Dear all, Yesterday the group discussed the work structure based on the ICG's RFP. As part of the work structure the following work items were identified (listed in document CWF - organizing work, included in this email). * CWG-RFP1 - Description of Community's Use of IANA Function (volunteers to date: Allan MacGillivray, Chuck Gomes, Kieren McCarthy, Seun Ojedeji) * CWG-RFP2A - Existing, Pre-Transition Arrangements, Policy Sources (volunteers to date: Allan MacGillivray, Chuck Gomes, Kieren McCarthy, Seun Ojedeji) * CWG-RFP2B - Existing, Pre-Transition Arrangements, Oversight and Accountability (volunteers to date: Allan MacGillivray, Chuck Gomes, Kieren McCarthy, Seun Ojedeji) * CWG-RFP2C - Existing, Pre-Transition Arrangements, NTIA IANA Functions Contract Triage ( added work item, following yesterdays discussion, see included document Sample Triage) (volunteers to date: Allan MacGillivray, Chuck Gomes, Kris Seeburn, Greg Shatan, James Gannon, Guru Acharya, Mary Uduma, Wanawit Ahkuputra, Pitinan Kooarmornpatana) * CWG-RFP3 - Proposed Post-Transition Oversight and Accountability Arrangements (volunteers to date: James Gannon, Greg Shatan, Erick Iriarte, Allan MacGillivray, Mark Carvell, Seun Ojedeji, Matthew Shears, Donna Austin, Paul Kane, Stephanie Duchesneau, Kris Seeburn, Guru Acharya, Wanawit Ahkuputra, Pitinan Kooarmornpatana) * CWG-RFP4 - Transition Implications (final review after CWG-RFP3 is completed but CWG-RFP3 should have developed most of this) (volunteers to date: Matthew Shears, James Gannon, Carolina Aguerre, Guru Acharya, Wanawit Ahkuputra, Pitinan Kooarmornpatana) * CWG-RFP5 - NTIA Requirements (validation of) * CWG-RFP6 - Community Process (summary of) Proposed way forward Given the timeline (included as CWG Stewardship Timeline) it was agreed by those on the call, that work on some the items should be done in parallel and hence smaller groups wcould do the preparatory work and report back to the larger group, whilst everybody could chime in, if needed, during the preparatory work which is expected to be largely carried out on the general mailing list (one suggestion to keep this manageable for all would be to clearly indicate in the subject of the email which sub-group it concerns). Signing-up for a work item During the call and following the meeting, some of you already signed up to one or more of the listed items in the chat. If you want to contribute to one or more of the work items, or we have listed you incorrectly, please send Marika off-list your name, affiliation and there reference number listed above, preferably by Friday 24 October 2014 noon UTC at the latest. This would allow the teams to start their work as soon as possible. Once a core of a team has been established, the team members are requested to appoint one or two rapporteur(s). The role of the rapporteur)s) is to report back to the whole group on progress made to date and act as point of contact from the chairs perspective. Wiki Work spaces and other facilities Staff will create a wiki-page for each of the work items, which will include at a minimum: the list of volunteers who signed-up, the rapporteur (to be appointed by those, who signed) and working documents, with ability to comment. If so required by a team, staff could set-up a call for the smaller teams. These call will be recorded and published on the wiki-page, as well as any presentations during such a call. These calls will of course be open to all other members and participants should they be interested in joining. Staff has also created a repository for documents related to each of the items (see CWG-organizing work attachment). [CWG-RFP3] Proposed Post-Transition Oversight and Accountability Arrangements

Can participants of Sub-Group 3 [CWG-RFP3] suggest a methodology for reaching consensus on an option/scenario for the transition? The Wiki for the Sub-Group 3 [CWG-RFP3] is here: https://community.icann.org/display/gnsocwgdtstwrdshp/CWG-RFP3+-+Proposed+P… Note 2 on the Wiki suggests that "Note 2: This sub-group may wish to further split the work load depending on the number of options (scenarios) it wishes to work on." *I suggest one possible methodology for moving forward* (please suggest other methodologies as well) *1) Identify all possible options/scenarios* *2) Identify the parameters that differentiate the options/scenarios* For example, does the option allow the community to change the IANA operator in the future? (YES/NO); does the option require CCNSO/GNSO to organise outside ICANN? (YES/NO); etc. These differentiating parameters need not be in the form of principles - just parameters that differentiate the options. *3) Discuss parameters to identify preferred attributes of parameters* For example, Milton strongly feels that the community should be able to change the IANA operator in the future (YES). Others may have similar or different views. We can discuss all differentiating parameters and try to determine if we have consensus on attributes of any of the parameters. *4) Use preferred attributes of parameters to eliminate options* If there is consensus on any parameter, then that parameter should be used to eliminate options. For example, any option that does not allow the community to change IANA operator in the future may be discarded. *5) Depending on remaining options after the process of elimination, decide the next steps.* This may lead us to Note 2 where we work on different proposals in parallel.

