Dear Olivier, thanks for the draft. Remarks: - The proposed agreement lists 6 areas or methods of collaboration, mainly covering exchange of information and mutual awareness. Item 6 provides for ''Collaborating on joint capacity building events and related activities of mutual interest, including meetings, training courses, projects and workshops in the areas of Internet policy and Internet governance.’’ - In its present formulation, the above could just as well be an agreement between state agencies, commercial entities or NGOs. This does not adequately reflect the specific area of responsibility of EURALO and its ALSs, which is to promote, and where necessary defend, the interests of the global Internet user, in the geographic region as defined by ICANN. - Following on the above remarks, I would suggest including, perhaps as the first item in the list, a general statement underlining the specificity of EURALO, such as: ‘’Identifying Internet developments which have, or are likely to have an impact on the global Internet user; placing the users’ interests and experience at the centre of future Internet structures and processes; making known, and defending where necessary, the interests and requirements of the global Internet user in the European context.’' Best regards, Jean-Jacques. I have passed this text by the EURALO Board and have received no objection to present it as is to the EURALO membership. I have presented this text during the last EURALO call and the following suggestion was made to add the following text: "The RIPE NCC and EURALO recognize the benefits of mutual collaboration and support between the Parties on Internet-related issues, including but not limited to mutual cooperation to sustain the global stability of the Internet" This text makes sense and received consensus support on the EURALO call. Should there be no objection, I shall ask RIPE whether they would be agreeable to add this text to the MoU. The format and contents of the MoU are based on the MoUs of other RALO.
