We revised the draft to make it clearer. There are two timelines in play:
First, the Council voted in September to defer consideration of the Accuracy Scoping Team's recommendations (1 and 2) for an additional six months while it finalized a proposal for how to make progress on accuracy (this extended the original deferral to March 2025).
Second, Council agreed on a list of questions re: Accuracy in the October meeting, but did not include timelines in the letter to GAC because Council had not finalized them. ICANN org has requested until 29 November to respond to our initial questions about relevant regulation. Following receipt of the ICANN org's answers, which we believe will be helpful to inform the SG/C/AC responses, Leadership proposed giving ICANN groups (including GAC) until 31 January 2025 to respond to the other questions.
We’ve edited the letter to let GAC know that we anticipate sending questions in the late November/early December timeframe with a proposed deadline of 31 January 2025.

I'm a little confused about the timelines here. We recite in the letter to the GAC that Council previously agreed to defer action for a defined period or "for six months whichever is shorter."
Did the Council take action to consider the Scoping Team recommendations within the six months previously communicated or are we saying the recent Council action to defer again was taken beyond that 6 month period previously communicated?
Would it be important to communicate in this letter how long we think it will take to finalize and circulate the draft questions to the stakeholders, constituencies, and advisory committees regarding data accuracy?

As previously discussed, the Council agreed to send a letter to the GAC, acknowledging the importance of accuracy-related work and the Council’s commitment to making progress on this topic. Instead, the letter acknowledges the Council’s commitment to make progress and plans to do this by soliciting input from interested groups, including the GAC.
The letter has been updated to account for the discussed and agreed to next steps on Accuracy.