Dear All, Following today¹s meeting, please find attached the notes & action items as well as the materials presented during this meeting. These materials will be uploaded shortly on the wiki (https://community.icann.org/x/HSnxAg) For action items 2 and 3, please feel free to send me a message off-list indicating which sub-group you would like to volunteer for if your name has not been captured yet in the attached notes. As suggested, we¹ll create separate wiki pages for each of the sub-groups where we will list the membership and any other relevant information. For your convenience, I¹ll restate the action items here: Guiding principles for CWG Action item 1: Send draft principles document out to the list to solicit written comments (see draft principles attached). Lise, Martin Boyle to work with Bernie to update document based on input received, suggestions made and determine whether updated version needs to be discussed further during next meeting or not. Structure of Work (see presentation attached) Action item 2: WG members and participants to identify for which sub-groups they would like to volunteer (note, if you volunteer, please make sure that you are able to actively contribute - all members will be able to provide input / feedback throughout the process, but sub-group members are expected to hold the pen and move the discussion forward). Triage of ICANN Functions Contract (see sample attached) Action item 3: Volunteers to work with Allan on the triage effort to express their interest on the mailing list. Action item 4: Staff to include a separate work item for this effort and update slides accordingly F2F meeting Action item 5: Staff to send further details about F2F meeting as soon as possible, including confirmation of whether SO/ACs can appoint an alternate (from current CWG participants) to be supported to attend the F2F meeting if a member is not able to attend. Scheduling: regular teleconference meetings + F2F in November

Hi all, A few scheduling updates: Regular Meetings: We have a very large and geographically diverse CWG. Going forward, we'll have regular weekly 2h calls on Thursdays. To cover all the timezones, I'd like to suggest alternating 10:00 UTC and 13:00 UTC. This is early for our participants in the Americas, but more reasonable for the majority of our group based in Europe, Africa, and Asia. As always, calls will be recorded and transcribed. Face-to-face Meeting: In addition, at the request of the Chairs, ICANN has offered to support a 2-day face-to-face meeting in Amsterdam on 19-20 November 2014. ICANN will offer travel support to the 19 CWG members only <https://community.icann.org/x/1QrxAg> , but the meeting will be open to anyone in the CWG who wishes to attend in person (at their own expense). The meeting will be webcast live through Adobe Connect and include remote participation capabilities consistent with the CWG meetings to date. The meeting will be recorded and transcribed. In order for ICANN to plan for adequate space, please let me know by next Monday (27 October 2014) whether or not you plan to attend the CWG F2F meeting in Amsterdam. Co-Chair Update

Dear CWG Members & Participants, A brief update from myself as co-chair of the CWG alongside my recently appointed ccNSO colleague and co-chair Lise Fuhr. First, a warm personal welcome to Lise whom I only met in LA for the first time. I am very much looking forward to working with her and all of you on this critical project. By now, you have already heard from Lise so you will be aware that she is up and running as co-chair. This was assisted by the fact that we had a handover meeting between interim co-chair Byron Holland, myself and the CWG support staff (from ICANN) back in LA. As it transpires, my current work commitments are extraordinary and consequentially, I am unable to give the CWG my proper attention for the next 2 to 3 weeks. Lise is aware of this as is Byron who will be in a position to offer support from his current position as a participant. I have also made my position clear to my GNSO colleagues who are members of the CWG and so they are also on standby to assist as necessary. I trust that Lise will do a fine job but am aware that my sudden unavailability has thrown her into the deep end with the work of this CWG. Please join me in offering her all the focus and discipline we can in order to move this critical task forward and within the very tight timescales we are dealing with. Appointment Lise Fuhr (.dk) as ccNSO co-chair CWG

Dear all, The ccNSO Council appointed Lise Fuhr (.dk) as ccNSO co-chair of the CWG at its meeting on 15 October 2015. According to the charter of the CWG to develop IANA Stewardship Transition Proposal for the naming related function and at the suggestion of the CWG, the ccNSO appoints one of the two co-chairs of the CWG from among the ccNSO appointed members.
