Here is a set of slides regarding the IANA budget that will be presented and discussed in the CWG Stewardship meeting on 19 November. The following key slides are included: · Slide 2 provides a very high level overview of the expected impacts on the ICANN FY17 Operational Plan & Budget (OP&B). · Slide 3 provides a graphical display of what is call a Base Case in which it is assumed that minimal operational changes would be made in transitioning the current IANA functions to PTI. (Note that the 'No Change' shown in the green arrow in between "NOW" and "FUTURE" should say "Minimal Operational Changes".) · Slide 4 shows the minimum information that would be required by January 15 to allow staff to prepare the FY17 Draft Operating Plan & Budget. · Slide 5 describes the main elements of three different categories of IANA activities. The main objectives for this part of the meeting are: 1. To provide a high level understanding of where assumptions will need to be made in developing the FY17 OP&B 2. To have a preliminary discussion about whether the base model with minimal operational changes would satisfy the CWG Stewardship recommendations and, if not, where changes might need to be considered In reviewing the slides and in participating in their presentation in the meeting, please keep the following in mind: a. By January 15, 2016 staff will have to make a variety of assumptions in order to be able to develop a PTI budget that will be included in the overall ICANN Draft FY17 budget that will be posted for public comment on March 5, 2016.. b. As Xavier will explain, they plan to first use an approach that involves minimal operational changes, i.e., the Base Case; then they will show what the estimated financial impact will be if alternatives to the Base Case are needed. (See slide 4.) c. Between now and January 15, the CWG will be discussing various assumptions for the purpose of trying to get an early idea regarding what assumptions would satisfy the CWG proposal. d. A key question to think about is this: Do you think the Base Case approach could adequately meet the CWG proposal recommendations and, if not, where to you think changes to that approach may be needed. e. The goal in the November 19 meeting for this agenda item is to get an early read from CWG participants with regard to the Base Case; no final decisions will be made in this meeting.
