The proposed next steps are to share the proposed Statement of Participation with the GNSO Council for its review and subsequent non-objection, together with other improvements in the same category to keep things manageable for the Council. My assumption is that if there are any substantial concerns from the Council, these would come back to the small team to address.

Thanks, Pam. No concerns from me re the additional language – it makes a great deal of sense. As a general question, how do we intend to present PDP 3.0 recommendations – as a package or separately? I’m worried a package will be a quite a lot to digest at one time. If we provide improvements as we go along, we can garner Council feedback and make any adjustment prior to the Montreal meeting. Regarding your suggestion to include ICANN Community Anti-Harassment Policy and Terms of Participation in the last paragraph of the Statement of Participation, which currently reads: "I acknowledge and accept that this Statement of Participation, including ICANN’s Expected Standards of Behavior, are enforceable and any individual serving in a Chair role (such as Chair, Co-Chair, or Acting Chair or Acting Co-Chair) of the [group] and GNSO Council Leadership Team have the authority to restrict my participation in the [group] in the event of non-compliance with any of the above." Hi Marie, I think we might use the term, under which the whole structure of Ombudsman is referred on the ICANN website. (for 2 reasons - one , to give a hint of what we meat, another - to be able to use it if needed) P.s: using Compliance has different meaning for different members of the community, so I am not too supportive of using it as is (too broad, too many different meanings) for example for Registries -> it is limited to Registry Agreement, GNSO Policies, temp. policies, may be RFCs ... that is it. and when we refer to a participation of a person , it might cause confusion. Regarding your suggestion to include ICANN Community Anti-Harassment Policy and Terms of Participation in the last paragraph of the Statement of Participation, which currently reads:
"I acknowledge and accept that this Statement of Participation, including ICANN’s Expected Standards of Behavior, are enforceable and any individual serving in a Chair role (such as Chair, Co-Chair, or Acting Chair or Acting Co-Chair) of the [group] and GNSO Council Leadership Team have the authority to restrict my participation in the [group] in the event of non-compliance with any of the above."
As ICANN Ombudsman is the one who handles AHP complaints and determines remedial actions, it does not seem to fit in the last paragraph. Would add "and Complaint Procedures" in the last bullet work? Thanks Pam; agree both with the addition and with Maxim’s point in the Google doc that the AHP should also be mentioned in the last para.
Small packages: yes, and with a cover note (with the list of the other recs so our colleagues know they’re en route & don’t insert comments like “what about the leader’s role in this?” etc.
Also agree with the recommendation that the SOP be included in new charters, and that for those that are ongoing members are made aware of it (we can’t impose retrospective conditions).

My assumption is that if there are any substantial concerns from the Council, these would come back to the small team to address. Based on the input received from the PDP Chairs, I would also like to recommend to the Council that this Statement of Participation is included in the charters for future efforts and not introduced to ongoing PDPs, although the Council could decide to inform the ongoing PDPs of this Statement of Participation and indicate that the same expectations apply to those efforts, even if the Statement of Participation is not formally included in the charter.
