i’ll accept part of the blame for the lack of progress on the election. i swung away from a lot of lists this week and some of the conversations got a bit stale as a result. and yes, we are starting to run out of daylight.
i’m not included in the CSG leadership discussions, so i don’t know the state of play there. which brings me around to the question of who should be on *this* list - this experience is making me stronger in my belief that it would be helpful to make this a broad list rather than a narrow one. so another “small step” would be to include executive committee members of all the constituencies and stakeholder groups in the membership of this list. Bill, you and i had that exchange a while back. what say you?
For this discussion we may not need all the exec leadership and such, but in general to keep this house list as a useful list I think it is good to keep it broad.
meanwhile, back at the election. i don’t exactly know where to go from here. i’m way outside my cozy little working-group comfort zone — because in that setting we’d just bash it out on the list and the calls. we’re taking some positive steps with this list and the drinks gathering, but the election conversation is perhaps Too Hard to fit in the “early steps” category and we’re struggling a bit.
here are some options:
“same as last time” — one candidate per SG, Councilors vote per instruction. in the case of deadlock, it goes to the Ombudsman for mediation. treat this one as the default case?
The Ombudsman got involved in the vice-chairs, but that was because there was a history. Most likely, if there is a deadlock we'll have to sort it out ourselves. I'm not sure if NCSG would have a process to instruct councillors, but obviously there would be extensive discussion. And yes, that is probably the default case, but only because it is what we did last time. Personally, I'm not that fond of it as a process.
“wide open” — this is the opposite. lots of candidates, Councilors are released to vote as they see fit (although i for one would listen hard to my constituency). i think this is a stretch, given where we’re at right now.
Multiple candidates doesn't imply that councillors are free to vote as they fit, but it is likely more practical. Of course, I'd listen hard to my constituency in any case - and if given a free vote, I'll listen to anyone who has useful advice about the merits of the various candidates. To be predictably Australian for a moment, for multiple candidate elections I find a preferential ballot (also called a single transferrable vote - i.e. the system we use to elect politicians in Australia) to be a better system for multiple candidate elections than systems will multiple voting rounds etc, And it is one of the suggestions made by Beth's strategy panel that we consider that form of voting. I know it is probably far too radical a suggestion for the non-antipodeans at this late stage, but I just thought I'd throw the suggestion out there.
“figure it out in Singapore” — i’m not sure how well “dealing with this over drinks” would work, but it might. advantage: face-to-face. disadvantage: high risk of non-transparent process, puts a lot of pressure on an already-overloaded schedule.
I hope it doesn't come to that, but at this stage I suspect it will. I'm just going to note that I haven't distributed the confidential review of Bill Graham's board performance yet, as I don't think it is appropriate to distribute until Bill is formally nominated, and we don't yet seem to have a formal nomination process - but thanks to Glen for suggesting a mechanism that allows us to distribute it appropriately. And I am, of course, pleased that we appear close to agreement on the vital 'having a drink' issue. Cheers David

We could just show up and try to take over City Space http://www.swissotel.com/hotels/singapore-stamford/bars/city-space/ on a cash bar basis, although that can be difficult if others already there. Or if people want to deal with reservations and budgeting catering we can do that…but I suspect we are all pretty bandwidth challenged...
It seems both sides are done at 4:30pm, so 5pm? Maybe early moving would improve chances of grabbing space.

Looking at recent exchanges over morning coffee a thought occurred: are we going to attempt any sort of gathering, whether formal or informal? The receptions in BA and Durban were quite good icebreakers, and the evening calendar seems curiously light this time. I might even be able to shake a contribution our of our meagre means. Or we could do something more formal, if we wanted to talk election, intersessional, etc. Schedules are packed but something late day, e.g. on CD, might work if there’s interest…?
BTW: Glen, for some reason the the subscribers list is only available to the list administrator. Could you please change that to allow members access? Nice to remember who all we’re talking to…
