With respect to any recommendations that involve interaction between Council and an IRT, I am likely to have comments after reviewing the Zoom. For example, Council previously advised the Sub Pro ODP that if ICANN Org is unable to or recommends against following Implementation Guidance, that assessment needs to come back to the IRT, or any relevant GGP, or to Council directly. My sense is this is causing some frustration at ICANN Org. By way of example, Susan and I will be bringing an issue to Council in the May meeting where the IRT believes that the approach taken by Org does not comport with the Recommendation as adopted by the Board.
