Re. "work MUST BE done in time" - that's exactly my point. There's no work that MUST be done. First we need to see if there is a group that is being able to organise itself, that is able to dedicate certain amount of time, and is able to come to a consensus. We may find that the above isn't possible - no big deal. Some working groups can do this, some others can't. There's no tragedy in going forward without a policy on Cyrillic TLD labels. We may also find that the work will take 1 or 2 or 3 years to complete, which is also ok. We, as a volunteer-based group, are not bound to any deadlines. What's more important is having the necessary organisation within the group and sticking to the multi-stakeholder consensus principles. Without these there's no work. Self-organisation - first.
