Well, Bill, I have not been active with the panel but I have the feeling that including the multiple character combination would likely open the typical can of worms. I can remember that, when working in software development in an European institution, I had the problem of how to deal with “LL” that in the Spanish alphabet is a separate character from “L”+”L”… This created, for instance, a big issue in alphabetical order of last names because “Llorente” comes after “Lopez” in Spain - but not in other European countries. However, that was 30+ years ago, maybe now there’s less push to enforce local rules and a common European approach has become the practice, if not the rule. Incidentally, thanks to Gopal for the link to the jakubmarian.com<http://jakubmarian.com/> web site, I browsed it a bit around and there are some very good information not just about alphabets - and therefore relevant for UA - but also on European languages themselves - and therefore useful for a better understanding on multilingualism.
