I think that's what Annette meant: the time should be given in UTC at all times, but it would also be helpful if in addition to that, there was a mention of CET (in brackets, for example).
This is how it was announced back in October:
"This is to remind you that the next EURALO teleconference is scheduled for Tuesday, 19 October 2010 at 16:00 UTC / 18:00 CEST"
(of course back then it was CEST - summer time & now it's CET = UTC+1)
