and there is not somewhere else to turn if prices become unreasonable. Sincerely, Ken Olum

To whom it may concern: I operate a small business and utilize a .org domain extension. I use the extension because the price is reasonable and doesn’t affect my operations and overhead much. If the contract for the operation of the .org TLD were to be changed in such a way that there is no price increase limit, I fear that would need to look for an alternative domain which would also cost man hours and money to rebrand and to make new business cards. I ask that these implications be taken seriously and considered with proper weight against the proposed contract changes. This renewal proposal does not include the 10% maximum year over year increase in registration fees found in previous registry agreements. This limit should remain in effect. Small businesses depend on the Internet for their new customers, and typically can’t afford large increases in their costs of maintaining their online presence. Allowing the domain renewal cost to increase uncontrolled would put some small businesses out of business. Others may have to drop the over priced domains and risk losing control of their brand name to unscrupulous competitors looking to sabotage them. ICANN is ultimately accountable to the Internet community and has a moral obligation to place that community above domain registrars. ICANN is therefore duty-bound to oppose rent-seeking by the domain registrars. This is absolutely critical to protect the creativity and innovation that the Internet contributes to our modern society. A previous post sums up a good portion of how I feel: "Although "alignment" may be convenient from an administrative perspective, there is no factual or legitimate policy basis for treating the .org registry the same as all others, when it is clearly different and clearly unique, with millions of non-profits and similar organizations who are already established and ones which are yet to be established in the future, all relying upon a distinct domain name space that is geared towards their specific needs. So, other than conveniently "aligning" registry agreements to purportedly treat all registries alike despite their respective and dramatically different mandates, registrant base, and histories, what justification is there for unlimited price increases? There is no evidence whatsoever that the .org registry requires unlimited additional funds to maintain reliable operations. There is no evidence that the .org registry requires unlimited additional funds to finance the goods works of the Internet Society. There is no evidence that the .org registry needs unlimited funds in order to "compete" with other for-profit registries, particularly when the current operator, PIR, is a not-for-profit organization. In short, there is simply no justification for permitting the .org registry operator to raise prices at all, let alone with a sky-is-the-limit approach." To whom it may concern: I am a .org registrant. ICANN does not seem to recognize the difference between a legacy extension created with the support of the US government, that predates the existence of ICANN and that has millions of existing users and the brand new extensions that started off with a new set of rules, in particular no price controls, and no existing registrants. They have completely different characteristics, history, and ownership structure. It is not acceptable for ICANN to ignore these differences and to propose that they be treated the same. Removing price caps is not fair to .org domain owners. Many of them have websites that they have used for years. If price caps are removed, the cost to renew their domain names may become too expensive, and they could be forced to give up websites that are important to them. The Uniform Rapid Suspension policy is too new and untested to apply on domain names that may be 20 years old or more. With the URS, the domain names could be taken down in a matter of days with little notice. ICANN should be doing more to protect owners of .org domain names. Why is ICANN trying to remove price protections for .org domain owners, so many of which are non-profits, so that they can be overcharged for their domain names?

I am a .org registrant. I am concerned about the price increases. Unrestrained price increases on the millions of .org registrants who are not-for-profits or non-profits would be unfair to them. Unchecked price increases have the potential to result in hundreds of millions of dollars being transferred from these organizations to one non-profit, the Internet Society, with .org registrants receiving no benefit in return. ICANN should not allow one non-profit nearly unlimited access to the funds of other non-profits. Sincerely, Tammy Hernandez

As .org organizations are primarily community-based, non-profits whose work is done for the betterment of our communities. It is extremely unreasonable to implement unregulated, extreme and unlimited price increases. Funds in these organizations are meant to support and enhance the communities they serve, not for-profit corporations.

Having a website is not a luxury -it is an essential part of any business or organization. The internet and ability to buy domain names is now a needed public good. To Whom It May Concern, It is extremely important that you continue (or reduce) the price increase cap percentage per year of .org domains to remain at 10% or less. I understand that increases may need to occur from time to time, but this should not be unregulated to whatever price increase the Public Interest Registry (PIR) feels is appropriate. We all know that this could potentially mean huge price increases, which would negatively impact small businesses and those who already may be challenged to have website access/ownership. In other words, the likely consequences are that those who need the most help and have the least access to website access/ownership would be negatively impacted. I feel strongly that the same or similar contract with the PIR needs to remain in place regarding restrictions on the price increases that the PIR can set. Allowing the PIR to set prices to whatever they want is extremely dangerous to consumer. Please, keep consumers and clients in mind as you move forward in decision making with your contract with the PIR. I am a small business owner, and a website is absolutely crucial for my success. We are at a point in time when websites are extremely crucial for all business. Gone are the days that you don't need such an important tool, or can get by without one. Please put the restrictions in place so that the common person can continue to access these important tools, by keeping prices affordable. Unrestricted price increases and changes could mean that sites are too expensive to run for many people, which would mean businesses and people suffering.
