Dear Sir, Madam, The removal of caps on .org TLD should not continue for the following reasons: LEGAL The 10% cap being already quite hefty if applied, removing a cap would mean abusing what essentially is a monopoly position. Existing domain name holders have nowhere else to go. You must be well aware that changing to another domain is not a realistic option in today’s indexed way of using internet. The internet and its infrastructure are akin to a public utility company. If electricity companies were allowed to increase prices at their discretion, what could people do? They would be a hostage of their situation: one cannot stop consuming electricity, but you are also not allowed do construct a parallel power grid with a group of other people to try and compete. Removing price protection when stakeholders do not have realistic alternatives boils down to a predatory practice that would be illegal as well as morally rejectable. COMMON SENSE / SENSE OF COMMUNITY For the .org TLD we are talking in general about not-for-profit organizations. Any price increase is likely to be at the expense of the good work most of these organizations do for our society. Yours sincerely

To whom it may concern, I think lifting the ceiling for the yearly price for a .org is a very terrible idea. I operate a free to the community web site providing various services. if the cost of our domain was to increase beyond the current 10% increase limit cap per year by simply being removed to allow PIR to set any cost they wish to could cause serious hardship and possible closure of our domain and possibly even our community as other websites in our community also operate on .org domains. I hope you would reconsider these changes and leave the current pricing system in place. Regards, Adam Mutimer

Dear ICAAN, As an organizer of small community and political groups the proposed lifting of price caps on .org domain registrations is an attack on me and the communities I am a part of. There is no justifiable reason to allow unfettered price increases for providing a service that is, if anything, becoming less expensive to provide at a technical level as technology improves. Sorry but it’s a shame. ORG domains are for non-profits and they should be given for free, so why raise prices? Will happen the same that happens to medicine? Prices will become unafordable? Thank you for the opportunity to submit a comment. I am a .org registrant. ICANN staff should not unilaterally impose URS in legacy TLDs when that issue is precisely what is being examined by the volunteer ICANN Working Group who has been mandated to review this issue. ICANN policy making is supposed to be a ‘bottom up, multi-stakeholder model’. I believe that legacy gTLDs are fundamentally different from for-profit new gTLDs. Legacy TLDs are essentially a public trust, unlike new gTLDs which were created, bought and paid for by private interests. Registrants of legacy TLDs are entitled to price stability and predictability, and should not be subject to price increases with no maximums. Unlike new gTLDs, registrants of legacy TLDs registered their names and made their online presence on legacy TLDs on the basis that price caps would continue to exist. Unrestrained price increases on the millions of .org registrants who are not-for-profits or non-profits would be unfair to them. Unchecked price increases have the potential to result in hundreds of millions of dollars being transferred from these organizations to one non-profit, the Internet Society, with .org registrants receiving no benefit in return. ICANN should not allow one non-profit nearly unlimited access to the funds of other non-profits. ICANN appears to be entirely catering to registries by removing price caps. ICANN should stand up for the public interest and registrants!

As the owner of a number .org domains serving non-profits and academic research initiatives, I am opposed to removing the 10% annual price cap for PIR in the proposed registry agreement. Removing the cap altogether will likely mean that PIR can arbitrarily set prices and make domains unaffordable for entities serving the public who do not have large operating budgets. If PIR decides it's in their best interest, then can effectively drive non-profits and other organizations off the internet with no recourse. Please reconsider that particular clause in the agreement. It seems like an unnecessary giveaway that serves corporate interests over the public good and ICANN can do better.
