Topics for GNSO-Board bilateral
Dear Councilors, The Board has proposed the following possible topics for our ICANN 82 bilateral and encouraged us to suggest others. Board topics: 1. Please provide input on meeting structure 2. How can we work more closely together to ensure governments are encouraged not to legislate around the multi-stakeholder model? 3. What are the challenges you face in contributing to the budget and ops plan discussions? Of these, Leadership believes topic one is likely the most relevant. We propose the following agenda for this bilateral: 1. Please provide input on meeting structure (Board topic) 2. Addressing process gap (unadapting recommendations) (GNSO topic) 3. Board-readiness/continuous improvement (GNSO topic) Please provide any feedback by 22 February. We will have a chance to discuss more specific talking points on each topic during a working session before the meeting with the Board. Thanks, Greg

Yes - we are all hoping to receive the document that Mary Wong referred to as the "Strawman" in the prep session today as soon as possible. One note in relation to the ByLaws provision governing GNSO Travel Support: GNSO supported travelers form a substantial portion of the Travel Reports summaries. It appears the support for GNSO travelers is approximately 47 individuals in recent years. The ByLaws apparently state that there is no requirement to support GNSO travelers so I would think Council will want to weigh in on that one. See ByLaws provision below: "Section 11.4. STAFF SUPPORT AND FUNDING (a) A member of the ICANN staff shall be assigned to support the GNSO, whose work on substantive matters shall be assigned by the Chair of the GNSO Council, and shall be designated as the GNSO Staff Manager ("*Staff Manager*"). (b) ICANN shall provide administrative and operational support necessary for the GNSO to carry out its responsibilities. *Such support shall not include an obligation for ICANN to fund travel expenses incurred by GNSO participants for travel to any meeting of the GNSO or for any other purpose. ICANN may, at its discretion, fund travel expenses for GNSO participants under any travel support procedures or guidelines that it may adopt from time to time." ** (bold type added)"* Anne Aikman-Scalese GNSO Councilor NomCom Non-Voting 2022-2026 anneicanngnso@gmail.com On Wed, Feb 26, 2025 at 8:57 AM Susan Payne via council <council@icann.org> wrote:

Hi Anne, all, I understand Anne asked for the relevant documents again. Apologies for the late delivery. You can find the relevant documentation on the Wiki here: https://icann-community.atlassian.net/wiki/spaces/07eb329f83a74f93b60f9e135b... These documents should be helpful for both the Council’s bilateral meeting with the ICANN Board and the How We Meet Community Feedback Session<https://icann82.sched.com/event/1vpaT/how-we-meet-community-feedback-session> tomorrow. Hello Greg This suggested Board topic is very important: 2. How can we work more closely together to ensure governments are encouraged not to legislate around the multi-stakeholder model? Are we dropping it? I recommend not to. Farzaneh On Thu, Feb 20, 2025 at 4:15 AM DiBiase, Gregory via council < council@icann.org> wrote:

Hi Farzaneh, It’s up to Council to choose which topics they’d like to discuss. I’m more than happy to add this one as well. We will send a note to Board Ops and we can discuss specific talking points in our Council working session.
