Dear Councilors, Please find attached a motion to adopt the revised charter of the Customer Standing Committee (CSC). As discussed during the June Council meeting, we will be voting on this motion outside of our normal Council meeting schedule by electronic means. This is because due to the limited window the Council has to vote on the updated CSC charter, following the Board's approval of the relevant Fundamental Bylaws updates; specifically, the Council needs to vote on the updated Charter after 12 June 2026 and before 2 July 2026. In light of this, the upcoming vote meets the requirement in GNSO Operating Procedures 4.10.1(c), "the next regularly scheduled Council meeting will take place after the deadline for relevant Council action, including without limitation a response to a request for GNSO input generated by the ICANN Board or another Supporting Organization or an Advisory Committee, and the GNSO Chair determines in accordance with this Section that the issue under consideration has already been discussed at length or that such discussion will have occurred prior to the vote being called." As discussed during our most recent meeting, the Council has previously discussed and approved the CSC effectiveness recommendations that led to the CSC charter changes and following discussion with the Council, GNSO Council Leadership worked closely with ccNSO and CSC leadership on the revised charter which was published for public comment. The updates to the charter include (i) updating the cadence of CSC effectiveness reviews from three years to five years and (ii) allowing for the appointment of alternate members and liaisons. During the June meeting, there were no objections to the vote being taken outside a regularly scheduled Council meeting due to the limited window in which to vote. Further to Section 4.10.2(d), this message will serve as the seven-day advance notice of the upcoming vote.
