One idea: Should we also attach a description to these use cases of the process as it exists today in comparable industries, such as telecommunications, hosting, etc? So how would a comparable use case work when it is directed against data on a customer of an internet access provider, a webhost, etc? Andrew I think I see this from the same lens ! user stories would be a situational description of what is the need and why and how to fulfil that need and make changes in the current system or state how the current system takes care of it.

For what it's worth, I like to do these as user stories. So, "as a registrant, I want to…" and so on. It makes the use case concrete.
