Fwd: EURALO Outreach Strategic Plan
Dear EURALO Task Force on ALS Engagement, the EURALO Board has not added any further comments to the attached outreach plan. Comments are welcome within the next 24H here too, so we can file this plan by the end of the week. Kindest regards, Olivier -------- Forwarded Message -------- Subject: [Euro-board] EURALO Outreach Strategic Plan Date: Wed, 9 Aug 2017 21:34:52 +0200 From: Olivier MJ Crépin-Leblond <ocl@gih.com> To: Euro Board <euro-board@atlarge-lists.icann.org> Dear EURALO Board, please be so kind to find attached the draft EURALO Outreach Strategic Plan. Dear Olivier, I would like to say that I would be happy to see different plan, on the other hand I am not surprised that plan looks like exactly like it is. There are lot of things to write or say, but I would start with one, do we have some regular EURALO event where we can build some strategy, discuss something that we see like important issue for internet users? Or we are only followers and send comments on issues that ICANN, Registries or the other stakeholder are interested to talk about? Individuals or ALSs, it depends on previous answer. I do not see that any stakeholder is interested for RALOs like organization, but more like individuals and I do not see their support except like support for individuals. Fellowship programs are popular with RIPE, ICANN, EURODIG. ISOC… but they target individuals. So, my opinion is that RALO has better perspective if we find our own ideas, topics and events… Of course, we need more resources, and here we come on main issue, who is interested to support strong RALO or how to become strong on our own way? Education and information on internet technology, applications, business opportunity, digital coins etc. are some of the issues that we should bring closer to internet users. Very indicative was session on ICANN59 – if Internet is public interest, where ALAC participants had so different position, it was obvious that there were only personal attitudes without any conclusion, recommendation on such important issue (btw thanks to Wolf who moderated it). I would like to see the strength of RALOs like organization and then we can find way to attract ALSs and more interest in general. We are internet users, at the end Internet has no sense without us and we do not have representative organization, while the other stakeholder has. We have individuals who participate in the other organization activities. I like MoU with RIPE, like the other RALOs did in their regions, and I would like to recognize their (RIPE, ISOC, ICANN, Governments. EC, EU…) truly support to organization of internet users, not like support to individuals. This email represent my personal message, and is not PlugIn statement like ALS. Thanks for this message, Nenad. Reading the plan, it seems to me that we move on in ussual ways not concentrating enough that we have to focus on internet users, informally organised or in other professional organisations. We should do more in engaging these organisations, like CEPIS and the informatics professional organisations. EuroDIG is an event for individuals but the financing model may discourage some in participating. Special EURALO events at low cost for engaging individuals may be a solution. Best, Erich P.S. As a member of the TF-Bylaws - we are working to allow EURALO activities besides ICANN. ________________________________________ Von: euralo-tf-als-engagement-bounces@atlarge-lists.icann.org [euralo-tf-als-engagement-bounces@atlarge-lists.icann.org] im Auftrag von Nenad Marinkovic [nenad@marinkovic.rs] Gesendet: Mittwoch, 16. We draft a yearly EURALO Hot Topics document and the updating of this document will start very soon. In fact, we could launch the discussion about this document on the EURALO list now, with a target to complete its update by the next ICANN meeting (end of October). https://community.icann.org/display/EURALO/EURALO+HOT+TOPICS+2016 The question we ask on whether we can pursue issues to build some strategy that we see important to end users or only respond to public comments or issues raised by other stakeholders is important. According to the ALAC's mandate as defined in the bylaws, we do BOTH. Article XI; Section 2.4.a. "The At-Large Advisory Committee (ALAC) is the primary organizational home within ICANN for individual Internet users. The role of the ALAC shall be to consider and provide advice on the activities of ICANN, insofar as they relate to the interests of individual Internet users. This includes policies created through ICANN's Supporting Organizations, as well as the many other issues for which community input and advice is appropriate. The ALAC, which plays an important role in ICANN's accountability mechanisms, also coordinates some of ICANN's outreach to individual Internet users." It is possible for the ALAC to spontaneously comment on anything that is related to ICANN, even outside Public Comments. How to initiate something like this? Ideally, convince your RALO ALSes by raising the issue in the RALO. If there is a significant support, the RALO Leader should consult other RALOs and the ALAC members from the region should consult the ALAC. A decision can then be made by the ALAC whether to issue a Statement. This has happened in the past.

You make some interesting points and I hope others will comment on them. Perhaps can we take this up with the At-Large Outreach & Engagement working group so we can build momentum on these ideas with other RALOs. If you are not a member of that working group, please let me know and we'll get you subscribed. You do mention education about internet technology, applications, etc. We need to be very careful that our education relates to ICANN's mandate. Our activities are bound by the activities of ICANN, thus Internet Identifiers including the DNS & IP addresses. ICANN has come under criticism for funding activities that were not directly related to its mandate, so we are unlikely to find support at ICANN if we ignore this.
Very indicative was session on ICANN59 – if Internet is public interest, where ALAC participants had so different position, it was obvious that there were only personal attitudes without any conclusion, recommendation on such important issue (btw thanks to Wolf who moderated it).
This is a seriously complex issue - but I am happy it is still being discussed at ICANN. That said, there are significant stakeholder groups that think that the matter should not even be discussed - that's what we are up against. How do we unblock this situation?

Understood. I think that once we have signed a MoU with RIPE we should launch a discussion with them about this topic.

Dear all, My view on ICANN and all stakeholders dealing with internet domain names role is to support, directly or indirectly, development of internet and internet services in general. It will bring new users, new domain names, new services, new benefits for internet users (and do not forget we are all internet users and also part of some other stakeholder). It means that there is no forbidden issue if it has any relation with internet. I have problem to understand that any topic related to internet is not related to ICANN. Or opposite, ICANN has to take care and participate on any issue related on internet, because ICANN is targeting 7 billion of potential users. So, we have to keep open minds for anything related on internet. Nowadays internet economy is growing and position of internet users, protection of their interest is significant issue. We had a local project targeting students and students of law were interested in digital coin. I am not sure based on Olivier comments and some previous Alan’s comment that we as RALO and ALAC has mandate to deal with this kind of issues. On the other hand, internet users expect to get advice and support from us. Basically, I do not want to change Strategic plan for 2018. as we cannot change rule of the game for one day, but would like to present my view on the road how we can grow our outreach and capacities and to initiate discussion about it, how to formally and essentially we can strength our position. At the end I’m sorry that missed last evening conference call as I was on job longer than usual Pozdrav/regards Nenad From: Olivier MJ Crépin-Leblond [mailto:ocl@gih.com] Sent: Thursday, 17 August, 2017 09:02 To: Nenad Marinkovic; 'EURALO Task Force on ALS Engagement' Subject: Re: [euralo-tf-als-engagement] Fwd: EURALO Outreach Strategic Plan Dear Nenad, thank you for your excellent comments. Hello all, this is my second message following up on Nenad's comments. We are really running late regarding the drafting of the EURALO Outreach Strategic Plan, so I have put it into a Google DOC: https://docs.google.com/document/d/11Um3WHmpuhloKceWP26BMdFZ6Xla7NAnX3_VCdIJ... Please make your comments/suggestions directly on the document. I'll need to close it in 24H as I have made the commitment that we will have a finalised document by Friday. Nenad - please make suggestions for additional paragraphs where you think it's best. Kindest regards, Olivier On 16/08/2017 04:02, Nenad Marinkovic wrote:
