To whom it may concern: I am a .org registrant. ICANN does not seem to recognize the difference between a legacy extension created with the support of the US government, that predates the existence of ICANN and that has millions of existing users and the brand new extensions that started off with a new set of rules, in particular no price controls, and no existing registrants. They have completely different characteristics, history, and ownership structure. It is not acceptable for ICANN to ignore these differences and to propose that they be treated the same. Removing price caps is not fair to .org domain owners. Many of them have websites that they have used for years. If price caps are removed, the cost to renew their domain names may become too expensive, and they could be forced to give up websites that are important to them. The Uniform Rapid Suspension policy is too new and untested to apply on domain names that may be 20 years old or more. With the URS, the domain names could be taken down in a matter of days with little notice. ICANN should be doing more to protect owners of .org domain names. Why is ICANN trying to remove price protections for .org domain owners, so many of which are non-profits, so that they can be overcharged for their domain names? Sent from Mail for Windows 10

I am writing to voice my opposition to removing price caps from .org domains. These are fundamentally different from all other TLDs, in that they are used by non-profits. Non-profits should get a break and they should have a reasonable expectation that a domain name is not going to break the bank. More importantly, non-profits expect and deserve predicable pricing, not the price gouging that will surely ensure if price caps are lifted. There are already loads of newer TLDs that have no price caps. We don't need to go down this path with .org domains too. In fact, we should not. Unrestricted Price increase is not in the interest of the would wide web My registrar (Namecheap) notified me that the contract for the .org registrar is being renewed but that a cap on wholesale price increase is potentially being removed. I strongly believe that removing a cap on domain name wholesale price is against the best interest of the health of the web, and will affect the poorest and least privileged, disproportionately. Domain names are an ethereal product and their management and distribution is of minimal cost, taken in bulk; but their impact on individuals and organizations serving those individuals, particularly in the case of .org is personal and powerful. Please do not allow the .org domain names to become another land rush money grab.

Thank you for the opportunity to submit a comment. I am a .org registrant. ICANN staff should not unilaterally impose URS in legacy TLDs when that issue is precisely what is being examined by the volunteer ICANN Working Group who has been mandated to review this issue. ICANN policy making is supposed to be a ‘bottom up, multi-stakeholder model’. I believe that legacy gTLDs are fundamentally different from for-profit new gTLDs. Legacy TLDs are essentially a public trust, unlike new gTLDs which were created, bought and paid for by private interests. Registrants of legacy TLDs are entitled to price stability and predictability, and should not be subject to price increases with no maximums. Unlike new gTLDs, registrants of legacy TLDs registered their names and made their online presence on legacy TLDs on the basis that price caps would continue to exist. Unrestrained price increases on the millions of .org registrants who are not-for-profits or non-profits would be unfair to them. Unchecked price increases have the potential to result in hundreds of millions of dollars being transferred from these organizations to one non-profit, the Internet Society, with .org registrants receiving no benefit in return. ICANN should not allow one non-profit nearly unlimited access to the funds of other non-profits. ICANN appears to be entirely catering to registries by removing price caps. ICANN should stand up for the public interest and registrants!

I am *very* concerned about the removal of the price caps for .org domains and strongly support retaining those caps in future. I have built my online life and personal projects around .org domains for the last 15 years. Removing the price caps will give wholesalers the ability to hold hostage those of us who already have these domains. Domain registration is inherently a monopoly business and setting basic price controls at the highest level is the most effective means to prevent the abuse of that monopoly power by those with whom you contract. A 10% annual price cap is already massively higher than the rate of economic growth basically anywhere in the world so even that previous rate already builds in a significant profit margin. Please reconsider and preserve these price caps in the future. Sincerely, Ian

Please don't allow PIR to charge whatever it wants for the .org domain. I can't afford to pay outrageous prices for my domain name. I know I'm not the only one.

It goes without saying, but allowing arbitrary price increases can take apart what we know as the internet. It allows for the politicization of domain ownership. For example, imagine a scenario where a person sympathetic to Donald Trump is put in charge of PIR. Suddenly he may decide to make aclu.org or splc.org cost an exorbitant amount as a political weapon. That cannot be allowed to happen.

This plan to deregulated domain pricing is just another thinly veiled attempt to shove the little guy off the internet. Deregulation is great when there is an open market and consumer choice. If bulk domain prices go up significantly all registrars will be impacted so there will be no choice but to pay up. Larger businesses will pass the cost on to customers, but the little guy running a non-profit on a budget will have to give up his domain and lose visibility on the internet. If you think the internet only belongs to big business, then I guess this plan makes sense. -Steven Hicox
