I own a .org domain associated to an open source project, which is run as a not-for-profit and I am opposed to the removal of the price caps for the "legacy" TLDs. The domain name is something any organization invests in and becomes associated to. We deserve to know that our efforts are not going to be by predatory operators that, once we made the project successful, will "price us out" because by organizations that, by their nature, can attract more resources. Thank you for the opportunity to submit a comment. I am a .org registrant. ICANN staff should not unilaterally impose URS in legacy TLDs when that issue is precisely what is being examined by the volunteer ICANN Working Group who has been mandated to review this issue. ICANN policy making is supposed to be a ‘bottom up, multi-stakeholder model’. I believe that legacy gTLDs are fundamentally different from for-profit new gTLDs. Legacy TLDs are essentially a public trust, unlike new gTLDs which were created, bought and paid for by private interests. Registrants of legacy TLDs are entitled to price stability and predictability, and should not be subject to price increases with no maximums. Unlike new gTLDs, registrants of legacy TLDs registered their names and made their online presence on legacy TLDs on the basis that price caps would continue to exist. Unrestrained price increases on the millions of .org registrants who are not-for-profits or non-profits would be unfair to them. Unchecked price increases have the potential to result in hundreds of millions of dollars being transferred from these organizations to one non-profit, the Internet Society, with .org registrants receiving no benefit in return. ICANN should not allow one non-profit nearly unlimited access to the funds of other non-profits. ICANN appears to be entirely catering to registries by removing price caps. ICANN should stand up for the public interest and registrants!

Removing the .org price increase cap will potentially severely hurt the most vulnerable small nonprofit organizations. If the registrar decides to increase prices by tenfold, small nonprofit and charity organizations will have to take money from the needy to give to the domain registrars. Not as intended.

To whom it may concern: I am a .org registrant and represent a local government. I inherited the .org address from a predecessor who registered the domain during one of the periods when .gov or .ky.us was not an allowed option. Close to 20 years later we are kind of stuck with .org. I've read about a lot of bad decisions under the UDRP. The URS seems even worse. I heard the URS is very new and is being reviewed now to see if it is working properly. It is too soon to include an untested policy on .org domains where for a few hundred dollars anyone could try to shut down someone else's website. You let the new domain extensions charge any price they want, but that hasn't gone so well. Lots of people got burned when the new registries offered low rates for the first year, and then after people registered the domain names and some built web sites on them, some of the prices were raised through the roof. .Org has been working just fine for decades where the prices maybe go up a little bit each year. Allowing huge price increases from one year to the next could ruin .org for everybody. A LOT of non-business organizations use .org and have for many years now. I think you should pay a little more attention to what is good for the owners of .org domain names. The registries are doing fine. They don't need your help as they are already making plenty of money. Personally, I see this as a simple money grab from unsavory people that probably need to be chased out of the industry for being the greedy self serving twits. I am writing in opposition to the proposed changes which remove price caps for the .org TLD. The internet exists in its current state because it has always been an open platform for innovation and creativity. Part of the internet's openness is the result of pragmatic, responsible management by organizations such as ICANN, which has kept prices reasonably low and critical services and infrastructure accessible to just about anyone. As we've seen with the recent creation of a plethora of new TLDs, the absence of price caps will allow, and in some cases encourage, price gouging and extortion. Domain squatting and secondary domain sales have become a blight on the internet, hampered the proliferation of ideas, and hamstrung the internet's growth to some extent, and if domain names are only available to organizations with deep pockets this will only get worse, and the internet will become less open and less innovative. On top of this, the .org TLD was intended for smaller, non-profit organizations, though it has grown beyond that original purpose. Nevertheless, allowing registrars to raise prices on this TLD may cause material harm to organizations that have owned and operated .org domains for decades, and would be tantamount to extortion. I would hope that, should this policy change go into effect, a class action suit would be brought against both ICANN and the registrars responsible for managing and selling .org domains to replace the price caps, and enact a suitable punishment for extortion against the nearly ten-million current registrants. I'm writing to object to the proposed removal of price caps on the .org TLD. This action would likely result in domain names that are affordable only by rich individuals or organisations. There are no significant costs associated with the provision of domain names - the argument should not be based purely on the opportunity for commercial gain. Regards, William Hudson
