[council] WS2 Implementation Assessment Report

Hi all, Following our May GNSO Council meeting, I took an action item to circulate the ICANN Accountability Work Stream 2 Implementation Assessment Report (attached). For additional context, there's further detail on the WS2 effort, including the Board's resolution approving the Final Report, here: https://features.icann.org/ccwg-accountability-ws2-%E2%80%93-final-report As discussed, our next steps will be to raise this topic with other SO/AC leaders to determine whether a joint letter/inquiry might be in order.
