I have looked a little bit around about “Soft confusing similarity check” on ICANN site and there is an explanation that the SWORD algorithm is used in the first step in string similarity evaluation process. String has to pass additional check in step 7a Quality Review for Strings That Pass the Initial Evaluation

From my point of view there is no chance that “Hotels” and “hotel” could be registered as TLD, for me these two strings are the same.
