The refrain for the CSC Effectiveness Review, including the way it has been structured, are premised on the fact that everything has been working well with the CSC. My comment was mostly around messaging. It can be seen as problematic for a review to begin with the assumption that everything is going well. So my suggestion was just a minor tweak in how the review is described: while the review team’s understanding from the review process of the CSC Charter is that CSC is operating well, the CSC Effectiveness Review Team has nevertheless designed a robust review mechanism to surface any issues that might not be immediately apparent.

From what I have heard, this would probably not result in any changes in the way the review is being conducted, but it could change how the review is discussed and communicated.
