Hi, I would like to dissuade ICANN from removing the pricing cap on .org domains, as mentioned in the below; Pricing for Domain Name Registrations and Registry Services (Section 2.10 of the .org renewal agreement): In alignment with the base registry agreement, the price cap provisions in the current .org agreement, which limited the price of registrations and allowable price increases for registrations, are removed from the .org renewal agreement. This could be opened up for misuse and with no pricing cap or agreed annual increase, what could stop registrars or ICANN from charging unreasonable amounts, or amounts at 100x the current rate once the cap is removed. This cost would then be passed on to consumers, creating a large barrier for entry to many businesses. As an entrepreneur, I like that I have the option to think about and then reserve domains for potential businesses. At around $10 per domain, this is very sustainable, at $100 - for example - it isn’t. I think it’s in the best interest of those that will use these domains to keep a reasonable price cap to prevent potential misuse. This suggestion is ludicrous!!!!! When an entity has a monopoly on a product (.org domain names) and the ability to charge whatever they want for it, everyone on earth knows what is going to happen. If you do this there will be such hatred against ICANN & PIR one can only imagine what could happen. DON'T DO IT!!!!!!!!

This starting to look more and more like a monopoly. I am sure customers would be okay paying extra fees were you to show where the money were going and why sudden price surges.

Dear ICANN I represent a community group of people organising to share knowledge (freely, open commons, not for profit) under .org URL domain with Name-cheap. Our community is not commercial, it reaches out to communities in India, Columbia, Turkey and Pacific island nations as the Primary communities we are trying to build a knowledge exchange around. As such, our work does not tap into wealthy communities. We selected the .ORG ending domain, because we do not represent any business, are not for profit, and seek to build a platform for the said communities globally to exchange knowledge. Our community is still in its very early fragile stage and I fear the work to date will be silenced if the price regulation rules for .org domains is allowed to have run away open price hikes. I ask that .org is reserved for community based not for profit, non-commercial domain platforms as the domains that assure low costs and the steadiest and lowest price rules, relative to commercial domains such .com and .edu. Thank you for the opportunity to submit a comment. I am a .org registrant and a not-for-profit or non-profit organization. Legacy gTLDs are fundamentally different from for-profit new gTLDs and should be treated that way. Legacy TLDs are what the internet was built on. They are essentially a public trust. They are very different than new gTLDs which were created, bought and paid for by private parties. Registrants of these legacy extensions should be entitled to price predictability & stability. Advancements in technology should be driving the cost of operating a registry down, yet prices keep going up? Removing price caps is unfair to the millions of domain registrants. They will have no price protections. Every registrant will be at the complete mercy and whims of the registry. This could result in a transfer of funds from millions of non-profits to one non-profit, with no benefits to the domain registrants. ICANN is supposed to represent a "bottom up, consensus-driven multistakeholder model". ICANN should not unilaterally impose URS in legacy TLDs when that issue is precisely what is being examined by the volunteer ICANN Working Group who has been mandated to review this issue. ICANN should be looking out for the .org registrants, in particular the non-profits. There is no "public benefit" justification to these changes. It is just a handout to business at the expense of registrants’ rights and protections. Where are the protections for the millions of domain registrants that this could effect in a negative way? These changes would give way too much power to the registry. This is not acceptable for a "public benefit" organization that exists to represent many stakeholders. Sincerely, Brett Mallory

Dear ICANN, I am a .org registrant. ICANN staff should not unilaterally impose URS in legacy TLDs when that issue is precisely what is being examined by the volunteer ICANN Working Group who has been mandated to review this issue. ICANN policy making is supposed to be a ???bottom up, multi-stakeholder model???. I believe that legacy gTLDs are fundamentally different from for-profit new gTLDs. Legacy TLDs are essentially a public trust, unlike new gTLDs which were created, bought and paid for by private interests. Registrants of legacy TLDs are entitled to price stability and predictability, and should not be subject to price increases with no maximums. Unlike new gTLDs, registrants of legacy TLDs registered their names and made their online presence on legacy TLDs on the basis that price caps would continue to exist. Unrestrained price increases on the millions of .org registrants who are not-for-profits or non-profits would be unfair to them. Unchecked price increases have the potential to result in hundreds of millions of dollars being transferred from these organizations to one non-profit, the Internet Society, with .org registrants receiving no benefit in return. ICANN should not allow one non-profit nearly unlimited access to the funds of other non-profits. ICANN appears to be entirely catering to registries by removing price caps. While a believer in the free-market, these sudden and unnecessary price rule changes make no sense. You, the ICANN, have already goofed up everything with your 800+ new TLD's. A radical price change will gouge the .org committed, and splinter the uncommitted all over the new TLD landscape. The general public will pay the price as mass confusion ensues. DW

Re: Pricing for Domain Name Registrations and Registry Services (Section 2.10 of the .org renewal agreement): Internet domain name registration is a monopoly. Unregulated monopolies always over-price their goods and services. While users of domain names could change their domain name, that is like saying people could move to another country. Long-standing domain names are not easily changed, especially for non-profits with .org domain names. Without a limit to price changes, domain name registration would likely become a high cost with little alternative but to pay up or shut down. So I respectfully ask you to leave .org domain name registration pricing as it is. Thank you, RA Gillmann ISOUL.org
