Agree with Philip's analysis of the situation.
IMHO developments to track in Washington D.C. over the coming months include:
- Efforts by ICANN and others to brief congressional staffers, congressional members, and key think tanks in the DC area in regards to the IANA transition.
- Extent (or not) of bipartisan support for the IANA transition as proposed by the communities
- Report from the Government Accountability Office (GAO) on ICANN/IANA. Report once released will likely form the basis of one or more congressional hearings.
- Efforts my congressional members to introduce bills and/or amendments related to IANA/ICANN issues in the appropriations process. NTIA funding, for instance could be made conditional to changes to IANA and/or ICANN
