Dear Empowered Community Administration representatives, On 7 August 2024, ICANN Board opened a Public Comment proceeding on the “Proposed Fundamental Bylaws Amendments Related to the Grant Program.” This proceeding closed on 16 September 2024: https://www.icann.org/en/public-comment/proceeding/proposed-fundamental-byla... The ICANN Board reviewed these Fundamental Bylaws amendments during its meeting on 24 October 2024. As a result of its review and discussion, the Board indicated that “...it intends to take an action to approve the amendment of the Fundamental Bylaws at Article 4, Section 4.2(d) and Section 4.3(c), as posted for public comment when it has sufficient attendance to achieve the required voting threshold for a Fundamental Bylaws amendment.” https://www.icann.org/en/board-activities-and-meetings/materials/approved-re.... The Board intends to complete its action on the Fundamental Bylaws amendments no later than 10 November 2024, and the ICANN Secretary will deliver written notice to Empowered Community Administration as required by the ICANN Bylaws. Delivery of the Secretary’s Notice will (1) require Decisional Participants to “promptly inform their constituents” of the delivery of such notice; and (2) trigger an Approval Action Community Forum, relating to the Grant Program, to be convened and concluded during the period beginning upon the Approval Action Board Notification Date and ending at 23:59 (Pacific time) on the 30th day after the Approval Action Board Notification Date; or during the next scheduled ICANN public meeting. Dear Ozan and All Assuming that the Board will finalize its decision on the 10th of November and the ECA will receive the Secretary's Notice promptly, the ccNSO is in favor of having the Approval Action Community Forum at ICANN 81, however with the caveat that we have some questions that need to be answered first: 1. Who will Chair the Community Forum? Due to the nature of the topic, I propose it should be either the gNSO ECA representative or the gNSO Chair. 2. Who will present from ICANN Org? Last time it was Sam Eisner. 3. Who from the ICANN Board will be present? 4. Is there a communication plan to announce the Community Forum properly? 5. How will the timing of the Community Forum as part of ICANN81 affect the Approval Action Community Forum Period? This is for the Empowered Community Administration to decide. Thank you for your proposal. 2. The ICANN org presenter is likely to be Sam Eisner. We will notify the ECA if that changes. 3. There will be members of the ICANN Board present. After the Board decision, ICANN will notify the ECA with more specifics about who from the ICANN Board intends to present during the Community Forum. 4. Yes. ICANN org will activate its communications plan to inform the community of the Community Forum after the Board decision. 5. The Empowered Community has the full Approval Action Community Forum time set out in the Bylaws, as well as the right to call more than one Community Forum during this time (if necessary). Assuming a notice to the Empowered Community on 10 November, the Empowered Community Approval Action Community Forum time runs until 10 December 2024, at which point the Empowered Community then has 21 days within which to deliberate on the approval. Dear Alejandra, Tomslin and All, I am sorry I could not join the SO-AC Roundtable in Istanbul (as explained before, clashing agendas with some previously arranged Zoom calls with my Capital). Thank you for the consideration and support already expressed for holding the Approval Action Community Forum next Thursday here in Istanbul. The GAC supports holding the forum during ICANN81, as it would be most useful to have an in-person information exchange and opportunities for real-time comments from the community.
